2 Hull City Council Home Energy Conservation Act further report (2015) Introduction and purpose of the report Local Authorities have a key role to play in tackling fuel poverty. The Home Energy Conservation Act (HECA) 1995 recognises Local Authorities ability to use their position to improve the energy efficiency of all residential accommodation in their local area. Under the Act, Local Councils are required to report every two years; setting out the energy efficiency measures they have adopted to reduce fuel poverty. The current report is our progress report up to March It is integral to our Affordable Warmth Strategy and our overall commitment to developing strategic links with our health and voluntary sector partners. We consider improving energy efficiency to be crucial in Hull not only to reduce the impact of climate change through CO2 emissions but also, crucially, to reduce the impact of fuel poverty and reduce the negative health impacts of cold homes. Our Affordable Warmth Partnership champions the needs of Hull residents in fuel poverty and draws its membership from statutory and voluntary sector organisations with interests in housing, health and social care, financial inclusion and energy efficiency. It also includes representatives from across Hull City Council services; housing associations, Hull Warmzone (CIC), Hull Clinical Commissioning Group, Fire and Rescue Service and voluntary organisations including Age UK, and Citizen Advice Bureau and the Council s Green Deal / ECO Partner. This report sets out the actions we are taking with our partners to improve energy efficiency and provision of affordable warmth in residential accommodation Hull. These activities contribute to addressing the issues identified in local and national strategies. The Hull Affordable Warmth Strategy ( ) has four key objectives and our HECA further report action plan is designed as a short to medium term action plan to deliver these. Ensure effective partnership working to alleviate fuel poverty in Hull. Increase household income of fuel poor households and provide financial advice. Assist fuel poor households to decrease their domestic fuel costs provide energy efficiency advice. Improve the energy efficiency of homes. The Hull Environmental and Climate Change Strategy ( ). This is our response to the Climate Change Act 2008 which establishes the legal framework for reducing greenhouse gas emissions. Our response is also aligned to the UK Carbon Plan, which sets targets for moving to a low carbon economy while maintaining energy security, and minimising costs to consumers, particularly those in poorer households. Our Climate Local Commitment was made in January 2013 and it is backed by our delivery plan which was produced in July 2013; we have also published our Climate Local Annual Report 2

3 Hull City Plan developed in partnership by the public, private, commercial and voluntary sectors with the aim is to make Hull the leading energy city and includes objectives to help Hull residents to make their money go further and safeguard vulnerable residents. Hull Anti-Poverty Strategy and Statement Our approach to poverty reduction takes into account the established links it has with fuel poverty. Our Anti-poverty statement sets out a clear vision for a new approach to anti-poverty work. This approach aims to equip the residents with the means and skills to make their money work better for them. The Antipoverty action plan covers all the activities necessary to reduce hardship across the city and effectively supports our energy efficiency measures. The action plan supports other partnerships that promote wellbeing and financial resilience across in Hull including : City Centre Farm, Time Banking, Hull People s Premium, Community Growing and Food Project, Credit Union Jam Jar Accounts, Smart Energy Saving Project Green Prosperity. Energy use and CO 2 emissions The Climate Change Act sets a long-term target of at least an 80% reduction in greenhouse gas emissions by 2050 on 1990 levels (Committee on Climate Change, 2014). Hull s domestic energy consumption accounted for 34% of all CO 2 emissions in the city in 2012 and the table below shows the reduction in emissions from all sources between 2010 and 2012 and is followed by a graph showing trends of domestic emissions since Source Domestic emissions Industrial and Commercial emissions Transport emissions Source: Ricardo-AEA (2014) Domestic emissions in Hull Health and Wellbeing Strategy our affordable warmth activities support the Health and Wellbeing Strategy themes of ensuring: The best start in life. 4 Hull City Council Home Energy Conservation Act further report (2015) The latest Department of Energy and Climate Change (DECC) fuel poverty data for 2012 show 11.1% of Hull s population are fuel poor based on the Low Income, High cost indicator LIHC)1 and 17.2% based on the 10% indicator2 and the table overleaf provides a comparison with earlier years. Indicator Low income High Cost N/A 10.6% 11.1% 10% 17.6% 16.3% 17.2% The map below shows distribution of fuel poverty in Hull at lower super output area level based on the LIHC data for The scale of fuel poverty varies but reflects areas with higher levels of multiple deprivations. 1 The LIHC measure considers households to be fuel poor if they require fuel costs that are above average national median level which leaves them with a residual income that is below the official poverty line 2 The 10% indicator assumes a household is in fuel poverty if they have to spend more than 10% of their household income on fuel to keep their home in a satisfactory condition We are working with Hull Warmzone to develop a more refined local understanding of the level and depth of fuel poverty using the UNO energy software tool and actual assessments by Hull Warmzone of households who have approached them to supplement the modelled data provided by DECC. Health Energy efficient homes affect the health of individuals, particularly the young, older people, those with long term illnesses especially related to cardiovascular and respiratory conditions and disabled people. The Excess Winter Deaths Index (EWD Index) is the number of excess winter deaths expressed as a ratio of the expected deaths based on the non-winter deaths. The figure for Hull is 21.6 compared to an England average of Based over a 3 year period ( 4

