2 ehealth Record Engagement Initiative (EEI) The engagement of private healthcare and IT service providers are essential to the success in building up a Territory-wide Patient-oriented ehr Sharing System in HK. 2
3 EEI Invitation for ehr Partnership Second Stage EEI To engage IT professional bodies and private IT vendors to further explore partnership proposals contributing to ehr development Private Healthcare Provider On-going engagement 3
4 Principles of Government Support Follow the same principles applied in the first stage EEI Basic Principles Contribute towards building a territory-wide ehr infrastructure Promote interoperability of various systems Encourage ehr sharing Benefit towards improvement of patient healthcare services Financial Sponsorship To ehr projects undertaken by Non-profit-making Professional Bodies Open-Source development enable flexibility in further development by other service providers Not-for-Profit manner ensure clinical systems available to healthcare stakeholders with minimal or even no cost Non-financial Support Provide technical advice, transfer of knowledge and training support to the IT sector Make available the technology know-how of the public sector systems, e.g. ehr technical standards and data interoperability IT vendors will shoulder the costs for developing the epr/emr solutions for sale in the market 4

Deploy CMS Extension Systems through ehr CSP Scheme IT Opportunities for private IT vendors CMS Adaptation: Provide integration, hosting and implementation services for private hospitals and group practices CMS On-ramp: Provide implementation and technical support for private clinics, NGOs etc. 8
