1 ANNUAL MEETING August 11-14, 2014 Maison Borges- Rio Branco, Acre PANELIST & MODERATOR BIOS Panel Discussion 1: Establishing the Elements Needed for Robust Jurisdictional Programs for REDD+ & Low Emissions The panel will explore key elements needed to implement REDD+ and low emissions development programs at the jurisdictional level as well as the challenges and lessons learned from early experiences. The objective is to identify key elements for successful programs and pathways for overcoming challenges. MODERATOR: William Sunderlin, Principal Scientist Climate Change Center for International Forestry Research (CIFOR) William Sunderlin, PhD has extensive experience conducting research on developing country forests in relation to poverty and equity, underlying causes of deforestation, population and migration, macroeconomic Dutch disease, the effect of economic crises, and tenure and rights. Currently, he leads the module on REDD+ subnational incentives in CIFOR's Global Comparative Study on REDD+. PANELISTS: 1. Rodrigo Fernandes das Neves, Attorney General Acre, Brazil With a Master of Laws in International Relations from the Federal University of Santa Catarina, Rodrigo is currently serving as the Acre Attorney General. Previously, he was a member of the Acre State Board of Forestry, the Steering Committee for the Enhancement of Environmental Policy Forest Asset, and Chair of the Standing Committee on Legal Affairs of the State Council on the Environment. 2. Daddy Ruhiyat, Managing Director Council of Climate Change of East Kalimantan Province Daddy Ruhiyat, PhD is currently the Managing Director of East Kalimantan Province's Climate Change Council and a Professor at the Faculty of Forestry for the University of Mulawarman.

2 Previously, he was the Dean of the Faculty of Forestry at the University of Mulawarman and Expert Staff in Natural Resources and Environment Management for the Governor of East Kalimantan. 3. Ricardo Hernandez, Undersecretary for Forestry Development - Chiapas, Mexico. 4. Summer Montacute, REDD+ Coordinator - Verified Carbon Standard Summer Montacute has worked as the VC REDD+ Coordinator for Latin America for the last 2 years, coordinating Jurisdictional and Nested REDD+ (JNR) pilot programs, managing JNR outreach and providing technical and programmatic guidance to governments and other stakeholders in pilot jurisdictions. *** Panel Discussion 2: Linking Jurisdictional REDD+ Programs with Sustainable Supply Chains Sustainable supply chain initiatives and REDD currently operate in parallel, even though they share common objectives of reducing deforestation. New connections are forming between these processes that could help them become mutually reinforcing. The Consumer Goods Forum, representing more than 300 commodity-dependent companies, has announced its support for REDD+ as it strives to achieve zero net deforestation in its supply chains of palm oil, soybeans, beef, pulp and timber by New regional consensus on the pathway to lowdeforestation development is also connecting companies and producers with governments around shared deforestation reduction milestones. This panel will discuss how to accelerate and support the unification of these two highly complementary processes. MODERATOR: Daniel Nepstad, Senior Scientist & Executive Director Earth Innovation Institute Daniel Nepstad, PhD (Yale) is the Executive Director of the Earth Innovation Institute (former IPAM International Program) and founding President of IPAM (the Amazon Environmental Research Institute). Previously, he was Senior Scientist at the Woods Hole Research Center and Chief Program Officer for the Moore Foundation s Environment program. His research and policy analysis focus on tropical forest responses to climate change and land use, low carbon rural development, and the linkage between REDD and agricultural commodity markets at the

3 jurisdictional level. He is a member of the REDD Offset Working group (ROW) that is helping to link California s AB32 (cap-and-trade) with the REDD programs of Acre, Brazil and Chiapas, Mexico states; was a founding Board member of the Roundtable on Responsible Soy (RTRS); co-founder of Alianca da Terra; and serves as a Board member of Forest Trends. He is a member of the World Bank s Forest Program External Advisory Group and a lead author of the Fifth Assessment of the Intergovernmental Panel on Climate Change (IPCC, Working Group 2). He has published more than 142 scientific articles and book chapters, and 3 books. PANELISTS: 1. Hannah Hislop, Global Advocacy Manager Unilever & Representative of the Consumer Goods Forum Hannah Hislop joined Unilever s Global Advocacy team in 2012, after the team was created in 2011 to drive a proactive approach to public policy on the issues that matter most to the delivery of Unilever's Sustainable Living Plan. She focuses on the external frameworks and collaborations needed to achieve Unilever s goal of reducing the environmental impacts of its products, in particular regarding deforestation, climate change and recycling. Previously Hannah was Senior Policy Adviser at Green Alliance, an independent environmental NGO and policy think tank based in London, where she led the organization's research and advocacy work on waste, resources and product policy and authored and co-authored a number of reports including A Zero Waste UK and Reinventing the wheel: a circular economy for resource security. Hannah holds a first class honours degree in Human Sciences from Oxford University and a masters degree in Leadership for Sustainable Development from Forum for the Future and Middlesex University. 2. Victor Galarreta, Technical Secretary CIAM, GCF Country Coordinator Victor Galarreta is an economist with over thirty years of experience in providing businesses, public sector and international institutions consulting services, research and economic and financial advice. He has significant experience in strategic and financial planning, promoting public-private cooperation, multi-sectoral and multi-level coordination in the public sector, supervising projects and equipment research, consulting in management and analysis of statistical information on the use of computer and instrumental in preparing clear and concise written reports useful for decision making. Victor serves as the Country Coordinator for the GCF in Peru. 3. Augusto Freire, President Cert ID Brazil and ProTerra Foundation Augusto Freire has extensive experience in coordinating, developing, and supervising the implementation of sustainability certifications for agricultural commodities such as soy and

