3 Asset management is the process of organising, planning and controlling the acquisition, care, refurbishment, and disposal of infrastructure and engineering assets. The objective is to optimise service delivery capability, minimise the related risks and costs, and ensure that infrastructure and engineering assets deliver positive enhancement of natural and social capital over their entire life. The development and application of business processes and knowledge-based decision making software, advanced sensors and the intelligent deployment of systems and human resources are key aspects of this endeavour. Infrastructure and engineering asset management has developed into an internationally recognised field as a result of the groundbreaking research and development undertaken by CIEAM. The concepts promoted by CIEAM to improve product and process lifecycles are now acclaimed by peak industry and academic groups. CIEAM is leading the way in developing a body of asset management knowledge through its research and education programs. CIEAM VISION The CRC for Infrastructure and Engineering Asset Management (CIEAM) is a leading international research centre, driven by its users and stakeholders, and comprises worldclass researchers and practitioners. CIEAM is focusing on innovative industry-directed R&D, education and commercialisation in an integrated approach to physical asset lifecycle management to meet present and future needs, and ensure international competitiveness for Australian industry, and sustainability outcomes for society.

4 CIEAM As a Cooperative Research Centre, CIEAM s research is driven by industry requirements and conducted in collaboration with experienced practitioners and academic researchers. CIEAM works closely with industry partners to develop innovations that address the needs of industry, and as a result contribute to improving the infrastructure and engineering asset management industry sector. CIEAM has grown into an internationally recognised research centre and has fostered dynamic partnerships with its industry, professional bodies, government and university partners. CIEAM s robust links with industry are developed at both strategic and operational levels by: 1. Integrating asset management technologies incorporating bidirectional information flows with condition and environmental monitoring systems (in the form of sensors), diagnosis and prognosis analysis, models and decision systems to support decision-making. 2. Integrating engineering processes with inventory, scheduling, finance and other elements of the total corporate management system. 3. Integrating and improving maintenance and management processes and personnel to evolve an overall delivery system for asset management and maintenance that reduces costs and produces better long term outcomes. 4. extending innovations across industry sectors with appropriate integration into a wider range of industries. 5. Improving skills, capacity and capability of personnel in infrastructure and engineering asset management. 6. Working with industry and professional associations to build awareness of, and to educate and train practitioners in asset management that address today s challenges of efficiency, resilience, and sustainability. CIEAM Infrastructure and Engineering Asset Management

5 CIEAM addressing industry problems CIEAM s research is based on industry s need to address major challenges: 1. Ageing national engineering infrastructure 2. Under-investment in asset maintenance 3. Cost of maintenance and the total cost of engineering asset ownership 4. An innovative integrated asset management regime across all industry sectors 5. Addressing climate and sustainability issues Attending to ageing infrastructure Australia s economic and social viability is critically dependent on the capacity of the major physical assets that underpin the industrial, social and economic environments, to function effectively and to meet quality performance management standards. The Australian national infrastructure is relatively young compared to Europe and the USA. However, much of the engineering infrastructure in Australia has already exceeded its design life. Also, industry at large has tended to adopt automated production systems that increase productivity, but require increased expertise in asset management. Reversing under-investment in asset maintenance Engineers Australia s Infrastructure Report Cards highlighted reduced investment in managing national assets, with the resultant deterioration in their operational condition, leading to the need for research into alternative strategies. Reduced investment has partly resulted from the corporatisation and privatisation of public utilities, encouraging increased cost-cutting as a priority in order to grow shareholder value, or simply reduce budget pressures. Reducing maintenance and asset ownership costs The management of national assets is a substantial industry in its own right. The cost of maintaining Australia s infrastructure, non-residential buildings and industrial facilities is estimated at $30 billion per year. Both public and private industry is seeking significant reductions in the cost of owning assets, through improved holistic approaches to asset management. Introducing asset management to all industry sectors Improved asset management practice across all industry sectors is necessary to achieve a best practice integrated asset management environment. Maintaining a world-class research and development capability in integrated asset management technology, applications and innovation, CIEAM delivers cross-sector outcomes that - reduce maintenance, replacement costs, and downtime; - increase service and competitiveness; and - deliver sustainability outcomes.

The Program delivers new capability to the workforce through industry education and training in asset management technology and practice, and through graduate and undergraduate programs. CIEAM provides: - on-the-job industry training for university postgraduates; - degree programs for asset managers; and - programs for industry based on CIEAM s body of infrastructure and engineering asset management knowledge. CIEAM Research CIEAM s research activity comprises four major programs, structured to address specific challenges identified by industry. Each research program comprises projects with impact and application in target outcome areas, and ultimately in the wider industry. CIEAM will extend its relevance beyond core participant industries by working with a broader group of industry partners and small and medium enterprises and by engaging in community-based projects. Projects are undertaken as a collaboration between some of Australia s leading researchers and practitioners focusing on the sustainability of key infrastructure assets such as power and distribution, utilities and transportation systems. 8 Since its inception, the CRC for Infrastructure and Engineering Asset Management has continually advanced and informed the field of asset management and directly influenced industry, offering innovative solutions for complex industry problems. It has raised the profile of infrastructure and engineering asset management as a research discipline that has immediate relevance and application to Australian Government bodies and industry. outcomes of CIEAM research CIEAM s most significant impact will be the transformation of asset operation business models by fusing predominately engineering-focused management practices with strategic, sustainability, structural development and organisational cultures. This strategy has been developed in consultation with industry over the last several years. TECHNOLOGY ROADMAP On 16th October 2007, CIEAM held an important workshop, facilitated by the Institute for Manufacturing of the University of Cambridge, involving over 80 industry and research organisations. The purpose was to identify the asset management challenges facing industry and the community, and to obtain guidance on the directions that the CIEAM work program should take. The results of that workshop are illustrated in the technology road map, where the challenges are identified and plotted in terms of their priority, and a prediction of the time frame in which they might be addressed. The size of the spheres indicates the relative priority of the challenge areas as perceived by the group at that time. Since 2007 there have been likely significant shifts in these relationships. For instance, sustainability now has a significantly greater prominence in asset management considerations. 11 AAMCoG ( In August 2006, in an initiative to develop new directions in asset management nationally, CIEAM formed the Australian Asset Management Collaborative Group (AAMCoG), a collaboration of many of Australia s asset management peak bodies. AAMCoG s ongoing mission is to Facilitate collaboration between interested organisations to promote and enhance asset management for Australia. ISEAM ( CIEAM s intent to form a new international multidisciplinary professional learned society in engineering asset management was realised in July 2006 by the formation of ISEAM (International Society of Engineering Asset Management). The Society is dedicated to the development and recognition of engineering asset management as an integrated and important body of knowledge. It provides thought-leadership and influence on a global basis to coordinate the emerging transdiscipline of engineering asset management s advance with academics, practitioners, and policy makers. WCEAM ( CIEAM instigated the exciting initiative of the World Congress for Engineering Asset Management in 2006, and remains a key facilitator of the ongoing yearly congress. The WCEAM locations have been allocated to 2014 and offer the prospect of a continuing engagement with the topic of infrastructure and engineering asset management on a global scale. The objective of WCEAM is to bring together leading academics, industry practitioners and research scientists from around the world to: CIEAM LEADERSHIP CIEAM is led by CEO, Professor Joseph Mathew who has effectively championed the need for a collaborative research and development organisation to promote Infrastructure and Engineering Asset Management. Each of CIEAM s research programs are led by accomplished academics in fields related to Infrastructure and Engineering Asset Management.
