As chair of SIGMETRICS, I will continue the work of the current board to strengthen our relationship with other SIGs, especially with those in systems-related areas as well as with the applied probability community. We will continue our efforts to increase membership, focusing especially on students by sponsoring

2 student-related events and provide travel grants to the annual conference. Most importantly, we will seek to strengthen our relationship with industry as real problems are the driving force of the development of new modeling techniques and tools for computer performance evaluation.

Currently, SIGMETRICS the organization and the community is mainly defined by the individuals associated with them. Long term strategic thinking needs to be developed so that the many diverse communities that publish papers in SIGMETRICS feel a sense of ownership and belonging rather than thinking of it as a venue to send a paper occasionally. A greater involvement of industry is also needed as performance analysis and modeling is a skill high in demand and we need to leverage this fact. My focus would be in addressing the issues mentioned above.

While SIGMETRICS is a healthy community, I feel that there are many ways it can improve. For example, while on the board of directors I have been working to help grow the community via increasing the size of the main SIGMETRICS conference, attracting workshops, and engaging related communities such as the green computing, smart grid, network economics, and applied probability communities. For example, this year SIGMETRICS will hold the NetEcon workshop in combination with ACM EC (the top Algorithmic Game Theory conference). Another initiative I will pursue as Vice-Chair will be the integration of the annual SIGMETRICS conference with the new ACM Transactions on Modeling and Performance

5 Evaluation of Computing Systems (TOMPECS). At minimum, it will be important to have TOMPECS invite top SIGMETRICS papers for publication, and it would be to work toward maintaining an even larger pipeline between the journal and the conference. Through these and other initiatives I hope to help SIGMETRICS grow to become a larger and more visible community, while still maintaining it's top-tier reputation.

I published my first conference paper at SIGMETRICS many years ago, and found the combination of analytical and systems work presented there to be a perfect match for my interests. Since then, I have been a regular participant in the conference and related workshops. I have presented several papers at the SIGMETRICS conference; served on the Program Committee 11 times; and served as the General Chair and Program Co-Chair. Our SIG is the premier group for academics, students, and professionals interested in the theory and practice of performance evaluation in computer systems. We have a long tradition of participation from industrial researchers like me, and I would like to further foster

7 collaborations between faculty and students in academia and researchers in industry. As Vice Chair, I hope to promote the continued growth of SIGMETRICS as a forum for improving the state of the art in performance evaluation; for students to participate, learn, and become part of our community; and for professionals to contribute new research problems and to explore new techniques in an applied setting.

Since I attended my first SIGMETRICS conference in 2004, I have been active in the community. First, primarily as a researcher, but later also as a program committee member, publicity chair, and for the past six years as co-chair and organizer of GreenMetrics (a workshop colocated with ACM SIGMETRICS). I believe that SIGMETRICS plays a very important role as the research community as a whole becomes more interdisciplinary and the world

11 increasingly relies on the reliability and performance of computer systems and the services these systems provide. Our community has long helped bridge theory and practice within and across different research areas, while keeping performance at the center. If elected, I will work with the other elected officers to further strengthening SIGMETRICS value to the research community as whole. In my role as treasurer, I would focus on ensuring that we have a solid financial foundation and remain within financial constraints, but also work towards growing and revitalizing the community.

15 STATEMENT As the world embraces increasingly complex software infrastructures and cloud services, performance research in its many dimensions becomes even more important. The SIGMETRICS community is uniquely positioned to make valuable contributions in this space. I am honored and excited to run for a position on the Board of Directors. I have participated in this community for over 15 years. Performance, measurements and optimizations underlie my research, and the vast majority of the 88 publications (including SIGMETRICS, IMC, SIGCOMM, and Mobisys) and 47 issued patents I co-authored. I co-chaired the MineNet Workshop for 3 years, including when it was sponsored by SIGMETRICS. Working for a large communications company, I have a close-up view of the kind of real-world technical challenges facing large networked services, and how theoretical work can lead to useful and novel practical solutions that account for the complexity and constraints of these systems. In particular, I hope to help advance the SIG by: 1. Encouraging research efforts to be more informed by real-world problems; promoting stronger engagement with industrial partners. 2. Encouraging risky research, and publication of negative results that usefully extend scientific understanding. 3. Partnering with other SIGs for cost-effective international faculty/students outreach (e.g., via mentorships).

17 As a member of the SIGMETRICS board of directors, I would work with both the board and the wider membership of SIGMETRICS to identify new opportunities for the SIG to expand and support its technical community, including: 1. Promoting workshops in new application areas related to its core domains, including those outside the annual conference cycle and in conjunction with related ACM SIGS. 2. Forming regional chapters that could attract and serve the needs of the growing numbers of computer systems researchers worldwide. 3. Helping to develop new programs to increase the participation of women and minorities in the technical community. I look forward to helpling increase the impact and reach of SIGMETRICS.

I envision bringing SIGMETRICS to a new level of success from the following three fronts: quality, participation, and support. For quality, I will work with the Board on establishing more rigorous review processes and further improving publication quality. For participation, I will work with the Board on broadening the SIGMETRICS community and increasing conference participation. For support, I will work with the Board on obtaining more funding from government agencies and industry. My strategy to achieve these goals is to work with the Board on enhancing the social relevance of SIGMETRICS work while maintaining its competitive edge on scientific beauty.

This is something that I commonly heard when promoting our SIG to students and colleagues. I respond that we serve people who manage big systems as in web services, networks, energy, whenever they face a long-standing challenge, amenable to system design, measurement and mathematics. These days, after following SIGMETRICS for ten years, I end by mentioning that if you address Big Data rigorously, you ought to do it there. This nomination is an honor, and an opportunity to reinvigorate principles that make SIGMETRICS a (great) home:

21 1. Some communities limit their expertise to either proof or experimentation, a true SIGMETRICS researcher cares about advancing both. 2. Some communities hardwire topics to address in their columns, SIGMETRICS maintains a large breadth. 3. One can only justify attending three-day programs with such breadth if each paper excels at its job. You know it, even publishing a SIGMETRICS poster is tough! If elected, my immediate focus goes to: (1) our scope: grow SIGMETRICS reach in big data areas, (2) our process: plan to propose transition to rolling-journal successful for PVLDB-SIGGRAPH.

I would also leverage my contacts to bring to the Board the views of different groups of performance evaluation researchers.

23 In my opinion, in the next few years SIGMETRICS should focus on broadening its human capital, for instance with an increased financial support for students and by improving its visibility to ACM student chapters. Our community should also expand and diversify its membership base across geographic regions, for example by organizing overseas editions of the main conference at regular intervals. We should also continue to support the careers of students who join our community by making sure that industrial research fair and career panels are featured in all editions of the SIGMETRICS conference.
