2 Purpose and intent Supplier Qualification Process is: To ensure work with qualified, reliable and reputable suppliers To identify potential suppliers general and specific capabilities To determine and assess any potential risks associated with potential supplier s performance To evaluate capabilities alignment with Project requirements Note: Going through Supplier Qualification Process is a MUST for any supplier to be considered as a Project Potential Supplier! 4 Supplier Qualification Process (SQP): Main stages Pre-qualification: Identify potential project contractors List of potential suppliers Pre-screening Result: Potential Suppliers Database General Capabilities Qualification General Questionnaires sent to potential suppliers Potential Suppliers general capabilities identified Specific (scope related) Capabilities Qualification Specific Questionnaires sent to certain Suppliers identified with regards to specific Project scopes Evaluation of specific capabilities Result: Specific scope Bidders List / Approved Supplier list Post /parallel Qualification Activities (optional) Inspections and visits. Third party review of financial history etc. Meetings, interviews Additional clarification requests. Result: additional supporting information necessary for project to make decision about including supplier into Approved Supplier List Tengizchevroil

5 Supplier Qualification Process General Capabilities: how it works Each pre-screened supplier is issued a General Questionnaire Every Potential Supplier completes and submits a completed General Questionnaire to the Project Subject Matter Experts (SME s) shall review and identify capabilities, determine risk and make evaluation of capabilities and risks Note: It is very important to provide your answers to General Questionnaire in (1) indicated time period and in (2) proper manner as requested in questionnaire Tengizchevroil

6 Supplier Qualification Process: General Capabilities: how it works General Questionnaire consists of 5 main sections (disciplines): Compliance Finance HSE General Capabilities Information Protection These sections were established according to TCO standard procedures for Supplier Qualification Process Each section consists of numbers of subsections with relevant questions There can be open questions (e.g. describe your company system of... or provide information about... ) or YES/NO questions Tengizchevroil

7 Supplier Qualification Process: General Capabilities: how it works These questions to be applied to any potential supplier irrespective of the following possible variations: local / foreign small / international existing / new All your answers to questions of each section are evaluated and scored depending on quality of provided answer Note: quality is measured as a set of different factors (accuracy, completeness, consistence, comprehensiveness, relevance) applied to your answer. At the end, the total score for each Potential Supplier is calculated depending on the SME s rating and relative weight of each question/section Tengizchevroil

9 Supplier Qualification Process: General Capabilities: how it works Any potential suppliers meeting Project needs will be put on the Project Suppliers List A supplier might be potential specific supplier for different Project scopes (e.g. civil/industrial/road construction, topographical / geotechnical / laser survey, piling, etc.) Note: Project makes this judgement based on the information obtained from your answers to General Questionnaire! A specific questionnaire is provided for more specific capabilities and individual level of progress in particular areas Tengizchevroil

10 Supplier Qualification Process: Specific Capabilities: how it works Supplier Specific Capabilities qualification process has some certain outstanding features with questions: Looking for experience-based knowledge, comprehension and awareness of scope related issues Oriented to explore competency in project management and execution areas Simulating situations where potential supplier manages and addresses different implications according to their internal procedures and processes or business practice Evaluating your actual and possible operational, technical and regulatory resources required for contract execution Tengizchevroil
