8 Where does the order apply? The order applies to virtually all premises and covers nearly every type of building, structure and open space including, places of worship, church halls, community halls and other community premises. Ecclesiastical Insurance Office plc
9 The Responsible Person The employer The managing agent or owner for shared parts of premises The occupier, such as self-employed people or voluntary organisations if they have any control Any other person who has some control over a part of the premises In some premises a number of people may have some responsibility Churches The Incumbent, The PCC Ecclesiastical Insurance Office plc
10 Fire Safety Duties The Responsible Person must arrange for a suitable and sufficient Risk Assessment of the risks to which persons on the premises are exposed The Responsible Person to ensure (so far as is reasonably practicable) that the premises, all means of access to and egress from and any plant or substance in or on the premises are in the context of general fire safety, safe The responsible person must appoint one or more Competent persons to assist Ecclesiastical Insurance Office plc
11 Don t Panic Churches do not have to have fire alarm systems fire exit signs emergency lighting outward opening doors (if the risk assessment shows that these are not necessary) However, arrangements must be in place to ensure that persons can evacuate the buildings safely Ecclesiastical Insurance Office plc
12 Government Guidance Documents The guides do not set prescriptive standards The guides provide recommendations and guidance for use when assessing the adequacy of fire precautions Other fire risk assessment methods may be equally valid to comply with fire safety law If you can demonstrate that your existing arrangements meet an equivalent standard of fire safety they are likely to be acceptable There is no obligation to adopt any particular solution in the guides Ecclesiastical Insurance Office plc
