3 Procedural Guidance This document has been accredited by the International Fire Service Accreditation Congress, (IFSAC) operated by Oklahoma State University. It provides the authority and directive requirements to all DoD fire fighters, Air Force Readiness personnel, and all federal customers participating in the DoD Fire and Emergency Service s Certification Program (FESCP). This procedural guide interfaces with Department of Defense Instruction (DoDI) , Department of Defense Fire and Emergency Services Program and Department of Defense Manual (DoDM) M, The DoD Fire Fighter Certification System. 6 CHAPTER 1 Department of Defense Fire and Emergency Services Certification Program 1.1. Purpose. This chapter outlines the execution of the Department of Defense (DoD) Fire and Emergency Services Certification Program (FESCP) in accordance with DoD M, DoD Fire and Emergency Services Certification Program. The purpose of the FESCP is to enhance the training program to improve firefighter performance reliability and strengthen the professionalism of all DoD Fire and Emergency Services (F&ES) personnel Responsibilities. In accordance with (IAW) DoD Instruction , DoD Fire and Emergency Services (F&ES) Program, the Air Force Civil Engineer Center, Fire Emergency Services Division (AFCEC/CXF), hereafter referred to as the Administration Center, is designated as the lead agency responsible for implementation of the FESCP DoD Certification Eligibility. IAW DoD M, eligibility for DoD certification under the FESCP for the National Fire Protection Association (NFPA) 1000-series certifications is restricted to Military and DoD civilian Fire and Emergency Services personnel, who have successfully passed the written and performance evaluations. Eligibility for the NFPA 472, Hazardous Material courses is open to all U.S government personnel Program Management. The Administration Center is dual accredited by the International Fire Service Accreditation Congress (IFSAC) and National Professional Qualifications Board (Pro Board), and as the accredited entity, issues all DoD certificates for successfully completing courses through the DoD venues identified in Chapter 2 IAW the policies and procedures contained within this document No-Notice Quality Assurance Evaluations. In accordance with DoD M, the Administration Center, members of the Fire and Emergency Services Working Group (FESWG) and representatives from IFSAC and ProBoard retain the right to visit and periodically inspect test sites to ensure compliance FESCP Points of Contact: There are various reasons for the base-level program managers to contact the Administration Center. 8 CHAPTER 2 Course Enrollment and Training Venues 2.1. Purpose. This chapter identifies the various methods of receiving DoD certifications. There are two main methods by which DoD employees may obtain DoD certifications under the FESCP. DoD employees can complete distance learning or in-residence courses at one of the DoD venues identified later in this chapter. For DoD employees who received IFSAC or ProBoard certification through non-dod courses, DoD certification is not granted. Refer to Chapter 6 for more information on the FESCP reciprocity provision General Information. The predominant method of certification used for completing certification requirements is completing a Certification Course (formerly known as Career Development Course (CDC)) through formal enrollment with Air University (AU), Barnes Center for Enlisted Education. Another formal means of obtaining certification is to attend and complete accredited courses at the DoD Fire Academy at Goodfellow AFB, TX or the Army Chemical School at Fort Leonard Wood, MO Course Eligibility. Any federal employee meeting the eligibility requirements in the AU Course Catalog may enroll in the F&ES certification course and complete the knowledge portion of the program following the AU guidelines There are no certification prerequisites for enrolling in courses through AU. Students are limited to one (1) F&ES Certification Course enrollment at a time Eligibility requirements for DoD certification under the FESCP are identified in paragraph 1.3. DoD certification prerequisites are identified in Attachment Course Venues. F&ES Certification Courses are currently available in three (3) locations online. All three locations use a Learning Management System (LMS) for course delivery. Students may use any of the three venues to complete their course work. Refer to Attachment 1 for LMS locations for all FES certification courses Air University (AU) Barnes Center for Enlisted Education Courses. Students must access this location from a.mil domain Air Force Civil Engineer Center Virtual Learning Center (CE VLC). Students must access this location from a.mil domain Total Force Virtual Learning Center (TF VLC). Student can access to this venue from any.mil,.gov,.edu, or.com domain. It is recommended that students use this venue for all certification courses requiring enrollment with AU The venues are not linked, and as such, student s progress is not cumulative between the LMSs, Students must complete all coursework in the same venue to receive a course completion certificate. Regardless of the venue used to complete a certification course, students must be formally enrolled through AU prior to completing the course to receive credit for certification. See paragraph 2.6 for enrollment information. 8

