3 Professional Educator License (PEL) endorsed for Pre K- Age 21 Learning Behavior Specialist I (LBS I) Endorsement (current rules) Complete an approved preparation program leading to a Pre K-Age 21 endorsement in Learning Behavior Specialist I (LBS I). Among other requirements, the individual must have completed the following: 32 semester hours of coursework in special education or a major in special education; Must include coursework in cross-categorical methods, reading methods and reading in the content area, and English as a Second Language (ESL) methods or bilingual methods pass the required tests and complete student teaching. 23 Illinois Administrative Code Part 25 Section
4 Professional Educator License (PEL) endorsed for Pre K- Age 21 Learning Behavior Specialist I (LBS I) Endorsement *HB2657 passes Complete an approved preparation program leading to a Pre K-Age 21 endorsement in Learning Behavior Specialist I (LBS I). Among other requirements, the individual must have completed the following: 32 semester hours of coursework in special education or a major in special education; Must include coursework in cross-categorical methods, reading methods and reading in the content area, and English as a Second Language (ESL) methods or bilingual methods pass the required tests and complete student teaching. 23 Illinois Administrative Code Part 25 Section
5 LBS I - Educator License with Stipulations (completion of an approved educator preparation program outside of IL with a valid out of state certificate/license) *HB2657 passes An educator license with stipulations endorsed for a provisional educator is valid for one full fiscal year and can be extended for an additional fiscal year if a test of basic skills and the appropriate content test have been passed before the license expires. No additional application or documentation is required for the extension. 5
6 LBS I - Educator License with Stipulations (completion of an approved educator preparation program outside of IL with a valid out of state certificate/license) *HB2657 passes Before an educator license with stipulations endorsed as a provisional educator expires, the requirements for the professional educator license (PEL) should be met. If the PEL requirements are met within one year of the issuance of the original ELS, the ELS will be exchanged for the PEL for no additional fee. 6
7 LBS I - Educator License with Stipulations (completion of an approved educator preparation program outside of IL with a valid out of state certificate/license) *HB2657 passes An ELS can be renewed for an additional two years if you have not been employed full-time on the license in a public or recognized non-public school. To renew your license, you must complete ISBE form #80-04: Request to Renew Educator License with Stipulations-Provisional Educator. Your regional office of education must verify you have not been employed full-time on your license and will upload the form to your ELIS account. To be valid, the form must be uploaded to ELIS prior to your license s expiration date. 7
8 LBS I - Educator License with Stipulations (completion of an approved educator preparation program outside of IL with a valid out of state certificate/license) *HB2657 passes After the two year renewal period, the license will expire. If you have not qualified for the PEL within one calendar year of your ELS s original issue date, you must submit a new application and fee in order to be issued the PEL. Licensure requirements in place at the time of the new application must be met. 8
9 Requirements for the LBS I Subsequent Endorsement The LBS I endorsement may be added to a PEL endorsed in the following: early childhood (K-3), elementary (K-9), secondary (6-12) and special K-12 or PK-21 (K-12). The LBS I endorsement covers the same grade range as the first teaching endorsement. This endorsement may be added via entitlement or through application to ISBE Illinois Administrative Code Part 25 Section 25.46
10 Requirements for the LBS I Endorsement Added at Grade Range Requirements for the LBS I endorsement include: Pass the LSB I content-area test (155); and Complete coursework in the following areas: survey of exceptional children; cross-categorical (LBS I) characteristics; cross-categorical (LSB I) methods; and 10 psychological diagnosis of students with all types of disabilities Note: Coursework requirements are the same regardless of which grade range is being added. 23 Illinois Administrative Code Part 25 Section 25.46
11 Requirements for the LBS I Approval Issued Only Through 9/1/15* The LBS I approval may be added to a PEL endorsed in the following: early childhood (K-3), elementary (K-9), secondary (6-12) and special K-12 (K-12). The LBS I approval covers the same grade range. The LBS I Approval requires coursework in the following areas: survey of exceptional children; cross-categorical (LSB I) characteristics; cross-categorical (LBS I) methods; and psychological diagnosis of students with all types of disabilities 11 The LBS I approval may only be granted through application for a LBS I endorsement and issued prior to September 1, As of Sept 1, 2015 no more LBS I approvals granted. * New applications will not be accepted after 9/1/15. Educators with deficient evaluations may still be issued the approval after 9/1/15 if deficiencies are completed before the expiration of the evaluation.* 23 Illinois Administrative Code Part 25 Section 25.47
12 What is the Difference Between the LBS I Endorsement and the LBS I Approval? Although one can be assigned to teach in a special education setting with an LBS I endorsement or an LBS I Approval, the Approval is limited in that: The LBS I approval is valid for 3 years and is non-renewable*. *if issued after January 1, To continue teaching in a position that requires the LBS I Approval, one would need to have earned the LBS I Endorsement by passing the LBS I Test (155).
