2 The Polish Safer Internet Centre was established in 2005 within the European Commission s Safer Internet Programme. The Centre is run by the Nobody s Children Foundation (Fundacja Dzieci Niczyje FDN) and Research and Academic Computer Network (Naukowa i Akademicka Sieć Komputerowa NASK) Coordinator of the Centre. The Centre undertakes a number of comprehensive activities aimed at improving the safety of children and young people using the Internet and new technologies. Most projects of the Centre are implemented in cooperation with the Orange Foundation. The Polish Safer Internet Centre implements three projects: Saferinternet.pl Comprehensive awareness-raising activities aimed at promoting safer use of the Internet and new technologies by children and young people. Nobody s Children Foundation (FDN) a non-profit non-governmental organization, which since 1991 has been providing a broad scope of assistance for abused children, their families and caregivers. The Foundation runs advocacy centre for abused children, organises and implements many projects related to the problem of child abuse and provides training courses to different groups of professionals. Since 2004 FDN has been working in the field of Internet safety. Research and Academic Computer Network (NASK) the research institute conducts scientific, research and development activities in the area of security, reliability and efficiency of the ICT network. NASK is the Polish national registry of Internet names in the.pl domain, it is also the data networks operator. In the framework of NASK operates CERT Polska team that is dedicated to respond to security breaches in the network. In 1991 NASK connected Poland to the Internet. Project implemented by FDN and NASK in cooperation with the Orange Foundation. Helpline.org.pl Project under which support and advice is offered to young Internet users, parents and professionals encountering threats related to the use of the Internet and mobile phones by children and young people. Project implemented by FDN and the Orange Foundation. The European Commission s Safer Internet Programme was launched in 1999 and aims at promoting the safer use of the Internet and new online technologies, particularly for children. Main objectives of the Programme are: Fighting against illegal content, Tackling unwanted and harmful content, Promoting a safer environment, Raising awareness. The European Commission s Safer Internet plus Programme ( ) covered all new online technologies including mobile and broadband content, online games, peer-to-peer file transfer, and all forms of real-time communication (chat rooms and instant messaging). The scope of the new programme for has been extended to include emerging online technologies and cover harmful conduct, like grooming and cyberbullying. Dyżurnet.pl Hotline receiving reports about illegal Internet content, such as child abuse images, racism and xenophobia. Project implemented by NASK. The Consultation Committee is an advisory body to the Polish Safer Internet Centre. The Committee is made up of representatives of the government, law enforcement agencies, child welfare organizations and institutions dealing with the Internet and new media. The Centre s cooperation with governmental and non-governmental institutions, educational facilities and industry partners is also carried out within the framework of the Polish National Coalition for Child Online Safety, which serves as a platform for distributing information on various initiatives aimed at improving online safety and for exchanging the related experience. 2 Polish Safer Internet Centre Polish Safer Internet Centre 3

3 Saferinternet.pl BeSt application BeSt application combines functionalities of a web browser, search engine and parental control tool. It is dedicated to children aged The application is based on a catalogue of child-friendly websites collected within portal and contains at the moment hundreds of websites catalogued according to age and themes. The application will enable children to search and surf only websites appropriate for their age group. BeSt browser is available for download on: The Saferinternet.pl project comprises comprehensive awareness-raising activities promoting safe and responsible use of the new media by children and young people. The project is run by FDN and NASK. FDN acts as the project coordinator. Most actions undertaken under the project are carried out in cooperation with the Orange Foundation. Media Campaigns Media campaigns run under the Saferinternet.pl project are aimed at drawing public attention to the risks related to Internet use by children and at promoting, among children, young people and adults, attitudes fostering the safety of young Internet users. It addresses issues related to online safety, new technologies and Internet phenomena, with emphasis on the positive aspects and uses of the Internet. NUMA NUMA is available in print copies and online at Page 1 Befriend your child project Selected media campaigns: You never know who s on the other side (2004) campaign devoted to the problem of child grooming on the Internet. On duty online (2006) campaign promoting Polish Hotline Dyżurnet.pl and aimed at making Internet users sensitive to the existence of illegal online content child abuse images in particular. The Internet is a window to the world. The entire world (2007, 2009) campaign dealing with the problem of children s exposure to harmful content. Stop cyberbullying (2008) campaign related to the problem of peer violence with the use of the Internet and mobile phones. Block bullying online (2009) campaign on the problem of cyberbulling in social networking sites, promoting Helpline reporting. Think before you post (2010) campaign focusing on the consequences of reckless posting of private information online. Every move online leaves a trace (2010) campaign focusing on the problem of child online grooming and highlighting new legal regulations in this field. Internet is not a game. It s your life (2011) campaign showing the influence of online activity on real life. The promotion of the safe Internet (2011) the main goal of the campaign was to highlight the role of parents in children s online safety education. I don t accept, connect nor enter... (2011) campaign promoting Dyzurnet.pl a contact point for reporting illegal online content. Which world do you live in? (2012) campaign tackling the problem of