1 (Note: To avoid exposing the identity of POGO s sources, POGO obtained the pay scales of security guards from plants that do not correlate with the plants whose guards were interviewed for other portions of this report.) Nuclear power plant security guards are often paid less than the police officers in their areas even though the guards are expected to risk their lives if their plants are attacked. They also often earn less or about the same as many workers who have substantially less risk, such as truck drivers, construction workers, secretaries and postal clerks. In one area, the guards earn about the same as many aerobic instructors. 1 In another area, guards earn less than many manicurists. 2 POGO obtained the guards salaries at several nuclear power plants in three of the four NRC regions and compared the highest hourly wages the guards receive to the average hourly wages for jobs that pay more or about the same in the areas where the guards work. The guards work near Decatur, Alabama; Philadelphia, Pennsylvania; Minneapolis, Minnesota; Knoxville, Tennessee; and Burlington, Vermont. Starting guards at these plants earn $19,364 a year ($9.31 per hour) just $4.16 more an hour than the federal minimum wage ($5.15 per hour 4 ) to $32,177 a year ($15.47 per hour). After three years, the guards earn $24,793 a year ($11.92 an hour) to $40,393 a year ($19.42 an hour). Their pay usually does not increase after three years, except sometimes for cost-of-living increases. The average pay for the other jobs that pay comparable wages to the guards was compiled by the U.S. Labor Department for 2000, the most recent year statistics were available. 5 In its salary survey, POGO found that the highest-paid guards at the nuclear power plants earned $4,160 to $10,795 ($2 to $5.19 an hour) less annually than police and sheriff's patrol officers averaged near their plants: In the Knoxville area, the guards at the Watts Bar plant were paid about $4,160 ($2 an hour) less annually 6 ; 1 In the Decatur, Alabama, area. 2 In the Knoxville, Tennessee, area. 3 The salaries for guards at the Vermont Yankee nuclear power plant are for U.S. Labor Department web site, Downloaded on Sept. 9, U.S. Labor Department web site, Downloaded on Aug. 30, The average pay was not available for all occupations in all areas. For example, the average pay was not available for the Decatur area for utility meter readers and postal mail carriers and clerks. 6 In the Knoxville area, police and sheriff s patrol officers averaged $28,953 a year ($13.92 an hour).

2 In the Philadelphia area, the guards at the Salem and Hope Creek plants were paid $6,344 ($3.05 an hour) less annually, and the guards at the Limerick plant were paid $10,920 ($5.25 an hour) less annually 7 ; and In the Minneapolis area, the guards at the Monticello and Prairie Island plants were paid $10,795 ($5.19 an hour) less annually. 8 The Labor Department did not list the average salary for police and sheriff's patrol officers near Decatur.
