The College receives its authority from the Government of B.C. through the Health Professions Act. To learn more about CRPNBC, please visit our website at Purpose The CRPNBC is inviting qualified proponents to respond with a written proposal to develop an online learning module based on the ethical, professional and legal responsibilities of RPNs in BC. 1.3 Background The CRPNBC is responsible for ensuring that RPNs practice safely, ethically and competently. A foundation for this is the Registered Psychiatric Nurse Entry- Level Competencies (2014), which can be found at: content/uploads/2011/02/ CRPNBC- ELC- Document- FINAL- with- national- cover.pdf. This document includes a section on ethical, professional and legal responsibilities. RPNs educated outside of BC may not be familiar with these responsibilities as they apply when practicing in BC. 2 The aim of this project is to develop and implement an online learning module covering the ethical, professional and legal competencies of RPNs to ensure that RPNs from outside BC have the ethical, professional and legal competencies to practice in BC. 1.4 Scope CRPNBC is seeking an experienced educational consultant to develop an online learning module (OLM) on ethical, professional and legal responsibilities for RPNs, suitable for both applicants to the profession and practicing registrants. The consultant will produce a fully operational OLM based in a web based platform selected by CRPNBC, such as ACTIVATE, by November 30, Out of Scope The following components are out of scope for this RFP as they will be handled by CRPNBC: i. CRPNBC will provide a project lead that will be responsible for the overall development and implementation of the project. ii. CRPNBC will select the web based learning platform. iii. CRPNBC will arrange for the subject matter experts as required. iv. CRPNBC will arrange for the test/pilot candidates as required. REQUIREMENTS 1.6 Requirements Proponents must:! Be a RPN or an RN and have a minimum of five years of experience in mental health nursing.! Have both educational and nursing credentials, one of which must be at graduate level.! Have a minimum of five years of experience in education.! Have produced a similar online module that is available to CRPNBC to review.! Be able to work in an electronic learning platform.! Be available from June 22, 2015 November 30, Your proposal should provide details about how you meet the above requirements and how you will meet the deliverables outlined below. You can include supplemental information, comments, graphs, and screen display examples. Deliverables 1. The OLM must be designed to be completed by the learner in approximately 3 hours. Page 2 of 5

3 2. The OLM must include both audio and visual material. 3. The OLM must include voice over recording. The script must be produced by the consultant. Subject to voice selection by CRPNBC, the consultant will either record the voice over script or facilitate the recording of another person. 4. The OLM must be based on adult learning theories and strategies. 5. The content of the OLM must address all the key competencies contained in section 7 of Registered Psychiatric Nurse Entry- Level Competencies. 6. The OLM must assess the learning of students related to the key competencies and selected enabling competencies. 7. The consultant must determine which enabling competencies to assess through the use of an RPN subject matter expert group. 8. The OLM must assess the learner s ability to apply the competencies to various nursing scenarios. 9. The OLM must be tested and/or piloted. 10. The test and/or pilot must be evaluated. 11. The OLM must be fully operational by November 30, The consultant must provide updates to the CRPNBC project lead on the final day of each month, including but not limited to, the following:! Jun 30, 2015 consultant s work plan! Jul 31, 2015 preliminary design of OLM, and examples of educational content and assessment content! Aug 31, 2015 selection of assessment criteria! Sep 30, 2015 mapping of education and assessment to RPN competencies! Oct 31, 2015 results of test/pilot 13. The consultant must provide a final report by November 30, The report must incorporate the information from the interim reports and also report on the full process of development of the learning module. 4 1.7 Budget Your proposal must include a budget. 1.8 References Your proposal must include the names of three references. 1.9 Timelines, Selection Process and Schedule The following table outlines the evaluation process to select vendors. The anticipated timeline is as follows; however, actual timing and sequence of events may vary and shall ultimately be determined by CRPNBC. 5 1.12 Proposal Submission Proponents should submit one electronic copy to the RFP Contact Person. Proposals should be sent via with RFP OLM and the Consultant s name in the Subject line. EVALUATION AND SELECTION CRITERIA Evaluations of the proposal will be based on the information provided in the response to determine the proposal which is most advantageous to CRPNBC, using the following evaluation criteria:! Proponent s compliance with all requirements - Proposals not meeting all the requirements may be excluded from consideration;! Proponent s costs outlined in response - All prices and fees referred to in proposals should include all applicable taxes and;! Other criteria deemed relevant or useful to CRPNBC Vendor Interviews Subsequent to the submission and evaluation of written proposals, interviews will be conducted by CRPNBC with short listed proponents. It is anticipated that these interviews will be one (1) hour in length and will be conducted on June 1, Proponents not able to participate in person can participate through an online conferencing solution Additional Information The CRPNBC may, at its discretion, request clarifications or additional information from a proponent with respect to its proposal, and may make such requests to only selected proponents. CRPNBC may consider such clarifications or additional information in evaluating proposals. Page 5 of 5
