1 BEST PRACTICES DISCUSSION / BICYCLE MASTER PLAN This memo highlights for each draft policy area to be included in the Bicycle Master Plan key objectives, a summary of relevant focus group comments, and examples of Best Practices from communities around the country. A companion handout provides more information on the Best Practice examples. (NOTE: The slide/page numbers from that handout are listed for easy crossreference). Maintenance and Preservation of Bicycle System Develop/Maintain list of priorities for overlay and reconstruction Identify bikeway corridors where year round accessibility is provided Establish guidelines for maintenance of bikeways to guide future M&P activities Develop a funding stream(s) to maintain bikeway system at desired level of service Identify new or innovative methods to more effectively and efficiently maintain system Create a process for community residents to report maintenance issues or suggest improvements (FG) Street cleaning and potholes noted as factor that discourage use of bike for day to day trips (FG) Rumble strips noted as another factor, with a 2 nd comment that it is more critical issue on roads without wide shoulders. 2 Bicycle System Development / Enhancements & Amenities Improve options for integrating bicycle travel with transit service Identify measures that could reduce delay to bicycle travel such as sensor-equipped intersections Secure and / or covered bike parking available at major destinations; Lack of bike racks downtown and ones that are there people don t know about Bicycle parking requirements in local land development ordinances Community Bike Station development In-route amenities such as information kiosks, rest areas, water, etc. Wayfinding (Separate OCPH Project) Produce regularly updated bike maps with info on parking, repairs, rentals Bike sharing programs and expand bike rental options Bicycle tourism information packages (FG) it s more comfortable to ride on trails / Need greater comfort riding in traffic (FG) Signs don t tell you where you re going / Signs with directions absent. (FG) Should put a premium on developing more bicycle parking (also comment about bike rack being snowed in and unusable) (need for secure parking) (FG) Need Green Bike (?) or Bike Share programs (FG) Showers! (FG) When online I can pick out routes, but they are not connected with road route numbers (FG) Should designate bike routes like bus routes (FG) Need more places to stop/rest, ie, benches, covered areas, drinking fountains (FG) Encourage local businesses to contribute to bike system by giving them opportunity to advertise / promote their contribution (FG) Very few shopping destinations have bike parking or racks are useless, not sturdy (FG) Not sure bike lanes are helpful (infers that cyclist s can t ride on other roads) (LAB) Develop a series of short (2-5 mi.) loops rides around the community and provide appropriate way-finding signage. Integrate these rides into local bike map (DMP) Add covered bicycle parking in the Center Street Ramp (located between Broadway and 1st Avenue NW/SW) ; Expand and cover the existing bike parking in front of the Rochester Public Library; Install covered bike parking at the Rochester Government Center Page 2

3 Bicycle Parking facilities need to serve multiple purposes. Conceptually, certain facility types are better suited to serve short term versus long term parking needs (slide 8). There is a typology of bike parking facility types that can be targeted to different users (slide 9). Bicycle Parking Requirements can be adopted as part of local land development ordinances to insure that a minimum level of parking is provided in future development. Recommendations from Rochester Downtown Master Plan are highlighted for downtown area are highlighted (slide 10) as well as an example of general community-wide standards (slide 11) Integration of bicycle travel with transit can occur on a number of levels, including: o Allowing bikes on buses o Providing bike parking at key transit stations o Targeting route improvements to insure safe routes to transit stations are available o Promoting to individuals the combined use of bicycle and transit for purposes such as the trip to work through information packets, mentoring, incentives such as making Guaranteed Ride Home services available to bike commuters, o Establishing Bicycle park and ride facilities with secure long term parking and other amenities to encourage persons to bike to park and ride lots The Edina Bicycle Master includes a concise but complete discussion of these avenues (slide 12 & slide 13) Bike Stations provide a range of services to users and are typically located in high bike traffic areas (slide 14) Bike Share programs can be initiated in higher density areas as a way to make bicycles available for short trips during the day (slide 15) Davis, CA, provides an example of a more informative Bike Map that includes information on repairs, rentals, etc (slide 16) Madison, WI has provided bicycle repair stations in the community where cyclists can do quick routine maintenance if needed during a routine trip (slide 17) General principles for targeting out of town visitors, taken from background materials on the Rochester downtown master plan, are listed on slide 18 Page 3

4 Safety through Education Promote ongoing messaging to cyclists and motorists regarding sharing the road Promote education & training opportunities for adults regarding bicycling o Focus areas include bicycle laws, bicycle operations, equipment needs, etc Ensure age-appropriate education materials and opportunities are provided for children on cycling techniques and use of bicycle facilities o Focus are include school curriculum, print materials, events such as bike rodeos, and online materials. (FG) There is a cultural attitude that bikes don t belong on a road Pervasive attitude that if I m in my car I ll run you off the road (FG) Should buy up a bunch of billboard space to educate motorists about cyclist s right to use the road (FG) Need to address lack of understanding about bikes and right turn lanes (FG) General need for more driver and bicyclist education (to educate drivers that bikes belong, and to create culture where cycling viewed as transportation, not recreation) (LAB) Improve the reach of the community s bicycle safety campaigns. Continue to expand public education campaigns to promote the share the road message and the rights and responsibilities of all users. (LAB) Work to get bicycling and motorist education messages added to routine local activities such as tax renewal, drivers licensing and testing, or inserts with utility bills. (LAB) The community should work to increase bicycling education opportunities for children and adults. Having local League instructors will enable the community to expand cycling education, to be cycling ambassadors, to deliver education to motorists, provide cycling education to adults, and have an expert to assist in encouragement programs. Targeted Adult Cycling Training programs such as program in Tilburg, NL focused on Immigrant women (slide 19) Examples of safety education programs that can be considered (slide 20) (graphic courtesy of Virginia Department of Transportation) Graphical educational materials such as Pima County, AZ Share the Road Brochures (slide 21) Page 4

