2 Dear Students and Supervisors, I would like to welcome you to the Tri-County Technical College Federal Work-Study Program. Whether you are participating in the program as a student employee or a supervisor, you will be rewarded with an enriching experience. The Federal Work-Study Program is just one of the ways Tri-County Technical College fulfills its mission of student success. The purpose of this handbook is to act a guide and reference for student employees and supervisors. Please refer to the table of contents for easy direction to many topics pertaining to the program. 3 The Federal Work-Study Program is administered by the Financial Aid Office at Tri-County Technical College in strict compliance with all federal guidelines and regulations as set forth by the Secretary of Education and U.S. Department of Education. A complete and current edition of these regulations is available in the Financial Aid Office to interested persons, as only some of the more pertinent aspects are discussed within this handbook. There are unique circumstances related to individual student jobs which cannot be outlined in this Supervisor s Manual. 7 Mission Statement Mission of the Federal Work-Study Program To provide funds to students to assist in offsetting the cost of a college education. To make on-the-job training experience available to students. To enhance and support the development of interpersonal skills in the work place that will ultimately benefit the student employee s performance in their workstudy position and with future employment endeavors. To provide support to on-campus departments with a need for studentemployees and to non-profit community service employers. A student employee is a student first and an employee second. Because the student s primary purpose is the pursuit of an education, employment should not interfere with the student s educational goals. At the same time, student employees are employed by Tri-County Technical College and accorded the same respect and dignity as all other college employees. Employment Types On-campus On-campus employment includes all Tri-County Technical College campuses and extensions. On-campus student employees are employees of the college and supervised by college faculty or staff. Off-campus Off-campus employment includes contracted eligible agencies. Off-campus student employees are employees of the college and supervised by an agency employee. Offcampus student employment can include community service positions. A minimum of 7% of the college s work-study allocation must be spent on community service positions. 7 P a g e

8 Student Eligibility Financial Need In order to be eligible for employment under the Federal Work-Study Program, a student must meet all the general eligibility requirements for Title IV Financial Aid Programs. This must be re-established each academic year. Enrollment Requirement In order to be eligible for employment under the Federal Work-Study Program, a student must be enrolled in a minimum of 6 credit hours. Satisfactory Academic Progress (SAP) In order to be eligible for employment under the Federal Work-Study Program, a student must be meeting the following SAP requirements: Students are required to maintain a cumulative GPA of 2.0. Students are required to maintain a 67% cumulative completion rate. Students are required to complete their degree/diploma/certificate within 150% of the published length of their program of study. Example: A student enrolled in a 60 credit hours program is eligible until 90 credit hours are attempted (60 x 1.5 = 90). Employment Policies Attendance Student employees are expected to be punctual, appropriately communicating with the supervisor during exceptions. Supervisors are responsible for stressing the importance of punctuality and reporting to work during scheduled time; as well as the importance of contacting the supervisor ahead of time when unable to work. Award Awards are based on need as determined by the need analysis process. It is the policy of TCTC to disburse these limited funds to the maximum number of eligible students on a first come, first served basis. Student employees that are allowed to work over their award, without prior permission, will be not be funded through the work-study budget. Under this circumstance, oncampus supervisors are required to fund the student employee through their 8 P a g e

9 department s budget. Off-campus employers will be billed by Tri-County Technical College. Student employees may work over their initial award if the following requirements are met: The student exhibits remaining unmet need. There are work-study funds available. The student is enrolled in at least 6 hours. The student is meeting SAP requirements. Permission must be granted by the Work-Study Coordinator, prior to a student working over initial award. Benefits Students employees are not eligible for paid vacation, sick leave, holidays, retirement or insurance though the federal work-study program. Complaints/Grievances Complainants are encouraged to seek informal resolution of their grievances or concerns. This informal procedure is intended to foster communication between the parties involved, either directly or through an intermediary, to facilitate a mutual understanding of what may be different perspectives regarding the grievance or concern. Absent extraordinary circumstances, the complainant s immediate supervisor will be responsible for the informal resolution procedure. If the immediate supervisor is the subject of the grievance, the complainant may file the informal complaint the workstudy coordinator. Dress Code Appropriate attire is left to the discretion of the supervisor and must not be disruptive to the educational process. In the interest of health and safety shoes must cover the length of the foot and shirts must cover the chest. All students are encouraged to dress in a manner that supports the College policy and campus environment. Some academic programs require specific dress of uniforms consistent with employment practices in the field of study. This information will be included in academic program guides or class syllabus. 9 P a g e