13 Short-Term Emergency Approval (STE) Issued Only Through 9/1/15* This is a temporary, cross-categorical approval. 13 The Short-Term Emergency approval is valid for 3 years beginning with the next academic term. This approval is valid for teaching cross-categorical special education in grades K-12. EX: If an educator holds an early childhood education (self-contained general education) SCG3 Birth through Grade 3 endorsement the STE Approval is valid for Kindergarten through Grade 12. * New applications will not be accepted after 9/1/15. Educators with deficient evaluations may still be issued the approval after 9/1/15 if deficiencies are completed before the expiration of the evaluation.* 23 Illinois Administrative Code Part 25 Section 25.48
14 Short-Term Emergency Approval (STE) Issued Only Through 9/1/18 *Proposed Rules* 14 This is a temporary, cross-categorical approval. The Short-Term Emergency approval is valid for 3 years beginning with the next academic term. This approval is valid for teaching crosscategorical special education in grades K-12. EX: If an educator holds an early childhood education (self-contained general education) SCG3 Birth through Grade 3 endorsement the STE Approval is valid for Kindergarten through Grade Illinois Administrative Code Part 25 Section 25.48
15 Requirements for the Short-Term Emergency Approval (STE) This credential is issued by ISBE. The applicant must hold a PEL endorsed in teaching early childhood, elementary, secondary, or special (K-12 or PK-21). The applicant must have completed the following coursework to receive the STE: 15 Survey of the exceptional child and coursework in one of the following areas: cross-categorical (LBS I) methods cross-categorical (LBS I) characteristics; or psychological diagnosis of exceptional children 23 Illinois Administrative Code Part 25 Section 25.48
16 Institution Responsibilities for the Short-Term Emergency Approval (STE) 16 The college/university must verify: The applicant holds the appropriate teaching endorsement on the required license; The applicant has already completed the survey of the exceptional child coursework and coursework in one of the three remaining areas; The applicant has a plan in place that will lead to the LBS I endorsement within 3 years. The plan should include when the individual will take the remaining coursework: cross-categorical (LSB I) methods, cross-categorical (LBS I) characteristics, psychological diagnosis of exceptional children, adaptations or modification of the general curriculum to meet the needs of the LBS I student; and a supervised clinical experience. (Note: The requirements in green are not required for a subsequent LBS I endorsement). o Submit ISBE Form 73-86: Application for Short-Term Emergency Approval in Special Education 23 Illinois Administrative Code Part 25 Section 25.48
17 Staff Requirements for Short-Term Emergency Approval (STE) 17 The employing entity must provide the following: a description of efforts made to locate a fully qualified individual to provide the services needed a description of the disabilities of the students to whom the teacher is to provide services include the name and qualifications of the supervisor 23 Illinois Administrative Code Part 25 Section 25.48
18 Limitations of the Short-Term Emergency Approval (STE) A Short-Term Emergency Approval cannot be issued if the applicant holds, did hold, or otherwise qualifies for a LBS I endorsement. A second STE may not be issued; however, special provisions in rule do allow for limited extensions to be granted Illinois Administrative Code Part 25 Section 25.48