9 2.5. Course Mediums. These certification courses come in either a paper-based or web-based format dependent upon the certification title Paper-based certification courses. The letter N is used in the course number to indicate a paperbased course. These courses provide the student with a small web-based interface from which the Instructor Guide Sheets (IGS) and Performance Test Checklist (PTC) portable document format (*.pdf) are accessed and downloaded. Once the student accesses the course through the LMS and completes the Tutorial module, they will have access to the IGS and PTC modules which provide additional guidance on completing the paper-based course. The final module of each course is the Certification Course Review Exercise (CCRE) which has replaced CerTest for the student s use in preparation for their End of Course (EOC) final exam. The CCRE is not the EOC. Refer to paragraph 2.7 for more information on course completion requirements. Once the student is enrolled in the course through AU, they will access the course and complete the computer-based courseware online. The web-based courses contain all instructional material and references necessary to complete the course. The Performance Test Checklists are located under the Options menu within the interactive course ware. The letter W is used in the course number to indicate a Web-Based course. The final module of each course is the CCRE which has replaced CerTest for the student s use in preparation for their EOC final exam. The CCRE is not the EOC. Refer to paragraph 2.7 for more information on course completion requirements. AU will not record course completion in Course Development and Student Administration/Registrar System (CDSAR) until the student passes the EOC final exam which is not included in the courseware. Refer to paragraph 2.7 for specific course completion requirements Course Enrollment For USAF military, the course enrollment process is accomplished through the Military Personnel Data System (MILPDS) For DoD civilians and other Service Component s military, course enrollment is accomplished using the AU Form 23 located under the Forms tab on the AU website, For instances where students are not able to complete the form online, the AU Enrollment Worksheet located at in the Program News/Updates section may be sent to AU. The information required to send the form are located atop the form It is important to note, for students to be allowed access to the courses, they must be enrolled in the Defense Enrollment Eligibility Reporting System (DEERS). For Non-DEERS employees, such as Foreign Nationals (FN) and eligible DoD contracted firefighters performing F&ES for the DoD, they must first be formally enrolled in the course before access to AU Online can be granted and their Non-DEERS exempt status established for access to the LMS For requesting Non-DEERS employee s enrollment into AU Online courses, the AU Form 23 must be completed and submitted online. Allow 7 to 14 days for the AU Registrar to process the request which results in the employee being added into the Course Development and Student Administration/Registrar System (CDSAR) database Once the student is added to the CDSAR database, AU Support Services will forward the request to Advanced Distributed Learning Service (ADLS) for access to the LMS and set up access to the requested course. This may take up to an additional three (3) days Once AU Support Services receives ADLS confirmation the student has been added to the LMS, they will create the students ADLS and AU Online accounts, validate and approve access to the course, and provide the original requestor with directions for students to access the course Once a student has been validated and approved by AU, the student will log into either AU or the TF VLC to complete the course for which they are enrolled. Note: paper-based and web-based courses are advertised as online but only the web-based courses require course work to be completed in the online environment. 10

11 Student Access the courses on AU and the CE VLC. Access into the AU and CE VLC begins with GoLearn (commonly known as ADLS) located at From here students gain access to the other sites (called derivatives) included in the LMS, such as AU and the CE VLC. To add all the AU and CE VLC: Access GoLearn and create an account following the on screen instructions. Login ID and Password are initially used, however, once established, access is Common Access Card (CAC) enabled. It is highly recommended Login ID and password is retained for future use. Students must access to the LMS using a.mil computer To add the AU derivative ( log into the GoLearn site and click on ADLS Gateway to access a pictorial list of the other ADLS derivatives. Select the Air University shield (not the course listing link) from the section labeled You are NOT currently associated with Derivatives. This will prompt the student through the process of associating the AU derivative with their account. After successfully completing the association, the AU picture will be shown under the You are currently associated with Derivatives: section of the ADLS Gateway and the student will be able to use the AU shield to access the Certification Courses To add the CE VLC derivative ( navigate to the ADLS gateway using the same steps in above and click on the AFCEC icon (not the course listing link) from the section labeled You are NOT currently associated with Derivatives:. This will prompt the student through the process of associating the CE VLC derivative with their account. After successfully completing the association, the AFCEC icon will be shown under the You are currently associated with Derivatives: section of the ADLS Gateway and the student will be able to use the CE VLC shield to access the course list for FES certification courses Once all the derivatives are added under the You are currently associated with Derivatives: section, the student may access any of their associated derivatives by using the ADLS Gateway link. This link is on each derivative within the LMS Student Access the courses on the TF VLC. Access into the TF VLC begins registering for the site located at Click on the Register Here to begin the registration process. Enter your official address and click the Request New Account button. Note: The used must be from a.mil,.gov, or.edu domain to validate student authorization for access to the courses The system will send a verification to the address provided. Click on the validation link within the . Once clicked, the student will be returned to the TF VLC where they will input their PIN (6 to 10 digit number) and fill out their profile information After completing the profile information, students will have full access to the website AU s Certification Course Completion Requirements. AU will not record course completion and issue scorecards (commonly referred to Extension Course Institute (ECI) score cards) until the student passes the official EOC final exam at an approved Test Control Facility (TCF) and the scores are annotated in CDSAR. Note: The CCRE contained within the course is NOT the EOC. 11

