3 1.0 PURPOSE This procedure outlines how City Tramsfer will train their employees for safe work and develop their skills so that they can perform at an optimal level while ensuring the safety, health and environment of themselves and their co-workers. The is a very important component within the Work Safety System. This will create a qualified workforce, giving employees opportunities to develop excellent skills, confidence and motivation, so they can perform their jobs safely and effectively leading to a successful business. This procedure will meet or exceed OH&S Regulations. 2.0 SCOPE This procedure applies to all training delivered to their employees. 3.0 DEFINITIONS CT City Transfer CT EOTP City Transfer within British Columbia consists of: Powell River Division Gibsons / Hillside Loading Facility Richmond Loading Facility Employee Online Training Program - a software application for the administration, documentation, tracking, reporting and delivery of educational courses or training programs. 4.0 RESPONSIBILITIES The President of City Transfer, is responsible for overseeing the Training Program and its administration. The Training Administrator is responsible for implementing and maintaining this procedure and ensuring the following: That all training records are tracked and updated Re-enforcing management s commitment to the employee training and development of their employees All employees training needs are met Participation in all training being delivered The Supervisor(s) will be responsible for the following: Ensuring that all employees will have the ability to attend all scheduled training sessions Filename: SWMS/Training/Revision2 Page 3 of 10

4 Working in conjunction with their employees and the Health & Safety Representative to develop the employee training needs Working in conjunction with the Health & Safety Representative to develop an Employee Training & Development Plan Supporting management commitment to worker(s) training and development Participating in all training being delivered The Health & Safety Manager or his or designate will be responsible for: Acting as the training coordinator Developing the Employee Training & Development Plan in conjunction with the Supervisor(s) The Employee(s) will be responsible for: Supporting the Employee Training & Development Plan Participating in all training being delivered Giving feedback on training provided, to ensure that adequate training is being delivered 5.0 PROCEDURE 5.1 Background The will give all employees an opportunity to excel at their jobs and will create a strong foundation for the workforce while improving safety and efficiency. This, in turn, will result in fewer workplace injuries and illnesses. 5.2 Management Commitment City Transfer management is committed to providing the necessary funds and scheduling time to ensure an effective is provided to all their employees. Both management and employees will be actively involved in the development of all training. City Transfer management will ensure that the provided to all their employees will educate them so that they can grow within the organization and be successful when conducting their work safely. As a representative of the employer, City Transfer management will commit to providing all its employees a safe and healthy workplace by educating their employees in the following: Identifying hazards in the workplace Preventing or controlling hazards Reporting injuries Filename: SWMS/Training/Revision2 Page 4 of 10

5 Health & Safety Rights and Responsibilities Corporate Safety Policies Site Specific Emergency Procedures Site Specific Operating Procedures Proper use of all personal protective equipment (PPE) Proper use of tools and equipment City Transfer management is also committed to ensure that their supervisors are adequately trained to assist and support their employees to succeed and to fulfill their health & safety responsibilities such as: Instructing their workers on Safe Work Procedures Training their employees for all work tasks that are assigned to them Correcting unsafe acts and conditions Identifying hazards Communication skills, conflict resolution and problem solving The City Transfer management supports a strong safety culture by leading by example and embracing the of their employees. 5.3 Training Needs Assessments A Training Needs Assessment is a systematic process for determining and addressing the training needs of the employees. It is a part of planning processes, used for improvement in the. The Training Needs Assessment will identify what type of safety training, technical training and professional development training is required for each employee position. Each of the department positions must have a Training Needs Assessment completed. This will give City Transfer the tools to ensure that each employees training needs are met. Once completed, the Training Needs Assessment will be used to prepare a personalized skills training strategy for all departments and its employees. 5.4 The will be developed around the knowledge, skills and training required for all the various positions within the company. This will be achieved by using the information from each of the department / employee Training Needs Assessments. The is organized in different elements. 6 Job Specific Technical Training Professional Development Core Safety Training The Core Safety Training elements are devised so employees are trained in all needed disciplines to ensure that they conduct their work in the safest way possible. Core Safety Training is broken up into three sub-elements: Compliance Safety Training Facility Specific Safety Training Procedure Review Training Compliance Safety Training Refers to safety training courses that all City Transfer employees must complete and keep current to meet all Safety Policies and OHS Regulatory training requirements. The Compliance Safety Training is the minimum standard of safety training that each employee must have. The Senior Management, with recommendations from the Health & Safety Advisor and Joint Health & Safety Committee, will develop the curriculum for the Compliance Safety Training Facility Specific Safety Training Are safety-training courses that have been identified in the training needs assessment for certain positions held within the company Procedure Review Training Will ensure that all employees are knowledgeable in all Safe Work Procedures and applicable Operating procedures. There are two methods employees will be able to review the procedures: 1. Computer Based Training Modules Transportation of Dangerous Goods WHMIS Hoisting and Rigging All employees will be able to review and access the Computer Based Training Modules on a designated website accessible to all employees. The modules will consist of procedure information, related videos, and competency quiz. Filename: SWMS/Training/Revision2 Page 6 of 10

