1 Responsible to: Chief Executive Officer, Ministry of Education, Sports & Culture Role of Division: The key purpose of the Division is to contribute to MESC Strategic Policies and Plans and Education Sector Plan through the associated targets of the Information Commuication Technology and Media Division. Purpose of Position: To ensure based on effective planning and quality management, that established outputs and associated targets for all ICT and Media Divison activities as specified in the Education Sector Plan, MESC Strategic Procedures and Policies Plan, Corporate and Management Plans and ICT Master Plan are achieved. Key Responsibilities: Technical and Operational Management 1. Identify sustainable and logistical options to support the integration of ICT in Education. 2. Identify sustainable options for the effective use of media tools to disemminate and inform our stakeholders of the activities within our Education Sector. 3. Faciliate and review the technical logistics for the implementation of the MESC Communication Strategy 4. Coordinate and faciliate the Ministy's communication strategies using research best practices to develop and maintain a proactive communication program with the public, news media and staff 5. Extend the SchoolNET Wide Area Network to be accessible to the Primary level of education. 6. Develop and coordinate the MESC ICT and Media Master Plan for the Education School Sector. 7. Strengthen the Education Broadcasting and Multimedia Unit 8. Strengthen the Local Wide Area Network (LAN) and the MESC Wide Area Network (MESC WAN) to merge to the National ICT developments. 9. Monitor the Education Management Information System and provide recommendations for improvements on a regular basis. 10. Manage the allocation and be accountable for all physical resources of the Division; 1

2 Strategic Policy & Advice and Planning 1. Provide technical expertise to the Ministry in setting Ministry proirities for ICT and Media development. 2. Provide strategic policy advice on all issues pertaining to the efficient operation and management of the ICT and Media services. 3. Research on appropriate technical hardware and software to implement, monitor and evaluate systems of operations for all Information Communication Technology and Media functions and services; 4. Advise and make recommendations on appropriate Information Communication Technology and Media policies and legislative changes with respect to electronic communication and information storage security for the Ministry and colleges/schools. 5. Monitor MESC ICT related projects and provide written progress reports to the Core management in a timely manner. 6. Assist in the technical sustainability of the Medium Term Expenditure Framework (MTEF) and Financing Framwork for the Ministry 7. Advise recommendations on computer hardware and software procurement. Training & Development 1. Present regular reports to the Core Executive on progress of ICT and Media interventions to support training and professional development of teachers to improve quality of teaching at all school levels 2. Provide on the job support and coaching as well as training for division staff to ensure their continuous development. 3. Ensure that effective performance management and evaluation processes are undertaken for division staff. 4. Provide training support for all management information systems. Leadership and Management 1. Advise the CEO and Management of the Division s development work and progress and actively participate as part of the Leadership and Management Team in the decision-making processes of MESC. 2. Lead and role-model the Public Service Values for Divisional team members, organization and the wider Public Service. 3. Provide on-the-job support, mentoring, coaching as well as training for team members to ensure their continuous development. 2

3 4. Ensure that effective performance management and evaluation processes are undertaken for team members. 5. Lead and manage the core functions of the Division in order to foster quality assurance and ethical standards of all services and be accountable for the effective and efficient usage of resources. 6. Assist in the development and implementation of the following Ministry Reports/Plans: Workforce Plan, Corporate Plan Management plan Annual Reports Performance Management Plans/Appraisals And any other relevant Plan/Reports 7. Ensure that internal systems are in place for effective and efficient planning, implementation, monitoring, evaluating and reporting on team performance 8. Identify priority budgetary requirements for the Divisions annual submission of performance measures and budgetary provisions and ensure the Division s resources are managed in accordance with prevailing policies 9. Ensure the timely compilation of financial (mid-year and annual budget review) and Annual Reports from each of the Ministry s Divisions. 10. Collaborate with other Divisions to develop training resources and materials on relevant technical trainings. 11. Act as the Administration Head of the Ministry of Education, Sports and Culture in the absence of the Chief Executive Officer. 12. Represent the Ministry in intra-ministry work collaborations or other forums as directed from time to time. Key Delivarables 1. ICT and Media Master Plan developed and implemented by the end of Year 1 2. Develop and implement an Education Management Information System by the end of Year School-net consolidated and deployed in all Primary Schools by end of Year Develop Medium Term Expenditure Framework and Financing Framework to monitor and evaluate ICT developments by the end of Year Ensure that 80% of the school committees are aware of ICT in Education and benefits and 60% of students in the Primary level using basic ICT applications by the end of Year 3. 3
