What kinds of funding are available? Long3term, low3interest loans If funds are available, grants may be combined with a loan if necessary to keep user costs reasonable 4

To pay predevelopment planning costs, including: Feasibility studies to support applications for funding water or waste disposal projects Preliminary design and engineering analysis Technical assistance for the development of an application for financial assistance SEARCH 7 CFR 1774 Regulation Up to 100% of costs 3 no more then $30,000 Entities Municipalities, Non3Profits, Tribes Location LT 2,500 in population Financially Distressed MHI LT $47,482 11

It assists low3income communities with initial planning and development of an application for USDA Water and Waste Disposal direct loan/grant and loan guarantee programs. Essentially the same as SEARCH How may the funds be used? Grants may be used to pay part of the costs of developing a complete application for USDA Water & Waste Disposal direct loan/grant and loan guarantee programs Grant up to $30,000 or 75% of cost 12
13 Emergency Community Water Assistance Grants (ECWAG) What does this program do? This program helps eligible communities prepare for, or recover from, an emergency that threatens the availability of safe, reliable drinking water for households and businesses. Who may apply? Most State and local governmental entities Nonprofit organizations Federally recognized Tribes Emergency Community Water Assistance Grants (ECWAG) What kind of event can qualify as an emergency? Drought or flood Earthquake Tornado or hurricane Disease outbreak Chemical spill, leak or seepage Other disasters 13
14 Emergency Community Water Assistance Grants (ECWAG) How may the funds be used? $500,000 3 may be made to alleviate a significant decline in quantity or quality of water available to a rural area that occurred within two years of filing an application with the Agency, or to attempt to avoid a significant decline that is expected to occur during the twelve month period following the filing of an application $150,000 3 Grants made for repairs, partial replacement, or significant maintenance on an established system to remedy an acute shortage or significant decline in the quality or quantity of potable water, or an anticipated acute shortage or significant decline Emergency Community Water Assistance Grants (ECWAG) Eligible Project Costs Waterline extensions from existing systems. Construction of new waterlines. Repairs to an existing system. Significant maintenance to an existing system. Construction of new wells, reservoirs, transmission lines, treatment plants, and other sources of water. Equipment replacement. Connection and/or tap fees. Pay costs that were incurred within six months of the date an application was filed with the Agency to correct an emergency situation that would have been eligible for funding under this part. 14