7 2. Safety Meeting will cover the review of Safety Topics. Management will notify all employees that missed needed training sessions via or other means to ensure training is completed as required. Daily Tailgate Meetings will cover daily safety issues and will be recorded on the Daily Tailgate Meeting template and will be kept in a binder for reference. All the employees that missed the procedure review will be notified by their Supervisor and will be given the opportunity to review the procedure Technical Training Technical training is developed to teach the employees how to more accurately and thoroughly perform the technical components of their jobs. Technical skills are job-specific, such as: Operating Machinery Operating Ramps and Lifting Devises Operating Computerized Equipment All employees with technical training requirements will be evaluated in the skills / proficiency related to their technical training, so that Management can support the employees by giving them opportunities for training to improve the identified technical skills Professional Development Training Professional Development training courses will support all City Transfer employees within their roles by allowing them the opportunity to advance within their field of work. Professional development will also allow employees to maintain and improve professional competence and keep abreast of new technology and practices. I.e.: DISPATCHER training 5.5 Training Delivery The Employee Training & Development will be delivered in ways to ensure employees benefit from the education provided to them. The employee training will be delivered in the following ways: New Employee Orientations Safety Meetings Classroom Led Training On the Job Training (OJT) Computer Based Training Filename: SWMS/Training/Revision2 Page 7 of 10

8 5.5.1 New Employee Orientations New Employee Orientation will cover all the training required for a new employee to succeed at City Transfer. New Employee Orientation includes the following training material: Introduction to City Transfer Corporate Health, Safety & Environment Policy Safety Indoctrination Site Orientation Job Safety & Environment OHS Regulations Overview Corporate Safety Policies Site Emergency Procedures Location of the Emergency Equipment Location of all safe evacuation routes New Employee Orientation will be partially conducted face-to-face by the employee s supervisor. Other delivery methods, such as computer based training and ride-alongs will also be used to train the new employees during his orientation. A New Employee Orientation checklist will be used to ensure the new employee training is tracked during the start of their career with City Transfer, and that they are trained in all CORE disciplines. Once a topic has been completed and the employee and his supervisor are satisfied they will both sign off on the New Employee Orientation check sheet. The new employee s progress will also be entered into a computer based training matrix and tracked for the entire length of his or her employment Classroom-Led Training Classroom-led training is training delivered in either a classroom or workplace setting and taught by an instructor that is a subject expert in the material being taught. Classroom-led training sessions will give the employees one-on-one interaction with instructors who can answer concerns and questions immediately or in a timely matter. All classroom-led training sessions will be tracked and documented. If an employee self-administrates Computer Based Training, his or her training will be confirmed by a certificate of completion for the course. Computer Based Training (online training) is delivered using the Litmos LMS and other outsourced online course providers. Filename: SWMS/Training/Revision2 Page 8 of 10

9 The computer based training gives City Transfer the flexibility and ability to provide quality training courses and information to the employees. Employees can access the training material through any computer or smart phone, at any time Safety Meetings City Transfer will hold both weekly and monthly safety meetings. Safety meetings may be held more frequently if issues arise or when the need for more meetings exists. Meetings should be focused and well thoughtout, and normally need not exceed one hour unless a specific presentation requires more time. Safety meetings shall provide an opportunity for all employees to participate in the problem-solving process, review safety issues and present opportunities for workers to practice safety-related skills and re-commit to safe work performance. All employees are expected to actively participate in discussions, presentations and problem solving during the safety meetings On the Job Training (OJT) City Transfer will also offer employees to learn by on-the-job training. On-the-job training takes place in a normal working situation, using the actual tools, equipment, documents or materials that trainees will use when fully trained. An experienced, trained employee will serve as the instructor, using hands-on training that may be supported by formal classroom training. City Transfer employees will learn in the real work environment and gain experience dealing with the tasks and challenges that they will meet during a normal working day. 5.6 Monitoring and Tracking All training documentation will be filed and tracked on the LITMOS LMS system on the City Transfer website and will give all employees the opportunity to access their profile at any time. The Training Coordinator or designated person will keep the LITMOS LMS database up to date. 5.7 Reporting There will be three different reports generated monthly by the Training Coordinator using LITMOS LMS: 1. Compliance Safety Training Report This report will capture how well employees are doing with their compliance training. The Filename: SWMS/Training/Revision2 Page 9 of 10

10 training reports should be accessed monthly by the area managers and Supervisors 2. Overall Training Reports, which will include all training disciplines, will be generated and re-viewed by upper management on a monthly basis. 3. Personal Training Status Reports can be viewed and generated by each employee. This report will give City Transfer employees a clear picture to what training needs to be competed. 5.8 Annual Employee Training & Development Planning To fulfill the City Transfer commitment to employee training and to ensure that all employees training is current and up-to-date, an Annual Employee Training & Development Plan will be developed. This will ensure that the employees annual training requirements will be reviewed by the employees Supervisor and the Health & Safety Manager. 5.9 Evaluation The will be continuously evaluated through different means to confirm that all employees receive world-class training, and that the course content being delivered is continuously improved to meet the employee training needs. The will be evaluated in the following ways: Allowing employees to continually give feedback to the LMS online training modules Providing the employees with a course evaluation form for all classroom-led or on the job training courses Quarterly reviews conducted by the Joint Health & Safety Committee Annual Management review of the The above reviews and audits will identify any training gaps and allow for opportunities to improve the training program. 6.0 RELATED DOCUMENTATION 1.
