3 PREFACE This inspection report follows the framework for Educational Oversight of private further education colleges and English language colleges. The inspection consists of a three-day team inspection of the college s educational provision. The ISI is an approved educational oversight body authorised by the Home Office to inspect privately funded further education colleges in England and Wales offering courses on the Qualifications and Credit Framework, and English language colleges. ISI inspections are required to: Report on the extent to which colleges comply with the published Standards for private colleges; Assess and report on the quality of educational outcomes and provision; Where applicable, make recommendations to colleges outside the scope of the Standards to support continued improvement of quality. Inspection provides objective and reliable reports on the quality of colleges, and by placing reports in the public domain, makes this information available to students, Government and the wider community. Inspection takes account of the context of each individual college, and of how it evaluates its own performance and demonstrates its success. The inspection of the college is from an educational perspective and provides limited inspection of other aspects, though inspectors will comment on any significant hazards or problems they encounter which have an adverse impact on students. The inspection does not include: (i) an exhaustive health and safety audit (ii) an in-depth examination of the structural condition of the college, its services or other physical features (iii) an investigation of the financial viability of the college or its accounting procedures (iv) an in-depth investigation of the college s compliance with employment law.

5 The Recording Workshop 2 1. THE CHARACTERISTICS OF THE COLLEGE 1.1 The Recording Workshop was formed by the proprietor in 1989 and is a company limited by shares. The college moved to its current premises in 1999, and is based in two units in a two-story business centre in a semi-residential area of Kensington, London. The proprietor is also the principal. The college aims to provide students with theoretical knowledge of sound engineering and the opportunity to practise the principles of music production in an authentic music production environment. 1.2 The curriculum offered is limited, highly specialised and linked to vocational application. The college delivers internally devised, managed and assessed courses in sound engineering and music production. 1.3 Students are offered full-time classes at foundation and advanced level. Enrolments are every two months with a maximum intake of four students per course. Students are assessed for suitability prior to acceptance onto courses. There is a requirement for oversees students to have a good level of English language competency as befits a higher education course, and evidence of this is required prior to acceptance on the course. 1.4 There are three students all over 18 years of age; two are from the UK and one is from France; all are male. No students require support in the use of English. No student has special educational needs or disabilities (SEND).

6 The Recording Workshop 3 2. THE SUCCESS OF THE COLLEGE 2.(a) Executive Summary 2.1 The quality of the curriculum, teaching and learners achievement is good. Students receive a through grounding in theoretical knowledge, practical skills and authentic vocational experience in line with the aims of the college. The courses meet the individual aspirations of students. Teaching is outstanding and highly personalised. Teachers have excellent subject knowledge, current vocational experience and employ a wide range of highly successful teaching strategies and methods. The use of technology is sophisticated and contributes to students successful outcomes. Students are given effective support with clear verbal direction and suggestions for improvement, but no written records of individual students progress over time are kept. Students make excellent progress. 2.2 Arrangements for the health, safety and welfare of students are good. The teaching areas are part of the music studio s working environment, and provide a safe and comfortable learning environment. A comprehensive range of policies and procedures are effectively implemented, ensuring safe practices are maintained. Student registration and attendance records are well managed and effectively monitor attendance. The college s pastoral structure provides good support and clear guidance for the students in accordance with the college s aims. The student handbook is satisfactory, but lacks information on local support agencies. Relationships between staff and students are excellent. Students report that they are very well supported. 2.3 The effectiveness of governance, leadership and management is good. The principal is effective in ensuring the quality of education and the safety and welfare of students. Leadership and management are effective and enable appropriate allocation of resources. A clear management structure ensures that the college runs smoothly, meets all its legal obligations and has a high focus on quality assurance. There is a strong dependency on the principal and a reliance on informal systems and procedures. Self-assessment is currently limited to the effectiveness of teaching and learning and the quality of outcomes for students, and does not encompass all areas of college oversight. Systems to enable assessment and the monitoring of student progress are informal and appropriate for small student numbers. Staff recruitment processes are good. Staff management is informal and appropriate for the size of the college. Staff are encouraged and supported by the principal to identify and participate in professional development opportunities. The use of plain English in college information is to be commended for making all information easily and widely accessible to all readers. 2.(b) Action points (i) Compliance with standards for Private Colleges

7 The Recording Workshop At the time of the inspection, the college met all the key requirements of the Standards for private further education colleges and quality is good. The college meets expectations for the quality of education. (ii) Recommendations for further improvement 2.5 The college is advised to make the following improvements. Establish formal systems and procedures to ensure the high quality of the work of the college continues in the absence of the principal. Extend the self-assessment process to include all aspects of the college. Develop the student handbook to contain more detailed information about local welfare support.

