FEMA REGION VI HAZUS LEVEL 2 PILOT Update August 2010 RAMPP (Risk Assessment, Mapping and Planning Partners) James R. Mawby, CFM - Lead Geographer, Dewberry Joseph C. Kirby, P.E. CFM Water Resources Department Manager, ESP Associates P.A.

Presentation Outline Overview of Region VI Proof of Concept Study Goals Study Area Scope of Services Project Status Update Preliminary Findings Current Efforts Project Completion

Study Goals Establish proof of concept for what can be accomplished with Risk MAP study products / procedures Evaluate results of: using better hazard data Using better building stock data for risk assessment and loss estimations Develop enhanced GIS products for better risk communication Turn data and products over to the community for use in Hazard Mitigation Plan updates

Study Area: Tulsa, Oklahoma City of Tulsa Nation s first Class 2 CRS community Data rich community Population (2009 est.): 602,000 Effective Flood Insurance Study, August 2009 Levees 741 miles of studied streams Physical Map Revision (PMR) in progress by RAMPP

Scope of Services Status CEC coordination / Stakeholders GBS/EF Update Data Collection Countywide FEMA DFIRM depth grid development (10 ft) General Building Stock database update Essential facility database update Level 2 HAZUS run (100 year event) Develop focused pilot area(s) Perform parcel-level loss estimations Evaluation of Parcel level losses vs. Census Block level losses Generation of risk communication GIS layers

CEC Coordination (Stakeholders) Data Collection Methodology 1 Stakeholder Contact Development Data Collection Forms 1 Guidelines for the Implementation of Essential Facilities Risk Assessments Using HAZUS, FEMA June 2009

Data Collection Recent HMP Completion (County/City) Initially directed to HMP consultant for existing data Parcel and Assessor Database Immediately available Included a wealth of HAZUS-specific attribution Essential Facility data Addresses readily available however; Very limited HAZUS attributes

EF Data Collection Forms Excel Spreadsheet per Guidance Spreadsheet for each class of EF Each spreadsheet included HAZUS Map of existing EF s Attributes of existing EF s Data Collection Tab(s) Guide/Data Dictionary Tab Special Notes where applicable Please note. The facilities shown on this map includes the data that is currently standard in FEMA's HAZUS GIS database. However, the existing data does not include the details requested for the project to be a success. The next sheet Existing HAZUS data, includes the information that currently exists for each of the sites on the map. This map is provided for informational purposes. This is the complete listing of data in the existing HAZUS database. The intent of this project is to expand this list and/or obtain more site-specific data to better understand how Essential Facilities are affected from the project hazard scenarios.

Annualized Database Gathering FEMA completed Annualized Loss Estimate study earlier this year (Nationwide) RAMPP obtained HPR files from this study and imported the Level 1 100YR Depth Grid into MR4 10 sq mile DA Threshold

Effective Depth Grid Creation 2009 effective DFIRM Database collected Effective WS TIN created countywide Seamless Backwater 10 ft depth grid created (matching effective)

Effective Depth Grid Creation

HAZUS General Building Stock Level 1: Stock GBS Data within HAZUS Engineering based estimate of (by occupancy): Floor area (sq ft) Value ($) HAZUS Structure counts Sources: Residential: US Census Commercial: Dun and Bradstreet Level 2: GBS updates using CDMS and Assessors Data Tulsa County assessors data collected Loaded into CDMS Repository GBS updated for HAZUS Level 2 Analysis

General Building Stock Update Assessors data collected and compiled in CDMS Many Valuable Attributes: Various Beneficial Assessor Attributes PAR_TYPE ACCTTYPE STORMSHELT TOTALLANDV TOTALACCTV TOTBLDGSF BSMNTSF ZONING STORIES UNITS STORYHT FOUNDATION YRBLT PROPTYPE

GBS Enhancement (Exposure) $8,528 $235,592 Stock HAZUS Data ( x $1,000) Level 2 Data with GBS Update ( x $1,000)

GBS Update Relatively new construction explains disparity in stock HAZUS vs. assessors data.

GBS Update However HAZUS Census block loss estimation method over estimate loss for this census block based on majority of flooded area in block in undeveloped. Care should be used in results interpretation

GBS Update Evaluation Baseline and 3 Update HAZUS Runs Baseline: HAZUS Level 1 Hazard Data: HAZUS derived H&H, USGS DEM data, 10 mi 2 threshold Building Stock: HAZUS out of the box GBS data Run 1: Level 2 with updated depth grid (only) Hazard Data: 100-yr depth grid matching effective FEMA DFIRM Building Stock: HAZUS out of the box GBS data Run 2: Level 2 with GBS update, assessor data (only) Hazard Data: HAZUS derived H&H, USGS DEM data, 10 sq mile threshold Building Stock: Assessor Data Run 3: Level 2 with updated depth grid & updated assessor data Hazard Data: 100-yr depth grid matching effective FEMA DFIRM Building Stock: Assessor Data. Better Data added to HAZUS
