Nakao, Director COUNTY OF ALAMEDA REQUEST FOR INTEREST for ON-LINE DATA STORAGE AND TAPE BACKUP SOLUTION at ALAMEDA COUNTY INFORMATION TECHNOLOGY DEPARTMENT INTENT It is the intent of this Request for Interest (RFI) letter to assist in developing a list of qualified vendors interested in responding to a Request for Proposal (RFP) for providing the County of Alameda, Information Technology Department (ITD) with On-line Data Storage and Tape Backup Solution for its centralized server operations. SCOPE The County of Alameda ITD is seeking on-line data storage and tape backup solutions with the following characteristics: Initial on-line data storage of one Terabyte net-usable RAID 5 or comparable capacity based on Storage Area Network [SAN] and/or Network Attached Storage [NAS] technology. Initial five Terabytes of LTO/Ultrium tape backup capacity or comparable. Both solutions shall be expandable to at least ten Terabytes each within the initial equipment footprint. Both solutions shall integrate into an existing 100 Megabit/1 Gigabit Ethernet environment. The tape solution also shall support direct/native connection to the proposed on-line data storage solution. Both solutions shall be accessible from servers running Microsoft [MS] NT 4.0/2000 or Unix server software. The ability to also support IBM OS/390 servers via channel attachment is desirable. The solutions proposed shall be certified by the following: MS for its server and server-based applications software; Veritas for its NetBackup backup software; and Citrix for its Metaframe software. For data storage, support is required for changing volumes/logical units [LUNs] on-the-fly, as well as so-called snapshot volume copying. All solutions shall integrate into HP OpenView or comparable network management software.
2 Page 2 of 5 The proposed solutions shall be total packages including pre-installation planning, installation, necessary hardware, operational software and staff training. Also, included shall be hardware and software support 7 days x 24 hours x 365 days for the first three years of operation. Vendors may propose solutions either on a purchase basis or as an on-going service. VENDOR QUALIFICATION CRITERIA A. Vendor minimum qualification criteria includes, but is not limited, to the following: 1. Vendor shall be regularly and continuously engaged in the business of providing on-line data storage and tape backup solutions for at least the last five (5) years. 2. Vendor shall possess the ability to initiate, implement, develop and complete a job as requested, and shall have been continuously certified by all original equipment/software manufacturers [OEM s] for the solutions they propose for at least the last five (5) years. 3. Vendor shall possess all permits, licenses and professional credentials necessary to perform the required project On-line Data Storage and Tape Backup Solution. 4. Vendor shall have successfully completed at least five (5) projects of similar size and scope of the ITD project within the last five (5) years. A successful project is defined as a project that was completed to the satisfaction of the client, on time, and within the allocated budget. B. The General Services Agency is interested in promoting the growth of small local businesses through increasing the participation of these businesses in the County s purchases of goods and/or services. In order to encourage businesses to locate and remain in the County, to provide and enhance employment opportunities for persons living in the County, and to contribute to the economic environment of the County, the General Services Agency will incorporate the following requirements into the RFP to be issued. Bidders not meeting the following definitions of small and local business, are required to either partner, joint venture or subcontract with a small and local business for at least twenty (20) percent of the total estimated bid amount in order to be considered for the contract award. For the purpose of the contract referenced herein, a small and local business is one having no more than $5,000,000 in average gross receipts annually over the last three (3) years, and is a firm or dealer with fixed offices or distribution points located in and having a street address within the County, and which holds a valid business license issued by the County or by a City within the County. In order to meet the partnering, joint venture or subcontracting requirements of this section, businesses which are not small and local, shall submit with their bids, written documentation evidencing a firm contractual commitment to meeting the twenty (20) percent local participation goal described above, in the event the contract is awarded to them. The General Services Agency reserves the right to waive the small and local business participation requirement for this contract if the additional estimated cost to the County which may result from inclusion of the requirement exceeds five (5) percent of the total estimated contract amount or $10,000, whichever is less.