5 Hull City Council Home Energy Conservation Act further report (2015) The Hull JSNA toolkit identified that over 19,000 people were admitted to hospital during the period 2008/92010/11 because of respiratory illnesses. The cost to Hull hospitals of excess winter admissions to hospital as a result of respiratory illnesses was 1 million in 2010/114. Public Health England summarises the health of Hull residents in its Health Profile 2014 The report highlights that the health of people in Hull is generally worse than the England average This shows that Hull is worse than the rest of England in terms of living longer, child health and adult health. Further information about health and related issues can be found in the Hull Joint Strategic Needs Assessment5. Our local health priorities are as set out in the Health and health and wellbeing plan. This picture enables us to understand the needs of our local residents and where to focus interventions, while working in partnership with our health colleagues. Consequently, our Health and Wellbeing Strategy covers the following three broad themes: The best start in life Healthier, longer, happy lives Safe and independent lives Willmott Dixon has been awarded preferred bidder as our Green Deal/ ECO partner following a competitive procurement exercise via OJEU for a maximum project threshold of 60 million. It is envisaged Willmott Dixon will formally be awarded the contract no later than May Our aim is to improve residents homes and regenerate communities through neighbourhood improvements. The Green Deal partner will provide job opportunities as part of the wider regeneration of our communities which is vital to reducing long term unemployment and so assisting in reducing fuel poverty. An estimated 32.6 per 1000 of the Hull population are assessed as being long term unemployed compared to 9.9 for England as a whole 6 in Our partner will deliver structural energy efficiency and neighbourhood improvements to approximately 3,000 Council owned properties and with the possibility of an additional 1500 Right to Buy/Private Properties. Specifically, our Green Deal/ECO Partner will deliver and draw down ECO funding to provide energy efficiency measures.in particular, they will install External Solid Wall Insulation (ESWI) for properties in our priority areas, along with loft insulation, cavity wall insulation and other measures as appropriate. What we have achieved and plan to do This section summaries our most recent successes and challenges with regard to delivering fuel efficiency in the city. Those living in non-regeneration areas in private properties will be able to contract directly with the partner for a range of Energy Efficiency measures including Green Deals. 6 Hull City Council Home Energy Conservation Act further report (2015) Hull Warm Zone Hull Warm Zone7 is part of Warm Zones CIC (a Community Interest, not for profit Company, limited by guarantee) and has operated since Hull Warmzone is an integral part of the Hull Affordable Warmth Partnership. Hull Warm Zone has strengthened its Hotspots Referral Network between frontline agencies and voluntary and Third Sector staff, with the aim of maximising a single point of contact with the residents. This results in referrals being made to the Hull Warm Zone, the Pension Service, including Housing and Council Tax Benefit offices. Upon successful referrals, clients receive a home visit from the Hull Warm Zone who will provide energy and grant funding advice. The referrals are also made to appropriate agencies for benefit checks to maximise a household s income. Hotspots is an adaptable model that can be developed as a stand alone initiative or complement existing referral provision. It relies heavily on in-kind support from local agencies and has minimal core costs which make it an attractive proposition for partnerships operating with tight budgets. The cross-referral nature of provision maximises the range of services that can be provided to households regardless of how they are referred and can also support the achievement of targets across a broad range of local objectives. Hull Warm Zone works with about 54 statutory and voluntary sector partners to deliver Hotspots training sessions. These training sessions cover elements of affordable warmth and the causes and impacts of fuel poverty. At December 2014, a total of 511 staff from 54 organisations such NHS, Fire Service, Pension Service, Job Centre Plus, GP surgeries, Age UK, housing and benefits staff, among other organisations have been trained. The Hull Warm Zone/Affordable Warmth Partnership will look to use the Energy ECO Home Heating Cost Reduction Obligation (HHCRO) subsidy for households in the private sector. The Hull Warm Zone currently has an ongoing commitment to deliver improvements through the HHCRO subsidy for households in the private sector on qualifying benefits. Hull s energy use and CO2 emissions 2012 We are assessing and monitoring alternative forms of fuel. We are actively investigating alternative sources of heat and power to ensure that residents across the city benefit from more efficient heat and power and this forms a key part of the City Plan. Hull is fast emerging as the investment focus for the energy sector with Siemens in partnership with Associated British Ports investing 310m to develop an Offshore Wind Turbine manufacturing facility in the City. This will directly create 1,000 new jobs which will also create thousands more within the supply chain and the construction industry. Nationally, domestic heat accounts for 25% of carbon emissions but 34% in Hull. Hull is one of eleven councils working with the Government and Energy Technologies Institute to identify and develop long term heat solutions for the housing sector so that residents can benefit from affordable low carbon heat. District heating network 7 6

