5 The Tiered Certification System Tier I Initial Valid 3 years Non-renewable Tier II Professional Valid 5 years Renewable Teacher may remain in Tier II for entire career Tier III Master Valid 10 years Renewable February

6 In order to obtain Tier I Initial Certification An applicant must have the following: Bachelor s degree from regionally accredited institution Passed Praxis I or CBEST test Passed a background check Completed or be enrolled in an approved teacher preparation program as defined in regulation from which one obtains an institutional recommendation. February

7 Tier I Initial Certification new to the system re-entering entering system after certificate lapse of more than 12 months currently holding Provisional Temporary Preliminary Subject-Matter Expert Limited Reemployment certificates Valid for three years Not renewable February

8 When the regulations become effective, teachers holding Provisional, Temporary, Preliminary, Subject Matter Expert Limited, or Reemployment certificates will be placed in Tier I. Statutory requirements regarding Praxis I, Alaska studies, Alaska multicultural studies, recency credits, and completion of an approved teacher preparation program as appropriate to each certificate type continue to apply. February

9 In order to move from Tier I Teachers must complete the following requirements: Alaska studies and Alaska multicultural credits Pass content area exam Meet performance standards through two performance reviews Scoring 24 points on each performance review with no individual score below 3 February

10 Tier II Professional Certification All Regular Type A certificate holders are placed in Tier II when they renew current certificate. Valid for 5 years Renewable as in current system with 6 credits, 3 of which could be determined by EED Teachers may remain in Tier II for entire career. February

11 Teachers currently holding Regular Type A Certificates will NOT need to meet the requirements for content test or performance review to be placed in Tier II or to remain in Tier II. A teacher may remain in Tier II throughout his or her career through the standard renewal process of taking six credits during the five years of the certificate. Three of the renewal credits could be determined by EED. February

12 A Tier II teacher may choose to participate in the performance review: To receive public acknowledgement; To receive 100 points on the HOUSSE (High, objective uniform state standard of evaluation) to meet the highly qualified requirements for NCLB; For the purpose of moving to Tier III February

13 In order to move from Tier II Teachers must complete the following requirements: Achieve National Board Certification OR Meet performance standards through two performance reviews achieving at least 40 points on each with no individual score below 5 OR Receive Master Certification from recognized national certification program approved by EED February

14 Tier III Master Certification Highest level tier in the new system Recognizes master teachers Valid for ten years Renewable by meeting renewal requirements AND renewing national certification OR meeting performance standards February

15 Teachers who currently hold National Board Certification are placed in Tier III when the regulations become effective. February

16 Performance Review Exemption Teacher enters Tier I in a non-instructional assignment or moves to a non- instructional assignment while in Tier I: Teacher may move to Tier II without performance review. When the teacher in a non-instructional assignment in Tier II moves to teaching assignment: Teacher must take and pass the performance review within two years in order to remain in Tier II. February

17 When Requirements Apply Teacher A renews March 8, 2005 and is issued a Regular Type A which expires March 8, On renewal date in March, 2010 teacher is placed in Tier II (Professional). Needs to meet recency requirements only by March 8, Teacher B renews September 10, 2005 and is placed in Tier II (Professional). Needs to meet recency requirements only by renewal date September 10, February

18 Alaska Teacher Performance Review Is based on Eight performances in three major areas aligned with the Alaska Teacher Standards in following areas: Planning and Preparation Environment for Learning Implementation of Instruction Performances are observable and measurable Performances assessed on rubric (scoring guide) February

19 Performance Standards A.1 draws from a wide repertoire of strategies including, when appropriate, the use of technology (PP) A.2 organizes instruction based on the characteristics of students and the goals of the lesson (PP) B.1 Communicates high expectations and clear standards for students (EL) B.2 Manages the classroom to maintain an engaging, inclusive, and safe learning community in which all students can learn (EL) February

20 Performance Standards (continued)( C.1 Uses instructional strategies and resources appropriate to the individual and special needs of students (II) C.2 Uses knowledge of the content area including its tools of inquiry and central concepts (II) C.3 Applies strategies to assess students learning (II) C.4 Connects instruction to other content areas and to practical situations (II) February

22 Alaska Teacher Performance Review Consists of Two 45 minute video tapes of classroom instruction demonstrating performance standards Teacher provides supporting documentation to provide context for reviewers Classroom description Class demographics and map Explanation of where lesson fits in curriculum or unit Additional info as required by EED Is reviewed and scored by trained reviewers February

23 Alaska Teacher Performance Review Does not limit the number of times a teacher may submit video and supporting documentation Teachers are afforded due process If there is not agreement among reviewers, another set of eyes will view submission An appeals process will be in place The proposed system does not preempt the district evaluation system The state is responsible for teacher certification The district is responsible for teacher evaluation February

24 Anticipated Timeline Proposed regulations out for public comment in March 2005 Possible adoption of proposal at June 2005 State Board meeting Implementation begins during the school year. February

25 In Summary Existing Type A certificate holders are placed in Tier II Professional when they renew certificates. Only tier requiring performance review is Tier I. Performance review is voluntary in Tier II and Tier III. Proposed system does not apply to Type B or C certificate holders. February