10 Drug and Alcohol Usage The South Carolina Technical College System prohibits the unlawful manufacture, distribution, dispensation, possession or use of narcotics, drugs, other controlled substances or alcohol at the workplace and in the educational setting. Unlawful for these purposes means in violation of federal/state/local regulations, policies, procedures, rules, as well as legal statutes (such as the Drug Free Workplace Act and the Americans with Disabilities Act). Workplace means either on agency premises or while conducting agency business away from the approved educational sites off campus. The South Carolina Technical College System recognizes that chemical dependency through use of controlled or uncontrolled substances, including alcohol, is a treatable illness. Tri-County Technical College provides alcohol and other drug awareness programs for employees and students. The College supports and recommends employee and student rehabilitation and assistance programs and encourages employees and students to use such programs. It is the policy of Tri-County Technical College to provide a drug free, healthful, safe and secure work and educational environment. Employees and students are required and expected to report to their work, class, or student activities in appropriate mental and physical condition to meet the requirements and expectations of their respective roles. Employment Length Supervisors are responsible for the determination of employment length for specific positions. Enrollment Requirement In order to be eligible for employment under the Federal Work-Study Program, a student must be enrolled in a minimum of 6 credit hours. A student employee must maintain a minimum enrollment of 6 credit hours to continue employment. Exam Week If time-off is needed during exam week, student employees are required to provide notice to supervisors. Supervisors are expected to encourage academic success, and be flexible during exam week. Family Educational Rights and Privacy Act (FERPA) Work-Study Supervisors must ensure confidentiality of records, clients, and information as it relates to the school/agency. During employment, the student worker may learn information about other students and school personnel. The student must understand 10 P a g e

11 such information is to be handled in strict confidence and must not discuss with others unless necessary in the official performance of duties. The confidentiality of student records will comply with Section 438 of the General Education Provision Act, which sets out regulations designed to protect parents and students. Specifically, the statute governs (1) access to records maintained by certain educational institutions and agencies and (2) the release of such records. Supervisors are responsible for counseling the student regarding FERPA. Supervisors are also responsible for ensuring a complete FERPA agreement is submitted to the Financial Aid Office, as well as maintaining a complete FERPA agreement on file. All students will sign a FERPA agreement and may not work until there is an updated form on file. If student-employee is found in violation of FERPA, the supervisor must take appropriate action. Financial Need In order to be eligible for employment under the Federal Work-Study Program, a student must meet all the general eligibility requirements for Title IV Financial Aid Programs. This must be re-established each academic year. Student employees awarded additional assistance after initial award are required to inform the Financial Aid Office immediately. If any changes are made to a student employee s financial aid award, it is the responsibility of the student employee to contact the Work-Study Coordinator immediately. Additional financial assistance could affect work-study award amounts. Harassment Tri-County Technical College is committed to maintaining a work and learning environment that is free of discrimination. In keeping with this commitment, the College will not tolerate harassment of its student employees by others, including any supervisor, co-worker, vendor, client, or students. The law requires that the College investigate upon notification. As such, if a student or employee brings such a complaint to you, please immediately refer in the following manner. Student employees should be referred to Director of Personnel, Ruby Hicks Hall, Room 103 or extension Injuries/Accidents All injuries or accidents occurring while on the job must be reported to the department head and to the Tri-County Technical College Human Resources Office immediately. 11 P a g e