7 Hull City Council Home Energy Conservation Act further report (2015) The Council is assessing the opportunity for the development of a district heating scheme in the City. We are looking at several areas in the City to see where a district heating scheme may be viable. A district heating system provides heating and power to homes in a more efficient way delivered to homes through pipes from a central energy centre. The system can deliver heat at a lower cost than current heating in homes from individual gas boilers. The Council s appointed contractor, Ramboll, completed initial feasibility work (Phase 1) around the potential for district heating in Orchard Park and provided their final report in September 2014.The conclusion of this Phase 1 work is that district heating is technically feasible but is financially challenging and therefore will not be developed at the present time in Orchard Park. Ramboll have now begun city-wide feasibility work (Phase 3), looking to see what opportunities for district heating there are in Hull, and to identify those areas which might benefit most from district heating. Photovoltaics 130 photovoltaics (PVs) were installed onto Council houses in previous years and we are exploring options for restarting the project and this may include broadening options for private owners. Focused area activity A key focus of our Housing and Neighbourhood Renewal Strategy is to focus on specific localities identified through a range of indicators as well as improving housing quality throughout the city. Priority renewal areas score highly against a range of indicators which are factors in fuel poverty (including low household income, poorer health, and lower levels of employment) as well as including properties with lower levels of energy efficiency and inherent defects including higher levels of homes without cavity walls and non traditional build. In adopting an Area Based Approach (ABA), we have delivered whole street regeneration improvements to the areas previously identified in our Area Action Plans namely, Newington and St Andrews Area Action Plan in West Hull and the Holderness Road Corridor Area Action Plan in East Hull. These areas, which were in decline, received help including a programme of External Solid Wall Insulation combined with loft and cavity wall insulation to over 700 properties. This accelerated the reduction of fuel poverty through a significant reduction in residents energy bills. The programme has been funded through a combination of: ECO Funding (npower), Clusters of Empty Homes Funding (DCLG) and Hull City Council funding. The areas also benefited from Boundary Wall Improvements. A previous programme of CESP / CERT saw 210 properties in the Boulevard area of Hull benefit from ESWI and boundary wall improvements. This experience enabled the Affordable Warmth Partnership to deliver outcomes to Hull residents in these areas through the following activities: Identifying vulnerable groups and provision of assistance to vulnerable groups who are at risk of fuel poverty; Undertaking Energy Performance Certificates assessments; Undertaking occupancy assessments; 7