4 sugar cane. Additionally, Augusto has led the studies and pilot audits for the Production Standard of the Better Sugar Cane Initiative BONSUCRO in 6 countries for several sugar and ethanol mills. *** Panel Discussion 3: Mobilizing Public and Private Finance for Jurisdictional REDD+ Programs A variety of mechanisms have been created in recent years to increase the flow of financial capital from both public and private sources towards low emission development efforts in developing countries. While over USD $7 billion has been pledged by the donor community to support forestry related initiatives, positive incentives have been slow to reach local land users. This panel will discuss new and innovative instruments being developed by public and private institutions to promote forest conservation and mitigate climate change. Panelists will place a particular focus on how sub-national jurisdictions can benefit from these mechanisms and facilitate the flow of positive incentives to local land users. MODERATOR: Rosa Maria Vidal, Interim Executive Director GCF Fund Until early 2014, Rosa Vidal was the Deputy Director of Pronatura Sur, A.C. in Mexico, which she founded. She is a Biologist, with Graduate Studies on Gender and Sustainable Development, Environmental Economics. She holds multiple high-level positions in civil society organizations. She is the Mexico coordinator for the Governors Climate and Forest Task Force; an Associated Professor at Colorado State University s CLTL Program; President of Innovación Ambiental Econfia SOFOM (Finance entity dedicated to support transition of production system into sustainable practices and green markets); Vice President of Fondo de Conservación el Triunfo. She has served as a consultant for the Comisión de Araes Naturales Protegidas(Capacity Evaluation of Mexico s National System of Protected Areas) and the World Bank s Communication Division to design a communication strategy for the Mesoamerican Biological Corridor and the SINAP II Program. Rosa is a member of the National and State Councils for REDD+, Mexico and a member of the REDD Offset Working group MOU Chiapas-California. PANELISTS: 1. Anahita Yousefi, Higher Executive Officer The Government of

5 Norway s International Climate and Forest Initiative 2. Luiz Amaral, Head of Corporate Social Responsibility Rabobank Luiz Amaral leads the sustainability department at Rabobank in Brazil, responsible for socioenvironmental risks and sustainability due diligence, as well as corporate responsibility projects and institutional representation. He has held different board positions at institutions such as the National Fund for Climate Change (Fundo Clima), Brazilian Roundtable for Sustainable Beef (GTPS) and Bonsucro, also serving as head of the Brazilian delegation at ISO (bioenergy sustainability). Before joining Rabobank, Luiz served as Sustainability Manager at UNICA, the Brazilian Sugarcane Industry Association, an organization representing 30% of global sugar and ethanol production. Previously, he worked as a researcher at the Institute for International Trade Negotiations (ICONE) and at the Groupe d Economie Mondiale (GEM) at Sciences Po, having authored several studies on agriculture and development. Luiz holds a master s degree in international economics from the Paris Institute of Political Studies (Sciences Po) and is a Ph.D. candidate at the University of São Paulo (USP). He was also a recipient of the U.S. Department of Agriculture s Cochran Fellowship on agriculture and climate change. 3. Dande Tavares, Director President The Company for the Development of Environmental Services in Acre Alberto Tavares (Dande) is an economist with expertise in leading governmental bodies and NGOs focusing on environmental and sustainable development issues. For the past 15 years he has worked in the management and implementation of projects for environmental conservation, mitigation and adaptation to climate change, payment for ecosystem services, leadership development and multi-institutional governance, forestry development of community or business based on Amazon. He worked for 10 years at WWF-Brazil, as Office Coordinator in Acre and since 2013 has led the Development Company of Environmental Services in Acre (CDSA). 4. Michael Jenkins, President Forest Trends Before joining Forest Trends, Michael was the Associate Director for the Global Security and Sustainability Program of the MacArthur Foundation from Michael's responsibilities with the Program included all grant-making in Latin America and the Caribbean, as well as overarching program management. In 1998, Michael was in a joint appointment as a Senior Forestry Advisor to the World Bank. Before entering the MacArthur Foundation, he worked for three years as an agroforester in Haiti with the USAID Agroforestry Outreach Program. Previous to that, he worked with a Washington-based development organization, Appropriate Technology International, as a technical advisor. 5. Sylvain Goupille, Founder & Managing Partner Althelia Climate Fund Sylvain Goupille has been involved in carbon finance since 1997 when he started the Climate

6 Change advisory practice of PricewaterhouseCoopers. He has advised numerous corporate and public organizations on their carbon strategies and carried out milestone assignments. Sylvain is also member of the Board and member of the Investment Committee of the European Carbon Fund. 6. Ronaldo Seroa da Motta, Climate & Energy Researcher Rio de Janeiro Federal University Ronaldo Seroa da Motta, PhD (University College London) is currently a Professor at the State University of Rio de Janeiro. Previously he was the Environmental Studies Coordinator for the Institute of Applied Economic Research (IPEA) and Director of the Ministry of the Environment and Civil Aviation Authority. Additionally, he was the Review Editor of the Intergovernmental Panel on Climate Change and has published several articles in economic and environmental regulation. ***
