2 Background: Nursing WF Shortage Demographic and health care changes are increasing demand for nurses; Shortfall projections vary widely but all are too big to rectify without major system change; Nursing schools must increase the number of graduates by 90% to meet demand; and Faculty shortage and lack of clinical placements constrain enrollment of qualified applicants. 2

3 Need for Nurses Georgia In 2006, the Georgia Department of Labor reported the state will need additional 20,000 nurses by Currently, Georgia s nursing programs can only produce a maximum of 12,000 new nurses over the next five years. 3

4 Faculty Shortage In FY06 USG nursing programs reported: 476 full-time faculty positions 200 part time faculty positions 8-10% vacancy rate In FY07, 40% of USG nursing faculty are age 55+ From 2002 to 2007, USG reported only 30 PhDs (in nursing) conferred. 4

5 Startling Statistics - USG The USG nursing programs denied admittance to nearly 2000 qualified students in 2006; few enrolled in other USG programs Program capacity is limited by: Faculty shortages Clinical placements 5

6 USG Nursing Education Of 37 prelicensure nursing programs in Georgia, 25 are in the USG. 13 BSN and 13 ASN, 14 RN- BSN, 11 masters, and 3 doctoral programs In FY06, USG graduated 1,726 prelicensure nurses 79% of GA total. In FY08, 2,040 new entry nurses from USG 6

8 Davis Rahn What is the Nursing Education Task Force (NETF)? Fall 2006, USG Chancellor Erroll Davis and Senior Vice Chancellor Daniel Rahn appointed and charged the NETF to recommend changes to address the state nursing shortage. USG, TCSG, BON, and AHEC with USG staff are represented. ASN, BSN, masters entry (Clinical Nurse Leader) prelicensure programs are targeted. 8

10 Vision and Goals Vision of the NETF: To position the University System of Georgia (USG) as a national leader in high quality, efficient, and accessible nursing education. Purpose of the NETF: To develop a plan to meet the current and future demand for registered nurses in Georgia. Specific Goal: By 2010, increase the number of new registered nurses prepared by the USG to 2700, by 50%, annually (2006 baseline 1,726; 2007: 1,866; 2008: 2,040 an increase of 18.2% over 2006) 10

12 Center for Health Workforce Planning and Analysis Created in April, 2008 Emerged out of work done by Health Professions Task Force of the USG to assess the current state of the health workforce in Georgia Task force released a report in summer, 2006 that showed great concern for current state of many health professions in the state Task Force report touched on many health professions, However, most critical need for action was seen in the RN workforce Ben Robinson, MPA- Executive Director Formerly directed state agencies working on physician workforce issues and has helped lead previous state efforts for the RN workforce in Georgia 12

13 Center for Health Workforce Planning and Analysis Purpose of the Center: Work with variety of partners, including the education systems of the state to ensure that Georgia has the health care workforce to meet the needs of its citizens. Center will ultimately work on all health professions Current focus of the Center is on RN workforce in state 13

14 Outcomes: Year 1 Initiated revision of USG nursing data collection and reporting. Completed survey of all USG nursing programs Implemented the Nursing Education Initiative (NEI) - a competitive funding application process for USG nursing programs. Developed a faculty mentor program to improve nursing education and reduce turnover. 14

15 Outcomes: Year 1 (cont d) Created a tool kit for curriculum development, starting with the launch of the medical calculations learning module. Established structure for grant writing/ development for system-wide projects. Partnered with Georgia Hospital Association to pilot StudentMax clinical placement software. 15

16 NEI - Funding Initiative In Spring 2007, the NETF announced a competitive funding initiative to increase prelicensure nursing graduates in the USG over a three year period. 16 of 24 applications were granted funding. Grant amounts ranged from $140,097 to $189,320. By 2010, funded programs are projected to increase the total number of USG prelicensure graduates by 694, a 40% increase from FY06.* Monitoring will occur through NETF. *SOURCE: Dr. Cathie Hudson, USG OSPA, August

17 Data Collection and Reporting Data Subgroup and USG Office of Strategic Planning and Analysis to: Revise USG coding to separate RN-BSN data from prelicensure data Track qualified nursing applicants denied admission in USG Monitor graduates in the Georgia labor market Develop a cost-per-graduate formula to identify system efficiencies 17