8 Hull City Council Home Energy Conservation Act further report (2015) Raising awareness about available grants and benefits for tackling fuel poverty such as free loft insulation, and cavity wall insulation; Provision of assistance to residents not eligible for benefits; Encouraging Warm Zone referrals to enable residents to take advantage of energy efficiency measures; Promoting financial inclusion and payment options. Improving health Our activities include working with public and voluntary partners to deliver our Health and Wellbeing Strategy goals with a Frailty and Social Isolation workstream established whose work included running a Cold Alarm pilot in winter 2014/15. The Council s Private Housing team continue to take action to remove category one Housing Health and Safety Hazards; a substantial proportion of which are due to excess cold. Addressing Climate Change Our Climate Change Strategy Action Plan links to our Affordable Warmth Strategy and we anticipate this evolving into an Affordable Home Comfort Strategy to address the need for activities to cool homes as well as heat them as result of increasing temperatures Hull will experience an element of heat island effect but this may be dissipated to some extent by its proximity to the Humber Estuary and its ability to create a cooling effect on any heat island impact. The local authority will seek to work with Hull University to better understand how increased heat may affect the city. Conclusion We recognise we still have a lot to do to deliver affordable warmth but will build on the work we have done to date. The action plan in the following pages describes action we have taken since the 2013 further report and action we are planning to take in the short to medium term. Development of energy efficient homes From 2012/13 to 2013/14 the Council and local housing associations have delivered 270 new homes and either directly or through working with partners to improve and brought back into use 576 long term empty homes since The Council has procured key strategic partners in the form of developers and registered providers to assist in the delivery of 3000 new homes in Hull to meet need and aspiration with around 40% new affordable homes for rent and 60% open market sale housing over a 13 year period. 8

9 Key facts about people, homes and energy in Hull Population (Source Census 2011) 257,600 people live in Hull in 112,596 households, with a median age of 36. Largest age group is years (24,200 people) One person households are in majority, constituting around 35% across all age groups with 11.6% of households being single people aged 65+. Income Average mean incomer in Hull based on Experian data is estimated to be 25,241 at Around 31% of households in Hull are estimated to have an income of less than 15,000 in 2014 based on Experian data. 35,770 people were in receipt of working age benefits at May 2014 and 14,080 Pension Credit claimants (May 2014)1. Tenure Council Tax records show there are 118,269 dwellings in Hull at March 15. Hull City Council provides 25,196 homes for rent but 239 are in the East Riding area, around 85, 000 homes are in the private sector with the balance provided by housing associations. The 2011 Census showed 50% of households were owner occupiers with 20% owning outright; 20% private tenants and 28% are social tenants with 21% being council tenants. Key facts about homes Hull Warmzone s UNO database of properties show 26,238 homes with solid walls: 17,788 or 68% are owner occupied, 4,327 or 16% are privately rented, 2,889 or 11% are in Local Authority ownership; around 2% are owned by Registered Social Landlords (RSLs) and 801 or 3% are unknown. No off-gas network areas in Hull but there are some properties which have only electric heating. 3.9% of Hull households (4431) do not have central heating compared to 2.7% in England. (Census 2011). Around 2736 or 60% of the 4431 homes without central heating are owner occupied (Census 2011) and 1125 or 25% privately rented (Census 2011). All Council homes met EPC rating of D at March No Council property had category 1 excess cold hazard at March 2014 (this excludes properties where the tenant has refused to have a new heating system installed). Private Sector Stock Condition in 2009 estimated that around homes in the private sector are likely to have Category One Housing, Health and Safety Hazards that relate to cold. 9 Since 2009 the Private Housing team have identified 1096 actual homes with hazards and removed 988 such hazards.

