OVROM, CHIEF EXECUTIVE OFFICER KHALED SOLIMAN, DIRECTOR OF INFORMATION TECHNOLOGY PATRICIA FRANCISCO, DIRECTOR OF HUMAN RESOURCES AUTHORIZATION TO AWARD CONTRACT TO SPECTRUM/HR FOR PURCHASE AND IMPLEMENTATION OF!VANTAGE HUMAN RESOURCES MANAGEMENT SYSTEM AT A COST NOT TO EXCEED $95,000 RECOMMENDATION That the Agency, subject to Board and City Council approval, authorize the Chief Executive Officer or designee to award a contract to Spectrum/HR for purchase and implementation of!vantage Human Resources Management System at a cost not to exceed $95,000. SUMMARY Due to the fact that Hewlett Packard has notified the Agency that it will discontinue support for the HP3000 mainframe computer and operating system in December 2006 and the Agency's need for a new HR system, staff researched and evaluated a total of 13 computer systems. Staff selected and recommended!vantage software from Spectrum/HR which met the needs of the HR Department as well as the Agency's IT technical requirements. The following is a summary list of the functional and technical requirements which was used in the selection criteria: User friendly interface as to accomplish daily tasks and accommodate requests in a timely manner. Ease of generating reports for benefits, status, compliance, training and other information. Employee-self-service to view and maintain own data. Ability to send reminders and alerts to staff. Modular web-based Human Resource Information System which delivers specific functionality based on client needs. Ability to track employee data including personnel information, salary, classifications, titles, and time tracking. The ability to synchronize data with the Agency's payroll service provider (ADP). Compatible to the Agency technical platform. License cost per employee/retiree.

5 Spectrum/HR!Vantage Human Resources Information System 2 The majority of software systems reviewed did not meet the Agency's technical requirements, detailed in the background section. Staff was invited to demonstrations of HR systems given by representatives from companies that met the Agency's technical requirements (ADP, Perfect Software and Spectrum/HR!vantage). Based upon demonstration of the required functions SPECTRUM/HR!Vantage was selected. SOURCE OF FUNDS Agency Overhead PROGRAM AND BUDGET IMPACT There is no potential impact in the FY05 work program and budget. This item is within the current budget. ENVIRONMENTAL REVIEW The proposed action does not constitute a "project" as defined by the California Environmental Quality Act (CEQA). BACKGROUND The current Human Resources Information System (High-Line HRIS residing on Hewlett Packard HP3000), which was implemented in 1989, is limited and outdated in its employee data tracking system. One of its drawbacks is the inability to effectively run customized reporting capabilities as necessary for the various reports that HR is responsible in producing. Additionally, the current system is a legacy system that requires complex training and assistance of IT staff with common requests for data. A simple Human Resources report within the High-Line system is very difficult to access and generate. Data entry and organization of employee data within the system is overly complex, not well integrated and time-consuming. Furthermore, Hewlett Packard has notified the Agency that it will discontinue support for the HP3000 mainframe computer and operating system in December Three years ago, the Agency adopted the Microsoft platform as the standard platform for new Agency-wide applications that can be accessed on the Intranet through a web-browser. Utilizing database and application systems standardized on this platform was a paramount requirement for maximizing Agency's return on investment (ROI) and assuring reliability. With these requirements in mind, review and selection of a new HR Information System proceeded. Agency staff interviewed HR professionals from the SPECTRUM/HR s client list which included clients both in the public and private sectors. One of the clients is the City of Suffolk, Virginia which implemented Spectrum/HR!Vantage recently with resounding success. When interviewed, the City of Suffolk gave positive report on the system and Spectrum/HR citing their work ethic, and their cooperation during implementation. The interviewee reported that PeopleSoft and ADP were also considered during their research process but were eventually rejected when compared to Spectrum/HR.
