1 PROCEDURE: PERSONNEL APPROVED BY: DATE: PAGE: 1 of 5 TRANSPORTATION OF DANGEROUS GOODS Definitions: Accidental release: an unplanned or accidental discharge, emission, explosion, outgassing or other escape of dangerous goods or any component or compound evolving from dangerous goods. Category A: an infectious substance that is transported in a form such that, when it is released outside of its means of containment and there is physical contact with humans or animals, it is capable of causing permanent disability or life-threatening or fatal disease to humans or animals. Category B: an infectious substance that does not meet the criteria for inclusion in Category A. Classification: the shipping name, the primary class, the compatibility group, the subsidiary class, the UN number, the packing group and the infectious substance category. Consigner: a person in Canada who is named in a shipping document as the consigner, or has possession of dangerous goods immediately before they are in transport. Consignee: a person in who will be receiving the dangerous goods after transport. Dangerous Goods: a product, substance or organism included by its nature or by the regulations in any of the 9 classes listed in the schedule to the Transportation of Dangerous Goods Act. Handling: loading, unloading, packing or unpacking dangerous goods in a means of containment for the purposes of, in the course of, or following transportation and includes storing them in the course of transportation. Packing group: a group in which dangerous goods are included based on the inherent danger of the dangerous goods. Packing Group I indicates great danger, Packing Group II indicates medium danger and Packing Group III indicates minor danger. Safety mark: includes a design, symbol, device, sign, label, placard, letter, word, number or abbreviation, or any combination of these things, that is to be displayed (a) on dangerous goods, on means of containment or transport used in handling, offering for transport or transporting dangerous goods, or at facilities used in those activities; and (b) to show the nature of the danger or to indicate compliance with the safety standards prescribed for the means of containment or transport or for the facilities.

2 SUBJECT: Transportation of Dangerous Goods Procedure PAGE: 2 of 5 Procedure: 1.0 Classification of Dangerous Goods 1.1 The consigner is responsible for classifying all dangerous goods. KFL&A Public Health is a consignor for Class 6.2 Infectious Substances. UN Number Classification 6.2 Packing Group UN2814 Infectious Substances, Infecting Humans Category A UN3373 Biologic Substance, Category B Category B 1.2 KFL&A Public Health does handle and offer for transport dangerous goods in Class 2, Gases (Oxygen). This dangerous good is exempt from the transportation of dangerous goods regulations under the 150KG Gross Mass Exemption. 2.0 Packing Substances 2.1 Infectious Substances that are included in Category A that are in a form other than culture can be offered for transport as Category B. KFL&A Public Health does not perform cultures, therefore, all specimens shall be transported as Category B. 2.2 Specimens shall be transported in a Type 1B container consisting of: a) watertight primary receptacle(s) (e.g. test tube or specimen collection device), b) watertight secondary packaging, c) absorbent material (e.g., paper towel), and d) an outer packaging. 2.3 Used syringes and needles shall be disposed of in the rigid, leak proof sharps containers provided. The sharps container shall never be filled past the Fill Line indicated on the outer surface of the container. When the container is full the locking cover shall be engaged and the container shall be placed in the pre-labelled yellow biohazard waste bag inside the biomedical waste cardboard box located in the clinic storage room. When the biomedical waste cardboard box is full it shall be placed in a locked area in the garbage room until it is picked up by the waste disposal company. 3.0 Labels and Markings 3.1 Specimens outer packaging must contain: e) Label indicating Biologic Substance Category B, f) Category B mark, g) 24 hour telephone number next to the shipping name, and

Biological Substance Category B UN3373 Public Health Lab Address Address Postal Code 3.2 Syringes are packaged in biomedical waste cardboard boxes that are preprinted with the required markings. The biomedical waste card board box is provided, picked up and removed by the waste removal company. 4.0 Transporting 4.1 When KFL&A Public Health staff are transporting a partially filled sharps container the cover shall be closed and sealed with three long lengths of adhesive tape forming an X and then a star shape. 4.2 Filled sharps containers shall be placed in the pre-labelled yellow biohazard waste bag inside the biomedical waste cardboard box located in the clinic storage room. Filled biomedical waste cardboard boxes shall be kept in the locked cage in the recycling room in the basement and picked up by the contracted sharps disposal company. 5.0 Training 5.1 All employees who are required to handle, prepare for transport and transport infectious substances shall receive transportation of dangerous goods certification training every three years. See Appendix A for positions requiring this training. 5.2 The training shall include the following content: a) classification criteria and test methods in Part 2, Classification, b) shipping names, c) use of Schedules 1, 2 and 3, d) shipping document requirements in Part 3, Documentation, e) dangerous goods safety marks requirements in Part 4, Dangerous Goods Safety Marks,

4 SUBJECT: Transportation of Dangerous Goods Procedure PAGE: 4 of 5 f) certification safety marks requirements, safety requirements and safety standards in Part 5, Means of Containment, g) safe handling and transportation practices for dangerous goods, including the characteristics of the dangerous goods, h) proper use of any equipment used to handle or transport the dangerous goods, and i) reasonable emergency measures the person must take to reduce or eliminate any danger to public safety that results or that could reasonably result from the accidental release of the dangerous goods. 5.3 Proof of training shall be kept by the employer for two (2) years after the expiry date. 6.0 Administration 6.1 The training certificate of completion shall be signed by the employee and the Director, Corporate Services or Designate and retained in the employee s personnel file. The course and course completion date shall be entered in HRIS for tracking and reporting purposes. 6.2 The training certificate must include the following information: (a) name and address of place of business of the employer, (b) employees name, (c) date the training expires, proceeded by the words expires on, and (d) the aspects of handling, offering for transport or transporting dangerous goods for which the employee is trained. 6.3 New employees or employees transferring into positions that are required to handle, prepare for transport and transport infectious substances shall receive transportation of dangerous goods certification training as soon as practical. Until they receive this training, they must work under the supervision of someone who has completed the certification. 6.4 Dangerous goods training certificates shall be provided to a Ministry of Labour (MOL) inspector, or any enforcer, upon request. Enforcers can include regional police, city police, federal police (RCMP), Ministry of Transportation (weigh scale officers); and inspectors appointed by both provincial and federal ministries.