19 Pre K- Age 21 Learning Behavior Specialist II (LBS II) Endorsement This endorsement is available via entitlement only. Only Illinois institutions with an approved LBSII program(s) may entitle for the LBS II endorsement. Currently, only the following institutions offer one or more of the LBS II programs listed below: EIU, ISU, Judson, Loyola, NEIU, NIU, NLU, SIU-E, Trinity Christian University, UIC, and UIUC. LBS II programs include: Behavior Intervention Specialist Bilingual Special Education Specialist Curriculum Adaptation Specialist Deaf-Blind Specialist Multiple Disabilities Specialist Technology Specialist Transition Specialist Illinois Administrative Code Part 28 Section
20 Early Childhood Special Education Endorsement (ECSE) 20 Completion of an early childhood special education program. o Only four Illinois institutions have been approved to offer this endorsement: Judson, Lewis, Loyola and UIC. Approved Program Code Approved Program Endorsement Code Endorsement Grade Level ECSE Early Childhood Special Education ECSE Early Childhood Special Education Birth- Grade 3 Educators who hold the ECSE endorsement may teach early childhood special education at the preschool level. 23 Illinois Administrative Code Part 25 Section
21 Pre-K ONLY Early Childhood Special Education Approval (ECT) Individuals must hold a PEL endorsed in Early Childhood Self-Contained General Education (Birth to Grade 3) or a LBS I (Pre K-Age 21) endorsement and have: Completed coursework in each of the following: early childhood special education assessment early childhood special education methods development of language in the young child child family and community relationships 21 Some institutions have identified a full set of courses to meet the requirements for this approval. 23 Illinois Administrative Code Part 226 Section
22 Pre-K ONLY Early Childhood Special Education Approval (ECT) 22 It is important to note that although the grade range for the Special Pre K Age 21 LBS I PEL includes Preschool, an Early Childhood Special Education approval is required to teach below the Kindergarten level. 23 Illinois Administrative Code Part 226 Section
23 Bilingual Special Education Approval 23 The Bilingual Special Ed Approval is issued by ISBE. The Bilingual Special Education Approval is valid for teaching in the same grade range as the first endorsement. For example, if the applicant holds an Elementary PEL, the Bilingual Special Education Approval would be valid for teaching in a bilingual special education classroom setting in Grades K-9. There are four options to obtain a bilingual special education approval. They are:
24 Bilingual Special Education Approval Option One: 24 Hold a license endorsed in a special education teaching field or a license with a special education approval ; Complete the language proficiency assessment in the target language; Complete a theoretical foundations of bilingual/esl education course; Complete a bilingual methods course; and Complete the bilingual assessment course.
25 Bilingual Special Education Approval Option Two: 25 Hold a license endorsed in early childhood, elementary, secondary, or special K-12 AND an ESL or bilingual approval; Complete coursework in LBS I characteristics; Complete coursework in LBS I methods; and Complete coursework in psychological diagnosis for exceptional students.
26 Bilingual Special Education Approval Option Three: 26 Hold a transitional bilingual endorsement on an Educator License with Stipulations and have 2 years of successful teaching experience; Complete coursework in LSB I methods and characteristics; Complete coursework in the survey of the exceptional child; and Complete a course in theoretical foundations and a course in assessment of the bilingual student.
