1 A REGIONAL COLLABORATIVE PROJECT FOR INCREASED GROWTH
2 2 ESS MAX IV in Southern Sweden - TITA The MAX IV and ESS research facilities will focus the eyes of the world on the Öresund Region. The two facilities will be ready in 2015 and 2019 respectively and will be used for advanced materials research, a science from which the whole world will benefit. Equally interesting is the impact the establishments will have on Skåne, the Öresund Region and Sweden in general with respect to growth, jobs and business start-ups. A preliminary study based on various regional development scenarios was completed in a previous project resulting in the report ESS in Lund - its effects on regional development. Based on the findings of this report a new project has been initiated: ESS MAX IV in Southern Sweden Growth, Innovation, Accessibility and Attractiveness, commonly referred to by the Swedish acronym TITA. 3 The purpose of the project is to use the establishment of the research facilities to stimulate growth, strengthen the innovation structure, and promote accessibility and attractiveness in the region. 3 A joint regional initiative The project is managed by Region Skåne in cooperation with all the municipalities of Skåne, Lund University, Invest in Skåne, ESS AB, Malmö University, the County Administrative Board of Skåne, Kristianstad University, Region Blekinge, the Swedish University of Agricultural Sciences, Blekinge Institute of Technology and cofinanced by the EU through the European Regional Development Fund. The project was launched in January 2010 and will be completed in December ESS MAX IV in Southern Sweden TITA has a budget of approximately EUR 5.3 million. In order to achieve growth and employment opportunities as a result of the establishment of the research facilities, all stakeholders in the region must work together to create the right conditions. This is done through nine sub-projects: RELOCATION SUPPORT ESS and MAX IV will attract many international companies and researchers in the coming years. This sub-project will work to facilitate the establishment of companies and the assimilation of their employees and, where applicable, employees families into the region. Sub-project manager: Susanne Mattsson, Invest in Skåne MARKETING For the region to fully benefit from the establishment of the research facilities, the region must be marketed internationally to potential suppliers, large corporations and institutions. The subproject will be responsible for the dissemination of information to target audiences with respect to information about the facilities, the region and business establishment opportunities. 4 4 MEETING POINT - LUND NE The site of ESS and MAX IV and their immediate surroundings will attract many visitors from all over the world. The purpose of this sub-project is to identify opportunities and success factors that will help create and design the physical environment for innovation and creative venues in the district of Lund North East. Sub-project manager: Eva Dalman, City of Lund FORESIGHT The vision Society for Science Science for Society has been presented in the report The ESS in Lund its effects on regional development. The vision describes how growth and development can be achieved through collaboration. The purpose of this sub-project is to ensure that the vision is developed and rooted through a foresight process. Sub-project manager: Håkan Jönsson, Lund University ESS AND MAX IV AS AN INNOVATION CATALYST FOR TRADE AND INDUSTRY The potential of the facilities should be exploited by the businesses, academia and people of Skåne to ensure that it generates innovative power for the whole region. The purpose of this sub-project is to create new meeting places and optimise existing ones; it is characterised by internationalisation, innovation and a holistic approach. Sub-project manager: Magnus Jörgel, Region Skåne ESS AND MAX IV, A GROWTH FACTOR FOR LOCAL AND REGIONAL BUSINESSES It is difficult to predict how trade and industry will benefit from the development opportunities that the new facilities will offer. This sub-project is designed to facilitate and promote collaboration between municipalities, businesses and trade and industry players and make relevant information available to the region s business community. 5 URBAN PLANNING AND TRANSPORT INFRASTRUCTURE Having good access to and around the facilities will make the region attractive to both business and workforce. Sub-project analyses will look at future needs regarding urban planning and the need for infrastructure measures. The sub-project will also focus on interaction and accessibility with respect to jobs, housing, services, etc. Sub-project manager: Marie Sand, Region Skåne LAND AVAILABILITY REGISTER The establishment of the research facilities can result in an increased demand for land in the region. This sub-project will establish a land registry over available land for dwellings and businesses; this will help companies select the best available geographic locations for their needs. Sub-project manager: Kenneth Olofsson, Invest in Skåne PILOT STUDY FOR COMPETENCE SUPPLY NEEDS Big demands will be made on the surrounding community in terms of skills necessary for building and operating the ESS and MAX IV facilities and to utilize potential innovations as they occur in the surrounding society. The sub-project will complete a feasibility study and design a strategy that will answer questions about long-term competence development and supply. 6 6 The ESS and MAX IV research facilities give us the opportunity to build a world-leading European centre for materials science and life sciences. European Spallation Source (ESS) The European Spallation Source (ESS) will be a multi-disciplinary research centre based on the world s most powerful neutron source. Researchers will be able to study a variety of materials, including plastics, proteins, motors and molecules, fossils and fuel cells, and thereby understand how they are structured and work. ESS will provide leading international researchers with new research opportunities in many areas including new materials, biotechnology, medicine, engineering, physics, energy and environmental technology. The ESS project currently has 16 partner countries (February 2011); together they will build, own and operate this world-leading research facility. The project is managed by the company ESS AB, owned jointly by the Swedish and Danish governments. Planning, pre-construction and technical design have been under way since the decision to build the facility in Lund was taken in May Other work includes obtaining the necessary permits, recruiting key staff, and establishing the international ESS organization. The work is undertaken in collaboration with a large number of Swedish and foreign universities and laboratories. 7 7 MAX IV The MAX IV Laboratory is a national laboratory located in Lund. The facility supports three research areas: accelerator physics, research using synchrotron radiation and nuclear physics using high-energy electrons. The MAX IV Laboratory, which has been operating since the mid-1980s, has been responsible for a number of advances in various fields of research including environmental science, life science and nanotechnology. The new MAX IV will be one of the most advanced synchrotron facilities in the world and offer the research community a new and very powerful tool. Experiments will be faster thereby giving more researchers access to laboratory time.