12 To request information on establishing a TCF or locating the nearest TCF, submit the request to the AU Registrar using the AU support desk information in paragraph 1.7. Note: To maintain IFSAC and Pro Board accreditation under the FESCP, Installation Fire Departments are not authorized to be an approved TCF Failure to complete any certification course taken through AU by either not passing the EOC final exam or being dis-enrolled for other reasons WILL result in an automatic six (6) month penalty from the date of disenrollment where the candidate may not formally enroll in another FES certification course. All requests must have a written justification for the waiver signed by the Fire Chief/Flight Chief. AU will work the official request through the Administration Center for approval/disapproval Schools and Academies. The Administration Center maintains IFSAC and Pro Board accreditation for testing and certification of the course curricula and issues the DoD certifications upon a student s successful completion of the courses at the DoD Fire Academy, Silver Flag Training Sites, and the Army CBRN School The Louis F. Garland Fire Academy (LFGFA), also known as the DoD Fire Academy, provides firefighting certification training using in-residence courses and mobile traveling instructional teams (MTT). The curriculum includes courses ranging from the basic apprentice course to the more advanced and technical courses. Contact the Fire Protection Training Manager with the 312 TRS/XPM at DSN or commercially at (325) for more information on requesting participation in one of the in-residence courses or requesting a MTT for one of the advanced courses identified in paragraph Students successfully completing the Apprentice Firefighter Course, course number XAABR3E731 OA1A, graduate with the following DoD certifications: Health Care Provider Cardio Pulmonary Resuscitation (CPR) Emergency Medical Responder (EMR) Firefighter I Firefighter II Airport Firefighter HAZMAT Awareness/Operations Core HAZMAT Operations Mission Specific Competencies: Personal Protective Equipment (PPE) and Product Control (PC) Students who successfully complete the advanced courses will receive DoD certifications. 13 To increase the availability of courses for Rescue Technician I, course number X3AZR3E751 OR1A, the Silver Flag training sites at Ramstein Air Base, Germany and Kadena Air Base, Japan teach this course using the same DoD Fire Academy course curriculum. Contact the respective USAFE and PACAF Major Command Fire Chief s office for class availability The U.S. Army Chemical, Biological, Radiological and Nuclear School is accredited under the FESCP. Students who successfully complete the Hazardous Materials courses with a test score of 80% or higher through this school will receive DoD certification for each specified levels. The Hazmat levels available include: HAZMAT Awareness HAZMAT Operations Core HAZMAT Operations MSC Mass Decontamination HAZMAT Operations MSC Personal Protective Equipment (PPE) HAZMAT Technician HAZMAT Incident Commander 2.9. Other credentialing and/or F&ES related certifications are available through courses developed and/or maintained by the Administration Center. 15 CHAPTER 3 Certification Testing Program Policies EFFECTIVE 1 NOVEMEBER 2014, CERTEST IS NOT AUTHORIZED ON A GOVERNMENT NETWORK. ALL CERTIFICATION COURSES HAVE BEEN UPDATED WITH AN EMBEDDED CCRE TO REPLACE THE KNOWLEDGE 911 JEOPARDY GAME. STUDENTS ARE ENCOURAGED TO TAKE THE CCRE AT THE END OF THEIR COURSESWARE AS OFTEN AS NECESSARY TO PREPARE FOR THEIR OFFICIAL END OF COURSE EXAM Purpose. This chapter outlines the policies and procedures for certification testing as it applies to test located on the Civil Engineer Virtual Learning Center (CE VLC). Refer to Chapter 2 for adding the CE VLC derivative to the student s GoLearn account for access to these tests. More information on the certification testing program can be found in a tutorial PowerPoint presentation located at in the Program New/Updates section under CerTest Computer-Based Testing Program Responsibilities. All program managers and test proctors are responsible for adhering to the guidelines contained within this guide. Each entity that manages certification testing must have at least one complete copy of this document locally available for use by all members of the organization General Information: Certification tests (exams) do not require official enrollment with AU and are located on the CE VLC. Program Management: The certification testing program shall be maintained like other official testing programs. (Refer to service component regulations for specific requirements) To request your agency s access to the password protecting each test on the CE VLC, a Program Manger Appointment Letter (Attachment 2) must be signed by the Installation Fire Chief or Flight Chief and on file with the Administration Center. Completed appointment letters must be sent to the Administration Center using the contact information listed in paragraph The program manager letter will remain current until changed by the local authority having jurisdiction unless revalidation is specifically requested by the Administration Center No more than five (5) managers are authorized: one (1) primary and four (4) alternates 15

