3 BROOKS CITY BASE Located in San Antonio, Texas, Brooks City Base is one of the most innovative, master-planned developments in the United States. It was created in 2001 by the United States Congress, the State of Texas and the City of San Antonio to redevelop the former Brooks Air Force Base. It is owned and managed by the Brooks Development Authority, which has a 13-year record of development success, transforming this 1,200-acre campus into a vibrant community where people want to live, work, learn and play. The transition from Brooks Air Force Base to Brooks City Base turned what was supposed to be a knock-out punch to our local economy into an exciting opportunity for public-private development. 4 RICH HISTORY, WORLD-CLASS OPPORTUNITY The legacy of Brooks City Base dates back to 1917, when the community was first established as Brooks Air Force Base. Here, pioneers of early aviation earned their wings and the School of Aerospace Medicine transformed the nation s space program. That technology made history again in 2011 when Felix Baumgartner prepared for the Red Bull Stratos Challenge, a 24 mile leap from space, at an environmental chamber maintained by Wyle Labs, an aerospace firm located at Brooks City Base. 12 ECONOMIC DEVELOPMENT INCENTIVES Brooks City Base Tax-Free Land: The Brooks Development Authority is a public entity and owner of the Brooks City Base campus, so any projects built here are exempt from ad valorem taxes. Build-to-Suit: The Brooks Development Authority offers build-to-suit facilities for qualifying companies. City of San Antonio Property Tax Abatement: The City of San Antonio offers tax abatements of up to 100% on real and/or personal property taxes on improvement values for a maximum term of up to 10 years. Abatement percentages and terms are based on job creation, wages, targeted industry and project location. Workforce Solutions Alamo (WSA): Offers no-cost testing and screening services designed to provide companies with an ongoing pool of qualified, motivated job applicants. Job Tax Credits: Workforce Solutions Alamo s On the Job Training program can put together a tailored training plan that can provide up to 1,040 hours of subsidized training. Foreign Trade Zone: San Antonio is home to Foreign Trade Zone #80 which allows a business to import/ export foreign goods or materials or place their goods in the zone without formal U.S. Customs entry, and excludes paying formal duties or government excise taxes until the product enters the United States market. Triple Freeport Tax Exemption: The City of San Antonio, Bexar County and two local independent school districts, Judson ISD and San Antonio ISD, allow personal property tax exemptions for companies that deal with goods-in-transit or inventories used in the manufacturing process and leave the State of Texas in 175 days or less. 13 Emergency Operations Center CPS Energy E-16 Economic Development Incentive Rate Rider: CPS Energy s Economic Development Incentive Rate Rider is for large, energy intensive users. Companies utilizing a capacity of 10,000 KW could qualify for this incentive which provides a minimum billing discount equal to a 10% reduction of demand charges for two years. Demand Response Program: Provides financial incentives to customers who volunteer to become a part of the program. Incentive payments are calculated based on the customer s overall curtailment performance during the summer season. Once verified, customers choose to receive their incentive payment as a check or credit posted to their account. New Construction Rebate: CPS Energy offers incentives for HVAC, lighting, new construction, or can customize a rebate for you. The HVAC rebate is based on the efficiency of the new equipment and the tonnage. For lighting, the amount of the rebate is based on KW and KWH saved. Customers can also choose to do a whole building performance on a new building to maximize the potential rebate. Work Opportunity Tax Credit: A Federal tax credit available to employers who hire and retain veterans and individuals from other target groups with significant barriers to employment. San Antonio Economic Development Incentive Fund: A performance based grant to high-impact projects looking to locate in San Antonio. This can be used by the company for a wide variety of activities including procuring and preparing a site, infrastructure improvements, training, or to help offset employee relocation. Bexar County Bexar County: The County provides tax abatements of up to 100% on real and/or personal property taxes on improvement values for a maximum term of up to 10 years. State of Texas Texas Enterprise Fund: The largest deal-closing fund of its kind in the nation, this can be used for a variety of economic development projects including infrastructure development, community development, job training programs and business incentives. Qualified projects typically receive $3,000 $8,000 per new job. Skills Development Fund: Texas premier job training program provides training dollars for Texas businesses and workers. The fund pays for training to improve employee skills and is administered by a local community college. State Enterprise Zone: A tool that allows communities to partner with the State to offer state tax benefits to new or expanding businesses in distressed areas. Empowerment Zone Employment Tax Credit: A federal tax credit up to $3,000 per employee, this is available to businesses located in a designated Empowerment Zone that hire residents of the zone. Research and Development Tax Credit: Creates research and development incentives by giving companies a choice between a franchise tax credit and a sales tax exemption for materials, software and equipment used for research and development purposes. Franchise Tax Reforms: Permanently exempts businesses that make less than $1 million in revenue from the franchise tax. L I V E W O R K L E A R N P L A Y H E R E 11