12 Job Postings Jobs are posted on the Tri-County Technical College website by the Work-Study Coordinator, under the Financial Aid tab. Initial job postings can be requested by submitting a job description form (located in the back of this handbook) to the Work- Study Coordinator. Contact the Work-Study Coordinator if any changes need to occur after the initial job posting. Job Quality Supervisors are responsible for providing the student with a meaningful and engaging position with duties that will enhance personal growth and maturity. Maximum 20 Policy The student employee and supervisor are responsible for monitoring the hours and earnings. Federal work-study student employees are strictly prohibited to be scheduled and/or work more than 20 hours per week. New-Hire Packet The new-hire packet will be ed to the applicant after the applicant is marked by the supervisor as hired in PeopleAdmin. Prior to employment, all contents must be completed and returned to the Human Resource Office. Forms to be completed: Statement of Alcohol and Drug Use I-9 Form o A photocopy of the identification documents must also be made by Personnel at the time you return your New Hire documents to Personnel (social security card, driver s license, birth certificate, or any other combination of documents that are listed on the back of the form). Due to state law, Tri-County Technical College participates in E-Verify and will provide the Social Security Administration and, if necessary, the Department of Homeland Security, with information from each new employee s Form I-9 to confirm work authorization. W-4 Form Direct Deposit Form o Direct deposit is mandatory for student employees. The 1st payroll will be a check and then subsequent payrolls will be deposited and stubs can be viewed via etc under Employee Tab. Payday is the last working day of the month and paychecks will be deposited into your bank account on the last working day of the month. A voided check, or savings deposit slip (deposit slips are only accepted if using a savings account), or letter from your financial institution that states your name, address, routing number, and account number must be attached for verification purposes (sorry no exceptions). 13 Non-Discrimination Statement It is the policy of Tri-County Technical College to make all decisions regarding recruitment, hiring, promotion, and all other terms and conditions of employment without discrimination on grounds of race, color, creed, religion, sex, national origin, age, disability, veteran status, or marital status. Tri-County Technical College is an affirmative action, equal opportunity employer and adheres to all State and Federal laws applicable to employment decisions. Payment Disbursement of these earnings is made through the Business Office of the College on the last working day of each month for hours worked through the 15 th day of that month. Students are paid the last working day of the month. The first payroll check will be mailed on the last working day of the month to the address on the student s account. After the initial payroll check, options of pay will be through direct deposit to student s personal banking account or deposited to student s Higher One campus card. Rest and Meal Breaks At the discretion of the supervisor, student employees may be given a fifteen (15) minute paid rest break. The following rules govern rest breaks (1) to qualify for a rest break, an employee must work a time block of at least four hours (2) rest breaks may not occur at the beginning or end of a workday and may not be added to a meal break or other off duty time (3) rest breaks may not be accumulated. If the student employee takes a meal break, he/she must sign out and sign back in upon returning to work. Any break lasting more than fifteen minutes, must be documented on the timesheet. A student employee is prohibited to be compensated for meal breaks. 14 Scheduling The supervisor is responsible for developing a work schedule for the student employee, excluding the hours required by the student s course schedule. The amount of hours worked per week is determined upon the total student award, the hourly wages, and expected employment length. Scheduling work during schedule class time is strictly prohibited by federal law. This includes instances of canceled class. Student/Supervisor Contract The student/supervisor contract will be generated by the Work-Study Coordinator after a student is marked as hired in PeopleAdmin. Contracts will be established from the date of hire through the end of the academic year or when the award is met, whichever comes first. It is the responsibility of the Supervisor to review the work-study contract and verify complete understanding prior to collecting the student s signature. Summer Employment Students may continue to work up to June 30 th if the following qualifications are met: The student exhibits remaining unmet need. There are work-study funds available. The student is enrolled in at least 6 hours. June 30 th marks the end of the award year. Student employees may work from July 1 st into the following aid year if the following qualifications are met: The student exhibits financial need. The student is meeting SAP requirements. The student has an intent to enroll in the following semester. The supervisor submits a request to the Work-Study Coordinator. Under no circumstance is an employee allowed to work past June 30 th without permission from the Work-Study Coordinator. Tax Information Federal Work-Study earnings are considered to be earned income and are therefore subject to all applicable federal, state, and local taxes. Termination/Resignation Prior to terminating a student employee, supervisors must submit the following information to the work-study coordinator: Documentation of the problem(s). 14 P a g e