16 3.5. Program Managers/Alternate Program Managers. Program managers are responsible for proctoring tests, test administration, program security, and compliance with these instructions. Specifically, they are responsible to: Monitor and proctor student testing to ensure students: Do not have access to reference material during the test Do not receive any assistance during the test Are given enough time to take a test Do not copy or duplicate test material Do not take a certification test for any certification course they are not officially attempting to obtain Report any test compromise to the Administration Center immediately upon discovery Send challenge questions to the Administration Center. (See paragraph 3.9.) 3.6. Testing Area. Testing must be conducted in a proctored environment by an individual identified in the current appointment letter on file with the Administration Center. Violations of this policy may result in administrative action under the Service components official test compromise and security policies. Note: Access to the CE VLC is limited to computers on a.mil domain The space and physical facilities selected for computer-based testing must be conducive to continuous surveillance by a test proctor during testing. Test proctors must ensure conditions are favorable for testing such as proper lighting, temperature, and freedom from distractions The program manager/proctor must be able to monitor all computers at one time while official testing is in progress. A centralized testing area is recommended for controlling the program Certification Test Access. Students will log into the CE VLC using their own credentials (CAC login or username /password) and navigate to the applicable certification test under the Fire and Emergency Services (FES) Certification Tests area found on Course list After clicking the hyperlink for the appropriate test, the password screen will appear Program managers will input the password for the test on the Input Password screen. After inputting the password and clicking submit, a screen will indicate if the password was correct. If so, click "Continue" to begin the test for the student Students must read the information screen. In particular, this screen will display test challenge instructions. More information on test challenges is in paragraph Test Completion. Upon completion of the test, the student will be allowed to review the entire test. Information provided to the student differs based on the final score of the test If the student obtained a passing score of 80% or higher, information will be provided as to whether the question was answered correctly or not and the correct answer will be identified. 16

17 If the student fails to obtain a passing score of 80%, information will be provided on whether the student answered the question correctly or not. The correct answer will not be identified The test summary page (found in the student s course transcripts) only provides a total score, not a breakdown of subjects. Students should use the test review process before they log out of the test to determine the areas requiring more study Challenging a Question. While taking a test, a student may find a question that he/she believes to be erroneous or invalid for some reason (i.e. typo, spelling mistake, missing graphic, ambiguous question, etc.). If a student has a concern about the accuracy or clarity of a question, they must challenge the question during the test session Test challenge instructions are provided on the opening screen of each test and include the following information: The three (3) digit code located at the end of each question The entire question to include the answer selected A brief description of the issue with the question and/or answers All test challenges must be sent via encrypted to the CE VLC Help Desk at afcec.vlc@tyndall.af.mil Program Errors: If a program error occurs, write down the information exactly as it appears on the computer screen or take a screenshot of the error and paste it in a Word document for use later Reference Material Use. Foreign national employees are allowed to use a host nation dictionary. No other items are allowed in the testing area to include, but not limited to: electronic devices (such as IPods, PDAs, Smartphone s, etc.), reference books, or other written materials Student s Testing Responsibilities. Students should be prepared to sit through a test until the test is completed Students will not compromise any test by discussing or copying test questions. Violations of this policy may result in administrative action under the Service components official test compromise and security policies If a student fails a certification test, the student will be given a retest until the next day after the student has had time to review the course material Updates and Revisions. The Administration Center will provide all updates to the certification tests which will require no action on the part of the program managers. 17