THE QUALITY OF THE CURRICULUM, TEACHING AND LEARNERS ACHIEVEMENTS 3.(a) Assessment of students prior to or on arrival 3.1 The assessment of students prior to commencement of studies is good. High quality information and advice are offered to students prior to acceptance onto courses. Great care is taken to ensure that courses meet the student s current and future needs as well as their personal interests. There is good information offered on other institutions specialising in music production. 3.2 Overseas students are expected to meet prescribed English language competency, although the college has good links with a local college offering English language teaching for those students wishing to develop their skills in this area. 3.3 On arrival students are interviewed by the principal so that a profile is created of their personal and career aspirations. This forms the basis of the personalised approach to teaching, and is used well to support student progress and achievement. 3.(b) Suitability of course provision and curriculum 3.4 The suitability of the courses and the curriculum is good. The curriculum is highly specialised, with a clear definition between foundation and advanced levels, and is accurately represented in marketing material. Students are well educated in accordance with the college s aims. Courses are internally devised and managed, and are not externally accredited. 3.5 Success is achieved through practical application of skills in the classroom, as well as individual and class assignments. Courses are at higher education level and are well planned, demanding high standards and commitment by students. Students highly value the opportunities and experiences offered and make excellent progress. 3.6 Courses are well matched to the needs of students and those of a global music industry. Courses on offer do not meet the criteria for Tier 4 students. All students complete the courses successfully. 3.(c) The quality of teaching and its impact on learning 3.7 The quality of teaching and the impact on learning are excellent. Teaching in the majority of lessons is outstanding and students make excellent progress. Teachers have a thorough knowledge of the music industry and, through their experience, are able to recreate scenarios based on the wide range of demands placed on sound engineers. All lessons are well planned, challenging and highly responsive to students individual needs. Theory-based lessons are well taught and interesting, with students actively engaged in the process. Assessment is continuous and developmental. Teachers offer plenty of opportunities for students to explore, evaluate and apply new knowledge and skills.

9 The Recording Workshop Technology is fundamental to the courses and students work with a wide range of specialist programmes, systems and equipment used in the recording studio environment. The teaching environment is authentic and the activities recreate the functions required in the workplace. In practical lessons students are able to apply theoretical knowledge and evaluate the impact on sound output and quality. Students are able to incorporate and employ all the skills required to successfully produce music. 3.9 Resources at the college are outstanding with many examples of both modern and historical versions of equipment, offering opportunities to evaluate the impact and output from different systems and the influence on music from different eras. This range of equipment and opportunities is particularly useful as it allows students to make comparisons and form judgements and opinions, as well as prepare them for working in all types of studio environments Independent research and project work underpin students theory and skills development. Students are given outstanding access to teacher support, equipment and resources in order to produce their own or collaborative material, and are encouraged and supported to produce work of the highest quality. Students report that they consider the high level of support they receive the reason they make excellent progress in their courses The college has appropriate systems and resources in place to support students with specific learning difficulties, such as dyslexia. 3.(d) Attainment and progress 3.12 Assessment and individual progress monitoring are excellent. Students are given a good range of theoretical and practical assignments with high quality assessment and feedback on performance in every lesson. Weekly tutorials are informal and give students the opportunity to discuss and evaluate their progress on the course, as well as discussing their personal aspirations. Verbal assessment is excellent, but as it is not formally captured or recorded it does not form a long-term record of a student s progress over time. All students successfully complete their courses.