15 Any communication exchanged between the supervisor and student employee in effort to correct the problem(s). Documentation of student employee s failure to correct the problem(s). Prior to resigning, a student employee must contact the work-study coordinator. Tobacco Usage Effective Aug. 1, 2014, tobacco use will be prohibited on all Tri-County Technical College (TCTC) campuses and learning centers, including all buildings, parking lots, automobiles, and outdoor areas. "Tobacco" refers to any and all tobacco products, whether inhaled or ingested, as well as electronic cigarettes. Volunteering Under no circumstance is a student employee allowed to act as a volunteer in the same organization. Wage Rates The current pay range is $7.25-$ Student salaries will be dependent upon the position s duties. Higher rates of pay may mean fewer hours of work per week. Supervisors should plan accordingly if the student employee is needed through the entire award year. Working Holidays and Breaks Work-study employees are permitted to work during school holidays, fall/spring semester breaks, and if holding an off-campus position, days when the college is closed if the agency is open. Timesheets On-Campus Timesheet Policy and Procedure Timesheet procedures have changed. Instructions will be provided via when available. Complete the following required fields: Student Employee Name Tri-County Technical College identification number (T#) Supervisor s Name Work Location The Month and Year Enter the time on the date you worked using the 24 hour format demonstrated at the top of the timesheet. For example, 9:00 am should be entered as 0900 and 9:15 am, should be entered as P a g e

18 Student Employee Timesheet Submission Student employees are responsible for submitting their timesheets by the 15 th of each month. Timesheets should be printed and signed by the student employee prior to submission. Supervisor Timesheet Submission Supervisors are responsible for submitting the student employee s timesheets to the payroll department by the designated date. 20 Frequently Asked Questions Student Employee What is Work-Study? The Federal Work-Study Program provides jobs both on and off campus for students who meet the following requirements: Financial need through the Free Application for Federal Student Aid (FAFSA). Minimum enrollment of six credit hours. Minimum Satisfactory Academic Progress. Does it matter what my grades are? Yes, students must be making Satisfactory Academic Progress, the standards are: Students are required to maintain a cumulative GPA of 2.0. Students are required to maintain a 67% cumulative completion rate. Students are required to complete their degree/diploma/certificate within 150% of the published length of their program of study. Example: a student enrolled in a 60 credit hours program is eligible until 90 credit hours are attempted (60 x 1.5 = 90). How do I find a job? The positions are listed online via the TCTC website under the Financial Aid tab. I m eligible for the Federal Work-Study Program. Am I guaranteed a work-study position? No, hiring is up to the discretion of the supervisor. Students may be required to participate in an interview process before a hiring decision is made by the supervisor. How many hours can I work? Hours vary based on individual awards and the amount of hours requested for each position. How much can I earn? If possible, each student will initially be awarded $2000 per academic year. Some students could earn less based on their eligibility amount or unmet need. These funds are awarded on a first come, first served basis. Supervisor When can a student employee begin working? Students may begin working when the following is complete and submitted to the appropriate department: 20 P a g e

21 Student has been verified eligible for federal work-study. Student has applied to the position. Student has completed a background release form and submitted it to the HR Office. A signed copy of the application has been submitted to the HR office. Student has been marked by the supervisor as hired in PeopleAdmin. All new-hire paperwork is completed and returned to the HR Office. A Work-Study orientation has been attended. FERPA training has been completed. If a student employee begins working mid-semester, all of the above must still be completed. A modified work-study orientation must be scheduled with the Work-Study Coordinator. What if the student I hire isn t eligible for the Federal Work-Study Program? Supervisors must verify that your interviewees are eligible to participate in the Federal Work-Study Program prior to making a hire. Although the Financial Aid office makes effort to ensure that only students who are eligible for the Federal Work-Study Program apply for posted positions, some ineligible students may apply. If a student is hired who is not eligible for Work-Study, they will be paid from the department s budget. Off-campus employers will be billed by Tri-County Technical College for the gross amount of the student s wages. What should I do if I am unable to sign or return a student employee s timesheet? Supervisors may authorize a TCTC departmental employee as an alternate to sign the work-study timesheet in their absence. Should I keep copies of the timesheets? Federal Student Aid records retention requires a copy of all timesheets on file for a minimum of 3 years. What should I consider while scheduling a student employee? Student employee work hours will vary based on the amount of award and hourly wage. Can a student work if a class is cancelled? In general, students are not be permitted to work in FWS positions during scheduled class times. 21 P a g e

22 Exceptions are permitted if an individual class is cancelled or if the instructor has excused the student from attending for a particular day. Any such exemptions must be documented. Failure to provide documentation will result in dismissal of both student and supervisor from the Federal Work-Study Program. May I advertise my position(s)? Yes. Consider posting a student announcement in etc or request a Facebook posting to advertise the position(s) to students. Where do I find the FERPA training presentation?