19 CHAPTER 4 Performance Testing 4.1. Performance Testing: Every certification course has two main components: knowledge and performance testing. The knowledge portion of the process is measured using the certification tests discussed in Chapter 2 and completion of the EOC exam. The performance testing must be accomplished IAW DoD Manual M; DoD Fire and Emergency Services Certification System Students must successfully pass the required knowledge test(s) before the official performance tests can be administered Performance tests are administered at the local level Performance tests follow specific guidelines, checklists, and procedures and are designed to measure a student's competence at completing specific tasks that are measured against predetermined standards Specific performance tests procedures and evaluator requirements are outlined in the Performance Test Checklists included within the course. They are found under the Options menu within the interactive course ware. Some performance test may have additional requirements discussed later in this document under the specific certification levels Performance Test 10-Day Notice. Every performance test and performance test re-evaluation requires a 10-day advance notice to be made to the Administration Center. The performance test reference number must be included in the cover letter or sent in as an attachment with the certification request. Failure to include this information may require re-accomplishment of the required performance tests The 10-day notifications must be made using the web site. Performance test notifications will not be accepted via telephone When making this notification, include the following information: The location Date of evaluation (up to four dates for evaluations that cannot be completed in one day) The level being tested The number of candidates being evaluated A point of contact and his/her phone number Performance test evaluators must be certified at least one level above the level being evaluated and have a minimum of one-year on-the-job experience in the specific level being evaluated For Firefighter I/ II, Airport Firefighter, all Driver-Operator courses, Wildland Fire Fighter I/II and Confined Space Rescue, one level higher is Fire Officer I. 19

20 For Plans Examiner I, one level up is Fire Inspector III For Incident Safety Officer, one level up is Fire Officer II For Health and Safety Officer, one level up is Fire Officer III For Public Telecommunicator I/II, HazMat Technician, HazMat Incident Commander, Fire Inspector III, or Fire Instructor III there is no higher level. Evaluators for these certifications shall be DoD certified for the respective level with at least one year on-the-job experience in the level being evaluated The Hazmat Officer Part 1 performance test evaluations must be proctored by the Assistant Chief for Training, the Assistant Chief of HazMat and Safety, or the Fire Chief The Fire Inspector III, Fire Instructor III, Fire Officer III, Fire Officer IV and HazMat Officer (Part 2) performance test, or portions thereof, are evaluated by the Administration Center after the candidate completes their required projects locally. Refer to the Performance Test Checklists for items which are sent to the Administration Center for evaluation. 20

21 CHAPTER 5 Certification Package Submissions 5.1. Purpose. The purpose of this chapter is to provide instructions on how to submit a package sent to the Administration Center and use of the Mail Tracker System application located at Mail Tracking System. The mail tracking system allows customers obtain an identification number for use in submitting packages to the DoD Administration Center Computer System Requirements. Certain processes on this site use java script. Therefore, your browser must have java script enabled. Additionally, certain browsers do not subscribe to all W3C requirements. Microsoft Internet Explorer (IE) 5.5 or greater is required to run this application. Users of other browsers or versions of IE below 5.5 may experience difficulty using this site The Process. Prior to the package being sent to the Administration Center, a mail tracking number must be assigned to the package. This number is also required on the cover letter accompanying the package. The process starts with the end user Registration Requirements. Each organization/person who wishes to SUBMIT a package must first register with the system. It is recommended to use a single point of contact with a single registration for the organization To register from the web page, click on the Mail Tracking System link Once the page opens, click on the Register Here link. This will bring up a form with several required data fields. Most users should register as an affiliate of an organization. Those individuals not affiliated with an organization, register as Self and provide non-organizational mailing addresses When filling in the field, accuracy is imperative. The address provided is used to validate your request Double check the information for accuracy, click the Submit button. This creates and sends a validation to the address provided User Validation. The system will generate a validation and send it to the address provided during the registration process. Once the validation is received, click on the hot-link in the message. This process validates the correct address. Additional information will be asked for to complete the registration. Contact the DoD Administration Center if the validation is not received Login. Once users have registered and validated their with the system, they may login by entering their address and password and either clicking the Submit button or pressing the Enter key. If this information is correctly entered, the Opening Screen will come up When registered users first login, the opening screen is a Status page showing the list of all packages previously submitted under this user s login To view the basic information for that specific package, click on the ID number in the left column. 21