10 Action Plan The activities in our action plan illustrate the challenges we face in increasing energy efficiency in our residential homes. The progress and action plan set out below detail how we will begin to address these challenges through improving data, accessing funding and working with partners to identify and facilitate the best approach to our energy efficiency projects. 12 insulation and heating programme to pick up any empty properties where previous tenant refused work year 2013/14. Insulation work continues to target the more difficult to access properties and aims to complete a further 1,000 loft top ups and 180 cavity wall insulations in the year to March We have undertaken work to improve the energy efficiency of our permanent gypsy and traveller sites. As part of the current refurbishment programme each of the utility blocks has been supplied with new double glazed windows, new energy efficient lighting and where required, new energy efficient hot water tanks. All permanent traveller pitches are supplied with mains electricity only, no mains gas is fed into the sites. Increased provision of energy efficient homes in the HRA stock be new build and improvement works to long term empty homes 46 new homes were added to the HRA stock in 2014/15 and 127 long term empty homes in the HRA stock were brought back into use since April 2013 to March new Council homes will be built between 2015 and 2018 and 200 long term empty homes refurbished and brought back into use in the period

Support other social housing providers to increase energy efficiency of their stock Local housing associations have secured funding to deliver 1364 new build or refurbished social rented homes over the period 2011/12 to 2015/16. This includes over 200 extra care units through a Department of Health Private Finance Initiative, new energy efficient council homes and refurbishment work to around 265 empty private sector homes to then be let as social rented housing Housing strategy and Renewal and registered providers Summer 2015 Between April 2013 and March 2015, a total of 270 homes were completed by our key strategic social housing partners at different sites in the East and West part of the city. This was far in excess of our 2013/14 target, which was a total of 156 homes. All the properties met Code Level 3 standards. We facilitated the Department of Health Care and Supported Housing grant funding and provided land to enable an additional15 homes to be built to Code Level 3 by Pickering and Ferens Homes. Over the next two years partner housing associations will deliver: Riverside Housing Group 28 new homes to Sustainable Homes Code Level 3 Places for People an additional 48 homes to Code Level 3 between 2012/13 and 2013/14 Places for People Project to the Spring Bank Area of Hull. Willmott Dixon is the contractor and Hull Warm 13 At least 1200 new affordable homes built to Code level 3 will be delivered over the 13 year period from 2015.

We are exploring options to ensure that this proposal can be viable and sustainable for the city. By providing advice to their customers, The Green Prosperity Project reinforces the work being done by Hull City Council Customer Services by supporting residents to switch to cheaper energy tariffs. 19 equally demonstrated that a savings of 96 to 544 per annum is achievable. 5. Roll out of smart meter installation Hull City Council and Partners 19 On-going Smart meters have been fitted in 2 pilot areas (Southcoates East and Longhill) and there has been a 100% take up of the monitors. We anticipate that success will be dependent upon the amount of fuel use reduction that it prompts. Smart meters will be rolled out nationally from 2015 to 2019.

