2 Context This century, water availability, access and use will be affected in unprecedented ways Effective governance of the resource will become a pressing issue at all levels Policy and legislative frameworks will be central to future resource governance. Parliamentarians will play an increasingly significant role Many parliamentarians need inputs and to take advantage of existing legislation
3 5th WWF, Istanbul: a major achievement The 5th World Water Forum gathered 263 Parliamentarians from 57 countries Recognition of the Right to Water by the Parliamentarians in March 2009 Call for public and private investments in order to meet the needs Call for the Water Legislation Helpdesk
4 In Marseille 2012, we need to : The parliamentarian helpdesk Mobilize the Parliamentarian community Increase the number of parliamentarians participating Connection with parliaments of regional organization (ex : Council of Europe) and international parliamentarian (IPU..) Focus on themes to be defined Connect the Parliamentarian community with others Create a three level dialogue (ministers, local authorities and parliamentarians) and interact strongly with local authorities (joint session) Create a dialogue with civil society A Water law is for everyone not only for parliamentarian!
5 Creating a community of practice on water legislation Strengthen the capacity of parliaments to carry out their duties and roles with respect to water legislation and policy making through: Providing key information, including a comprehensive database of all available water legislation; Creating a parliamentary Network with anchors in various Parliament Forum enabling knowledge exchanges Enhancing the quality of proposed legislation through access to experts via an interactive Q&A service. Establish stronger linkages amongst parliamentarians through which they can share information and learn from the experience of different legislatures, Systematic sharing of knowledge and experience across countries and regions through a web-based platform; A networking facility that enables collaboration between parliamentarians at a global level, and most particularly at a regional level.
6 The Water Helpdesk The Parliamentarian Helpdesk A platform that facilitates exchange with a roster of experts; A Compendium of best practices and lessons learned on key water issues that enables users to compare country and regional experiences; Data on national and supra-national legislation and policy (spanning past examples, recent and draft legislation, reports from relevant parliamentary committees and information on national legislative activities); An online tool for networking between parliamentarians.
