8 Biomass potential in BiH In the energy coming from biomass plays an important role mainly in the firewood to produce heat Biomass, in the form of firewood and charcoal is currently a growing source of energy in the country and consumption was estimated at tonnes in 2003 (for 2011 estimated at tonnes). Wood fuel consumption is predominant in households, particularly in rural and suburban areas in. Biomass consumption by other sectors like agriculture, commerce and indusrty is growing. 8/33

9 Biomass potential in BiH Generally, it can be stated that the demand for biomass is growing (industry, households) The forests are the main natural resource in ; it is one of the richest countries in Europe in terms of forest cover and variety in relation to the size of the country (per capita 0,74 ha of forest are available putting BiH on the sixth place in Europe in terms of forest availability) Considering that 15 to 25% of the land is arable and under pastures, Bosnia and Herzegovina has very excellent preconditions for use of biomass! 9/33

12 Biomass potential in BiH The most significant source of biomass for energy production is wood mass from forests (fuel wood, forest residues and wood waste from wood processing industry). However, agricultural residues have a significant energy potential in the Republic of Srpska, and central and southern part of Federation of Bosnia and Herzegovina 12/33

17 Regulatory framework The draft law on the use of renewable energy sources and efficient cogeneration (1) The purpose of this Act is to promote the production of electric energy and heating and cooling from RES, as well as the use of renewable energy in transport for consumption on the domestic market and increasing the share of total energy consumption, and ensuring the development of incentive measures, regulatory frameworks and infrastructure for RES. (2) encouraging the production of electricity from RES and production of heat and electricity in cogeneration (cegeneration), as well as the use of renewable energy in transport NAPOE (National Action Plan on RE) 17/33

18 Regulatory framework In 2002 the government adopted a resolution to promote the generation of electricity from renewable energy sources. In this, the electricity suppliers or grid operators are obliged to accept electricity from renewable energy sources in their grids and to pay a fixed rate for it Energy Community - is obliged to implement the EU Directives regarding the energy market, environmental protection and renewable energy sources Transposition of EU directives 18/33

19 Regulatory framework RE related EU directives: Directive 2001/77/EC on the promotion of electricity from renewable energy sources in the internal electricity market Directive 2004/8/EC on the promotion of cogeneration based on a useful heat demand in the internal energy market Regulation on the use of RES (FBiH and RS) The generation of electricity from RES is stimulated by two important points witihin the regulation: 1. advantage of delivery, or acceptance of electricity supply into the grid 2. purchase obligation of electricity generation from RES 19/33