21 Glossary Term Area Based Approach (ABA) Definition The Community Energy Saving Programme (CESP), which was introduced in 2009 had an area-based approach. 22 Eco Homes Energy Company Obligation (ECO) Family history of heart disease Ethnic background Sex - men are more likely to develop CHD at an earlier age than women. The older you are, the more likely you are to develop CHD. Eco home is the domestic version of a BREEAM assessment which sets the standard for best practice in sustainable building design, construction and operation and measures of a building's environmental performance. Eco homes have now been incorporated into the Code for Sustainable Homes. ECO creates a legal obligation on certain energy suppliers to improve the energy efficiency of domestic households through the establishment of three targets: Carbon Emission Reduction Target addresses hard to treat homes and, measures that cannot be fully funded through the Green Deal as they do not meet the golden rule. Solid wall insulation and hard-to-treat cavity wall insulation are the main measures under this target. Other insulation measures and connections to district heating systems can also be Energy Efficiency 22 included as part of a package that includes the main measures Carbon Savings Community Target Focuses on the provision of insulation measures and connections to district heating systems to domestic energy users that live within an area of low income. This target has a sub-target, which states that 15% of each supplier s Carbon Savings Community Obligation must be achieved by promoting measures to domestic energy users living in rural areas which do not apply to Hull. Home Heating Cost Reduction Target Requires energy suppliers to provide measures which improve the ability of low income and vulnerable households to affordably heat their homes via the promotion of heat qualifying actions which are installations of measures that will result in cost savings; or the replacement or repair of a qualifying boiler. The use of as little energy as possible to achieve heat and power. Minimising wasted energy and money using measures, which reduce the amount of electricity and/or gas, required to heat and power a home.

23 Energy Performance Certificate (EPC) An EPC contains: a household needs to spend 10% or more of income to meet fuel costs. However, a revised definition that compares cost relative to other households in the area is proposed. Green Deal Energy-saving improvements to homes and businesses without having to pay all the costs up front through the Green Deal. Energy-saving improvements include insulation e.g. loft or cavity wall insulation, heating, draught-proofing, double glazing, renewable energy technologies e.g. solar panels or wind turbines. Hot Spot The scheme is a partnership including Hull Scheme City Council, Humberside Fire and Rescue, the Pension Service, NHS Hull, Age UK, and Hull Warm Zone. Hotspots arranges for residents to be referred to the Hull Warm Zone scheme through which they can receive grants towards central heating, cavity wall and loft insulation, as well as providing a range of related support such as energy efficiency tips and benefits advice. Joint Strategic The Joint Strategic Needs Assessment Needs (JSNA) assesses the current and future Assessment health, care and well-being needs of the (JSNA) people of Hull, carried out jointly by NHS Hull and Hull City Council, the joint information about a property s energy use and typical energy costs recommendations about how to reduce energy use and save money An EPC gives a property an energy efficiency rating from A (most efficient) to G (least efficient) and is valid for 10 years. Energy Switch Collective purchase of energy by a large number of local residents which enables negotiation of energy suppliers to provide the best price as a result of mass purchasing. The Council undertakes the negotiation with energy providers and provides advice and assistance to residents. Excess Winter Is the ratio of extra deaths from all causes Deaths (EWDs) that occur in the winter months (December - March) compared with the expected number of deaths during non-winter months (August November and April to July). Fuel Poverty Where a combination of poor housing conditions and low income mean that the household cannot afford sufficient warmth for health and comfort. The widely accepted definition of fuel poverty is where 23

24 responsibility of the Director of Public Health, Director of Children s Services and the Director of Adult Social Services. A JSNA is defined in the Department of Health guidance (Department of Health 2007) as a systematic method for reviewing the health and wellbeing needs of a population, leading to agreed commissioning priorities that will improve health and wellbeing outcomes and reduce inequalities. Low Income This measure considers households to be High Cost fuel poor if they require fuel costs that are indicator above average national median level which (LIHC) leaves them with a residual income that is below the official poverty line (DECC, 2013). Photovoltaics Photovoltaics are used to convert solar (PVs) energy into electric power. They make use of solar cells to produce direct current so as to power equipment or to recharge a battery. Smart meters can also receive information remotely from your energy supplier, such as updates on tariff information. An in-home display (IHD) unit will also be provided along with smart meters as part of the programme which provides up-to-date real-time information on how much gas and electricity used. The display will also present historical information on consumption so that comparisons can be made with current and past use. Standardised The SMR<75 is an indicator of the health Mortality Ratio of the whole population, and hence the (SMRs) need for public health. The SMR<75 is a measure of how many more of fewer deaths there are in a local area compared with the national average, having adjusted for the differences between the age profile 24