computer and Internet overuse by children and adolescents. It is dedicated to parents of primary school children. The educational tool consists of five animated cartoons which depicts several Internet related issues that may be encountered in daily parental life. The tool addresses such virtual topics as i.a. dangerous contacts, malicious online content, parental control programs, balance between online and offline child s life, mutual learning of new technologies. Training and conferences for professionals Training and conferences on the topic of children s safety online are targeted at the representatives of the educational sector, NGOs, law enforcement agencies, government and industry. Every year, a Keeping Children and Young People Safe Online International Conference is organized, during which Polish and foreign innovative projects are presented alongside the latest advances in the field of fighting illegal Internet content (/conference). Safer Internet Day The International Safer Internet Day is organized annually in February and aims at voicing the problem of online safety and at promoting initiatives fostering safe access of children and young people to Internet resources. The Polish Safer Internet Day organizers encourage schools and other institutions to undertake educational actions locally for promoting children s Internet safety. Those initiatives are registered at and take part in competitions with attractive prizes. Consultations with children Consultations with children and young people, held on a regular basis, allow to design effective educational tools and media campaigns, and to evaluate the actions in progress. Such consultations are held during meetings of the Youth Panel made up of 13 and 14-year-old students, in frames of the Congress of the Young Internauts, as well as through contacts with users of the Sieciaki.pl portal. Educational resources Since 2005 Nobody s Children Foundation in cooperation with Orange Foundation has released various educational resources for children, parents and professionals: lesson plans, e-learning courses, multimedia materials (presentations, videos, cartoons), and publications (brochures, posters, comic books, books). The educational materials are distributed to primary and junior high schools throughout Poland and are available at The e-learning courses can be accessed at Sieciaki.pl educational project Sieciaki.pl is an educational project run by Nobody s Children Foundation, targeted at Internet users aged It aims at promoting knowledge in the field of Internet use, as well as certifying and promoting safe Internet websites for children. The project s main element is site. Its users take part in educational games, quizzes and competitions. The Sieciaki on Holidays (Sieciaki na Wakacjach) summer campaign, run in cooperation with the Orange Foundation and offering field events, concerts and educational events for children, is another important element of the project. In 2012 this holiday action was complemented with educational sets offering a picnic scenario for local organizers interested in preparing an event for children in their local community. Surveys, reports, analyses Systematic surveys concerning the scope of knowledge, experience and attitudes related to threats that children encounter on the Internet form the basis for planning media-related and educational activities, and provide directions for the project s development. The surveys are taken part in by children and young people, as well as by their parents and other professionals. 4 Helpline.org.pl Dyżurnet.pl Project run by the Nobody s Children Foundation and the Orange Foundation, offers support for young Internet users, parents and professional in cases related to threats connected with children s use of the Internet and mobile phones. Helpline.org.pl consultants offer assistance, inter alia in the following cases: child grooming on the Internet, peer violence with the use of Internet and mobile phones, children s contact with harmful content, excessive use of computer and Internet by children. The project s target groups include: children and young people, when: being made fun of, blackmailed, or receiving rude messages, asked embarrassing questions in a chat room, when requested to send a photograph or lured to meet, they receive or are shown content with pornography or violence parents, if: they do not know how to talk to a child about Internet safety, they are worried about what their children deal with online, they suspect that their child has become a victim of cyberbullying, their children had contact with harmful content (e.g. pornography, violence, promotion of drugs, fascism, religious sects), they are worried about friends their children make on the Internet. professionals, when: in need of consultations concerning child abuse online. Under the Polish law, the notion of illegal content covers materials presenting: child abuse images and pornographic materials containing computer-generated images of children, pornography related to the presentation of violence or use of animals, racist or xenophobic content. It is also illegal to: publically present pornographic content in a way that imposes its reception, present pornographic content to a minor under 15. Illegal content found on the Internet may be reported to Dyżurnet.pl: through a form available at, by , at: dyzurnet@dyzurnet.pl, by phone, at: Reports may be filed anonymously. The Dyżurnet.pl team is tasked with analyzing the report and drawing up technical documentation. Cases in which the law has been breached are handed over to law enforcement agencies (if illegal content is hosted on servers located in Poland or a country not represented in INHOPE) or other INHOPE members. The team also cooperates with Internet service providers and content providers to remove the unwanted content as quickly as possible. Dyżurnet.pl is a part of the INHOPE Association an international association of Internet hotlines from all over the world. The mission of the INHOPE Association is to support and enhance the performance of Internet hotlines, ensuring swift action is taken in responding to reports of illegal content to make the Internet a safer place. Helpline.org.pl is a member of INSAFE and the Child Helpline International association affiliating child helplines from over 160 countries worldwide. The Association membership proves the high standard of the services offered.
