The Asset Management team is part of the Whole Client Service at Hertfordshire County Council; an integrated team made up of Opus Arup staff and County officers. Key Results Area Key Responsibility Highways Asset Management & Maintenance Strategy Develop, implement and review long term highways infrastructure asset management strategies and plans, while ensuring appropriate engagement with internal and external stakeholders, and following democratic process. Provide advice and direction to other service areas to ensure the County maintains an integrated approach to asset management and service delivery. Consult with key stakeholders, including the Highways Service Term contractor, to define service level standards and set asset management performance targets as required.

2 Develop and implement appropriate plans to ensure infrastructure service standards meet the needs of stakeholders in accordance with agreed time frames and budgets. Develop and document long term financial and lifecycle models to forecast asset performance and deterioration as a basis for developing intervention and preservation strategies. Where required, act as Asset Owner for one or more highway infrastructure asset types. Coordinate the preparation and review of long term forward works programmes and budgets for highways infrastructure assets, such as carriageways, footways and cycle-ways. Contribute to the development and management of processes for the collection, storage and evaluation of detailed asset data required to support the County s strategic and operational planning objectives. Influence transport policies and develop them into practical strategies by working with key internal and external stakeholders and securing appropriate political approvals. Key Responsibility Financial Management Coordinate annual valuations and manage relevant financial reporting requirements across the County s highways infrastructure asset portfolio. Prepare business cases to secure maintenance and capital renewal funding. Formulate and allocate budgets to deliver strategic structural maintenance objectives and outcome targets. Ensure effective monitoring, control and reporting of budgets; managing variances and supporting the consolidation of year end accounts. Assist the Senior Asset Manager / Team Leader with management of team task orders, including monitoring, forecasting and production of budget estimates. Key Responsibility Leadership Provide assistance and backup to the Senior Asset Manager / Team Leader on day-to-day leadership and management of the Asset Management team as required. Lead on specific asset management initiatives and service development activities. Engage staff across a range of engineering services to provide asset management leadership and develop our asset management culture. Is a proactive and collaborative team member, working closely with colleagues and fitting seamlessly into the Whole Client Service. Independent judgement is exercised, technical issues are resolved without unnecessary escalation, and innovative solutions provided for problems. Key Responsibility Business Development Assist with the Asset Management team s aspiration to grow an external portfolio of work with other clients, particularly other local highway authorities. Translate a range of asset management experience and international best practice into the local context, integrating with established practices in Hertfordshire and emerging guidance in the UK.

3 Key Responsibility Project Management & Communication Manage and deliver assigned projects/tasks successfully to time, quality and budget. Ensure that community engagement strategies, stakeholder negotiations, statutory processes, risk management processes and political processes are identified and undertaken. Build and maintain excellent relationships within the Whole Client Service through communication and excellent service delivery. Provide expert advice to partnerships, members, senior officers, colleagues, communities, Cabinet and panels on policies, strategies, programmes and projects. Provide advice and guidance in a language appropriate for the audience. Functional Relationships Internal (Whole Client Service) Asset Management & Maintenance Head of Profession. 4 Person Specification Qualifications Experience Degree in Highways Engineering. Chartered Engineer or equivalent. Minimum of 7 years experience with a strong technical background in highways maintenance and asset management. Strong experience in forward works programme development, management and monitoring. Previous experience linking strategic asset management outcomes with practical operational and maintenance strategies. Previous experience working in a Council environment and good political skills, including an ability to influence and negotiate with Council members and other public representatives. Previous experience with dtims pavement performance modelling, able to demonstrate an in-depth understanding of analysis variables, condition trends and demonstrate the ability to interpret and report on the results. Experienced user of the asset management and project management software packages Confirm and PMNet respectively. Previous experience with local authority asset valuations, a strong understanding of annual depreciation through asset lifecycles, GRC, DRC, overhead factors and their influences. Previous experience in using ArcMap GIS, and be able to visually display and interpret asset information and trends. Familiar user of Microsoft SQL Server and Microsoft Access databases. Skills/Knowledge/Behaviours Thorough knowledge of highway operations and the technical issues associated with maintenance of various types of highway assets. Strong financial and report-writing skills. Knowledge of relevant industry standards and regulatory reporting requirements. Computer literate; proficient in the Windows operating system, Excel, Access and other Microsoft applications. Ability to work effectively and competently with people at all levels in the organisation; is a great team member. Ability to work without supervision; effective time management and strong organisational skills. Contribute on an on-going basis toward maintaining a safe working environment both for yourself and for those working with you or in your close vicinity. Ability to work to deadlines and see tasks through to completion. Excellent written and verbal communication skills. Good analytical skills and attention to detail.