STUDENTS WELFARE, INCLUDING HEALTH AND SAFETY 4.(a) Health, safety and security of the premises (in line with expectations of educational institutions) 4.1 Arrangements for health, safety and security of the college premises are good. The college is located in a large multi-use business centre that is managed by a different company. All appropriate regulatory safety inspections, fire evacuations and drills are undertaken, evaluated and recorded. The college has its own independent fire safety inspection procedures and these are well managed with good records maintained. 4.2 The college has a clear policy for risk assessment, accident, injury and illness, with good systems in place to oversee and manage these aspects. The principal is the designated first aider. 4.3 The college has adequate arrangements and appropriate facilities to make appropriate arrangements for students with physical disabilities, illness or injury. 4.(b) Student registration and attendance records 4.4 Admission records are well maintained, supported by a clear policy and wellmanaged systems. Attendance registers are accurate and all attendance is monitored and analysed for trends, with attention paid to the impact on individual students progress on the course. Systems to manage non-attendance follow the same system and principles as required to monitor students were they studying on a Tier 4 visa. The well-communicated punctuality policy is properly observed. 4.5 A clear policy is in place to collect and refund course fees, which is consistently applied. 4.(c) Pastoral support for students 4.6 Support and guidance for students are very good. Very effective relationships, in combination with the attendance and tutorial systems, ensure that students personal and academic development is very well managed. The principal is the designated welfare officer and he is knowledgeable about local support agencies; this information is not currently included in the student handbook. 4.7 There is a clear and promoted anti-bullying policy. The course content replicates the working environment for sound engineers and relies on effective teamwork and successful relationships between teachers and students and amongst students themselves. There is an excellent culture of integration and mutual respect. Relationships are excellent across the college, and students report that they feel well supported. All students would recommend the college to others. 4.8 The college has close links to the music industry and there is excellent support for work placements, further academic study and advice on employment opportunities.

11 The Recording Workshop 8 5. THE EFFECTIVENESS OF GOVERNANCE, LEADERSHIP AND MANAGEMENT 5.(a) Ownership and oversight 5.1 Oversight and governance are good. The proprietor provides effective oversight of the college in line with its aims. He is effectively supported in this by external advisors. All policies are in place and are supported by appropriate systems. All legal permissions have been obtained, with an effective system in place to monitor the renewal process. The principal fully discharges his responsibilities for health and safety and student welfare. Due to the size of the college, many of the systems and processes that underpin the college s key functions, whilst good, are informal and dependent on the principal being present. 5.(b) Management structures and responsibilities 5.2 An appropriate management structure, with clear lines of responsibility and accountability, is in place. All responsibilities are well monitored and effectively discharged. Timely and effective action is taken with regard to curriculum management and teaching resources, student welfare, facilities and maintenance. 5.3 Educational leadership is highly effective, with clear and appropriate oversight and a clear focus on maintaining and enhancing the college s vocational approach. Student progress and achievement are key to the success of the college, and are both well managed. Self-evaluation on the impact of teaching and learning and the success of students is accurate and robust. 5.4 The college attracts high quality staff. Professional development is on-going to ensure the college remains well-informed of new technological developments. Health and safety training is given to all staff as part of a thorough induction process. An appropriate teaching observation process offers good feedback to teachers and enables an effective informal staff appraisal process. 5.(c) Quality assurance including student feedback 5.5 Highly effective quality assurance methods are intrinsic to the college s activity. Students are active participants in the process and their feedback is sought at every lesson. Student progress is managed in line with a curriculum that effectively meets the requirements and needs of individual students. 5.6 The complaints procedure is clear and appropriate. Student feedback is actively encouraged throughout the course and through end-of-course questionnaires. Students are supported by teachers to critically evaluate their learning experiences, which results in direct and active continuous quality improvement. Students consider they receive a very high quality education and enjoy their lessons. This was confirmed by inspection evidence.

12 The Recording Workshop 9 5.(d) Staff recruitment, qualifications and suitability checks 5.7 The college recruits well-qualified and experienced staff. There is a good policy supported by effective systems to enable all required pre-employment checks. The college require all staff to provide evidence of checks by the Disclosure and Barring Service (DBS). Staff records are well maintained. 5.(e) Provision of information 5.8 The college website represents the work of the college well, with accurate and current information in line with requirements. The plain English approach to the website and college documents makes information easily and widely accessible to all readers. The college was highly responsive in providing information for the inspection.

13 The Recording Workshop 10 INSPECTION EVIDENCE The inspectors observed lessons, conducted formal interviews with students and examined samples of students work. They held discussions with staff and with the proprietor. The responses of staff and students to pre-inspection questionnaires were analysed, and the inspectors examined regulatory documentation made available by the college.