27 Bilingual Special Education Approval Option Four: Hold a license endorsed in School Support Personnel (except school nurse); Complete the applicable target language proficiency test or English Language proficiency test (not for native English speakers); and Complete the bilingual assessment course. Note: This approval would prepare the school psychologist (for example) to conduct assessments of bilingual students. 27
28 ESL Special Education Approval The ESL Special Education Approval is issued by ISBE. There are three options to earn an ESL Special Education Approval. Option One Complete the following: Hold a license endorsed in a special education teaching field or a license with a special education approval; Complete a theoretical foundations of bilingual/esl education course; Complete an ESL methods course; and Complete the bilingual assessment course. Note: The ESL Special Education Approval is valid for teaching in the same grade range as the first endorsement. 28
29 ESL Special Education Approval Option Two 29 Complete the following: Hold a license endorsed in English as a Second Language; and Complete the LBS I methods course and LBS I psychological diagnosis for exceptional child(ren).
30 ESL Special Education Approval Option Three 30 Complete the following: Hold a license endorsed in School Support Personnel (except School Nurse); and Complete the bilingual assessment course. Note: This approval would prepare the school psychologist (for example) to students for whom English as a Second Language.
31 Director of Special Education (DSE) This endorsement is required for employment as a Director of Special Education or an Assistant Director of Special Education. There are three options A, B and C for achieving this endorsement Illinois Administrative Code Part 25 Section
32 Director of Special Education (DSE) Option A Approved Program 32 Hold a master s degree or higher from a regionally accredited institution Complete an approved Illinois program for DSE which includes the four courses Complete one course in each of the following: special education law special education finance supervision of programs for children with disabilities cross-categorical special education methods Document 2 years of full-time special education teaching or serving as a school social worker, psychologist or speech language pathologist on a valid license Pass the DSE content-area (180) test and the TAP (TAP only required if this endorsement is the first on a Professional Educator License) 23 Illinois Administrative Code Part 25 Section
33 Director of Special Education (DSE) Option B Held an Approval for Administrator of Special Education - Subsequent Endorsement Hold a valid administrative endorsement 33 Hold a master s degree or higher from a regionally accredited institution Document 2 years of full-time special education teaching or serving as a school social worker, psychologist or speech language pathologist on a valid license Pass the DSE content-area (180) test Note: All such Administrator of Special Education Approvals expired in Illinois Administrative Code Part 25 Section
34 Director of Special Education (DSE) Option C Subsequent Endorsement Hold a valid administrative endorsement 34 Hold a master s degree or higher from a regionally accredited institution Document 2 years of full-time special education teaching or serving as a school social worker, psychologist or speech language pathologist on a valid license Pass the DSE content-area (180) test 23 Illinois Administrative Code Part 25 Section
35 Director of Special Education (DSE) Option C (continued) Must complete a total of 30 semester hours in the following areas: Complete one course in each of the following: special education law special education finance supervision of programs for children with disabilities cross-categorical special education methods 35 Complete the remainder of the 30 semester hours of coursework in any of the following areas: curricular adaptations/modifications and assistive technology facilitation of the least restrictive environment for all students characteristics of students with disabilities collaboration with parents and school personnel transition services for students with disabilities educational and psychological diagnosis and remedial techniques 23 Illinois Administrative Code Part 25 Section
36 Director of Special Education (DSE) Required for Options A, B and C 2 years full-time teaching experience on a valid license Must be full-time 36 Must be reported as the teacher of record (full time teaching responsibilities for the class). Only experience that can count: special education teacher or speech language pathologist, school social worker or school psychologist. May not count experience as a paraprofessional Must be Pre K-Age 21 (common schools) experience Position must require an educator license May not be day-to-day substitute teaching (different classroom each day) Day care experience cannot be accepted; OR 23 Illinois Administrative Code Part 25 Section
37 Director of Special Education (DSE) (continued) 37 2 years of school support personnel experience on a valid license endorsed in one of the following areas: School Psychology School Social Worker Speech Language Pathologist Non-Teaching Note: School Counselor, School Marriage and Family Counselor, and School Nurse experience cannot be used as experience to obtain a DSE endorsement. 23 Illinois Administrative Code Part 25 Section