22 For administrative purposes, each cover letter signed by the Fire Chief is considered a separate certification request and must be logged individually into the system Obtain Mail Tracking Number. To generate a new mail tracking number for a package, click on the Submit New button on the left side of the page Enter the Zip Code and click the Submit link. This opens the package options Use the drop down boxes to select the organization and the certification level. In the select level drop down box, only one item may be selected A package for a single certification level that contains more than one name (i.e. 10 people receiving Fire Instructor I) should be submitted under that (Fire Instructor I) certification level. Similarly, if you are requesting The Multiple level must be used if the package contains certification requests for more than one certification level (i.e. HazMat Awareness, Inspector I and Fire Officer I) regardless of the number of individuals identified Click on the Submit button It is imperative you annotate the Mail Tracking ID number assigned. It is required on the cover letter submitted. Additionally, you can print a copy of the information for your records My Account. This option provides registered users the capability of editing certain portions of their information. If, for example, your base changes your address, you can edit and save this change. This ensures the Mail Tracker software sends updates to the correct address. Additionally, you can edit and save password changes Logout. Each user of the Mail Tracker application opens a separate session to ensure users do not overwrite each other s submissions/changes When you finish your work, logout of the system using the logout button. This closes your session There are timeouts for each user s session to better conserve server resources. If you sit inside the application with no activity for a pre-determined number of minutes, your session will timeout. If your session times-out and you click on one of the buttons, you must complete the login process again Assistance. For problems or assistance using this application, send an message to the Administration Center afcec.rbc@us.af.mil Certification Package Submission Requirements and Format. After the package has been entered into the Mail Tracking System, a complete package should be submitted to the Administration Center via mail, fax or (preferred) using the contact information in paragraph To create an electronic package for , scan all documents necessary into one (1) *.pdf file per cover letter and send the file to the address identified in paragraph

23 s containing Personal Identifiable Information (PII) must be sent encrypted IAW DoD policy. Encrypted s must use the address. Adding this address to your contacts may or may not be required to view organizational mailbox certificates To send encrypted s to the AFCEC/CXF DOD Certification mailbox, individuals will need to copy of the public certificates necessary from the PKI website Clear all cached addresses previously used Visit Search by the address : afcec.cxf.dodcert@tyndall.af.mil Download the cert as a vcard Save the vcard in your Outlook contacts Open the new contact and send the encrypted packages to the DOD Administration Center using the button on the contact information screen If the document file size is too big to be sent via (more than 6 MB) or encryption cannot be utilized, use the fax identified in paragraph 1.6 to submit the package as a single fax document An example of the required cover letter and other common documents necessary for inclusion in the certification package submissions is provided in Attachment 3. Ensure you edit the cover letter to meet the certification level requested For all web-based courses, a course completion certificate must be included in package submissions. To capture this information: While logged into the GoLearn LMS (either the AU or VLC), click on My Transcripts Locate the course and click on Certificate link in the Title column Once the window opens, use the print function within Internet Explorer to print the page to format which yields a document which can be used as part of the package submission such as Adobe PDF Depending on the certification, additional documentation may be required. Refer to the Attachment 5 for a complete list of the documents to be included in the package submissions and Chapters 7, 8, 9, and 10 for more specific information Certification Package Processing. The Administration Center will verify certification packages submitted meet the requirements listed in this guide (or as amended through future policy letters) Certification packages which meet all the requirements will be processed and the certificates will available on within 7-10 business days Certification packages which do not meet the requirements will be returned for corrective action. 23

24 5.12. Website Updates. DoD certificates are available for viewing and/or printing in the DoD Lookup System located at after the next system update. The website is normally updated nightly, Monday through Friday. As with any communications system, technical issues may delay the update; however, once communications are restored, the update will occur. The date of the last update is provided on the web page for your reference. 24