5 Promote Bicycling through Education Provide age appropriate events for children to learn about benefits of bicycling o Include in curriculum o Establish signature bike events o Online and print materials Provide adult bike commuters information on skills and techniques related to bike commuting Develop a brand identify for the bicycling program in Rochester area Provide information for adults on benefits of bicycling o Options include online info, media campaigns, print materials Focus Groups (FG) or LAB Comments (LAB) (FG) Participants mentioned use of Google Maps, Twitter, RAC Bulletin Board, city web site as sources of information (FG) Comment that maps are not up to date some information is incorrect / Also noted that map posted on Kiosk along on Mayowood Trail is faded / general lack of kiosks along trails / maps are hard to find / in six years haven t found useful information yet (FG) Would like to see more advertising for what Rochester has in terms of bike infrastructure (FG) Participant mentioned that I map out in my head routes using roads with little traffic (FG) Need to advertise with roads are upgraded / maintained for cyclist use also get word out about number of miles of paths, routes, lanes (FG) Promote bicycling as green transportation advertise routes and time/distance to destinations (FG) Work with Post Bulletin and bike shops to promote a route every week, for example More local bike rides (LAB) Consider offering a Ciclovia or Summer Streets type event, closing off a major corridor to auto traffic and offering the space to cyclists, pedestrians and group exercise events Websites with General Information about riding on roadways such as Columbia, MO Bicycling 101 site and Bike/Walk Twin Cities site (slide 22) Handbooks packed with information for commuters or other active riders such as New Haven, CT Smart Cycling (slide 23) and State of Georgia Bike Sense Handbook (slide 24) City of Milwaukee effort at developing a Brand identify for bicycling program (slide 25) Education programs such as Chicago Bicycling Ambassadors program or Bozeman MT Women on Bikes Program (slide 26) Page 5

6 Injury and Crash Reduction Identify primary factors contributing to bicycle crashes and identify potential countermeasures Establish an ongoing inventory process to identify roadway features that can contribute to potential safety problems Develop a process to identify critical safety locations where detailed safety audits or other detailed evaluation is warranted to identify potential safety upgrades (FG) Comment that It s not very safe (riding) on the road (FG) Default speed limit of 30 MPH is higher than in many places (25 MPH more typical outside of Minnesota) (FG) Concern that Sharrows make accident rates go up (ref: research) Targeted efforts such as bike helmet programs for children or bike testing events can be used to target injury reduction efforts (slide 27) Page 6

7 Enforcement Increase level of compliance with bicycling laws through education and targeted enforcement o Disseminate information regarding sidewalk riding policies o Secure funding for ongoing bicyclist and motorist education campaign to promote understanding of the rules of the road o Work with law enforcement staff to identify potential bicycle enforcement issues and develop program to address the issues. (LAB) Make strong connections between bicycling community and law enforcement. Ensure that police officers are aware of the Share the Road message and have general knowledge regarding traffic law as it applies to bicyclists. The city should consider hosting an Enforcement for Bicycle Safety seminar. This is a great continuing education opportunity for law enforcement. Work to insure that key elements of a comprehensive enforcement program as described in Slide 28 (courtesy of Virgina DOT) are locally implemented. Encouraging bicyclists to have lights on their vehicles for riding at dusk or after dark with Light the Bike campaign; examples from Portland and Bozeman, MT (slide 29) In areas where bicycling on sidewalks is a problem consider Dismount zone programs to reinforce laws against riding on sidewalks (slide 30) Page 7

8 Encouraging Bicycle Mode Share Increase Increase share of journey to work trips made by bicycle by o Working with employers to provide incentives to employees to consider use of bicycle for commute trip o Disseminate information directly to local area residents about using a bicycle for commute trip o Work with employers to put in place end of trip infrastructure needed to encourage employees to consider biking to work Increase share of utilitarian trips made by bicycle by working with retailers to offer convenient parking and promotions targeting bicyclists Develop and distribute through various media informational materials about the bikeway network to encourage family use of trails and paths for recreation Increase the share of children who bike to school (FG) Financial incentives would be good (FG) Use mechanisms such as contests ) (FG) More efforts to combine modes bike and buses (FG) Encourage people to think about financial cost savings associated with biking (FG) More local bike rentals (FG) Promote it by pointing out it faster to get to destination than looking for car parking (FG) Do more to highlight benefits such as exercise, cost saving, stress reducing, fresh air, time savings (FG) A number of comments were made regarding land use practice, ie, layout of town makes it hard to live without car; problem of sprawl development that is not bike friendly, (LAB) Consider passing an ordinance or local code that would require larger employers to provide bicycle parking, shower facilities, and other encouragement tools. The city could be the model employer for the rest of the community. (LAB) Launch a bike buddy or bicyclist mentorship program for inexperienced riders See next page Page 8
