2 2 Your Excellences, The Commander of the Portuguese Military Academy, The Director of the National Defence Institute, The representative of the European Defence Agency, The Deputy Director of the International Centre for Defence Studies, The Education Director of the Military Academy, Distinguished Guests and course members, Ladies and Gentlemen, I hope this course provided you all with the tools to be prepared to make a decision on a cyber-crisis. On this very important joint initiative, the Portuguese Ministry of Defence, the Estonian Ministry of Defence and the European Defence Agency made the right decision choosing the Portuguese National Defence Institute and the Military Academy of Portugal, and the European Cyber Security Initiative of Estonia to put forward the Strategic Decision Making Course and Exercise on Cyber Crisis Management. Estonia and Portugal, two nations geographically placed at the extremes of Europe, but yet so close at cyber world, linked by a safe bridge as is European Defence Agency.
3 3 Our thanks to all these entities I mentioned and also a word of recognition to the experts, who shared their expertise, knowledge and know-how with you, enriching the course content with such different points of view on this matter. As you have learned on today s exercise, collaborative decisions are crucial in order to have an effective response to these eventual cyber-attacks. Cyber-crisis is a type of crisis which requires the contribution of all sectors to face it. We cannot take care of our cyber world without appropriate cyber defence programs on military and security forces, nor without good practices by the civilian side. Everybody is called to this challenge. Increasing awareness for this type of danger is a strategic planning cycle specific guidance, according to Defesa 2020, the Portuguese Government policy paper. Portugal is part of a new world without physical borders, a networked and hyper connected world. It is hard to define what is public or private, governmental or nongovernmental, civilian or military, national or international but all these spheres need to be protected and defended. On the 21 st (Twenty First) Century war has no borders, civilian or military. They merge and are interconnected. Everybody must be prepared to face threats and cyber-attacks.
4 4 Ladies and Gentlemen, You leave this course having acquired a coherent conceptual toolkit that could be used in assessing decision-making frameworks on a cyber-emergency. The main and first of all cyber defence assets is the most perfect machine in the world: the human being. We really need people properly enabled to lead the combat against eventual cyber-attacks. This is an essential aspect concerning the defence and security of all of us and, certainly, cyber defence will be a priority at the Oeiras NATO Communications and Information Systems School. Meanwhile, the Portuguese Government follows the concerns of its Alliance partners. Last week, the National Cyber Security Council was formally established. Similarly, the project of the cyber defence command is being finalized by the Ministry of National Defence, which, under the Armed Forces General Staff, will coordinate the actions of the Military Forces in this area and will make the link with the National Security Office and with the international spheres, including NATO and European Union. Now, as leaders, you are on this war frontline. It is a great responsibility and also, I believe, an honor for all of you. Congratulations and best wishes for your very, very important mission as actors and guardians of the cyber world. Good luck.
