2 Key Areas of Responsibility Management of Corporate Governance Department Delivery of corporate governance functions (individually and through staff), including: - corporate policy - statutory corporate reporting - business continuity - risk management - Council meetings/committees secretariat - Councillor support - corporate communications and public relations - leasing - public access to information - complex complaint handling - corporate information systems (incl. website, intranet, records management) - records/archives management Supervise staff, including performance planning, learning and development and performance review Promote teamwork Engage and motivate staff Guide and support the Corporate Governance Department to provide excellent services that are timely, accurate, compliant and consistent with leading practice Develop and monitor budgets and operational plans Report on operational performance Oversee the development of operational systems, policies and procedures Maintain corporate registers Ensure compliance with legislation, Council policy and procedures Identify and implement continuous improvement initiatives Administer the Government Information (Public Access) Act 2009 Provide strategic advice Contribute to the development and implementation of Council s strategic directions Identify emerging trends and issues as they relate to corporate governance and other areas of functional responsibility Provide strategic advice to Executive Management and the Council Maintain industry and community networks Recommend and make continuous improvements to Council s overall governance framework Support the Elected Council Provide governance and administrative support for Council and Committee meetings Attend and take minutes of Council and Committee meetings as required Provide advice on the Code of Meeting Practice, Code of Conduct and other governance policies Oversee production of Council and Committee business papers and associated management processes Provide and monitor resources, facilities and support for Councillors Oversee and administer the Local Government election Coordinate the induction program and induction resources for Councillors Ensure that Council meets its statutory responsibilities in relation to the functioning of the Elected Council and Council/Committee meetings

4 Work Health and Safety Requirements Level 3 Managers This position holder has the responsibility to perform their duties in accordance with this job description, Council policies, procedures, safe working practices and to comply with Work Health and Safety legislation. They also carry responsibility of enforcement of compliance by employees and nonemployees within their area of control to all of Council's WH&S policies, procedures safe work practices and WH&S legislation. These responsibilities are performed and monitored by: Consulting with staff to ensure the identification of workplace hazards. That all risks are assessed and appropriate control measures are documented and implemented in accordance with safe work practices. Ensuring that all reported accidents, incidents and near misses are investigated and remedial actions are initiated in their area of responsibility. Consult with employees and relevant stakeholders, as necessary, to ensure the Injury Management and Rehabilitation Program operates effectively. Identify safety training needs and equipment and make appropriate recommendations to their senior Manager. Undertake appropriate WH&S induction and refresher training for all staff under their control, including themselves, ensuring they and their reporting staff are familiar with safety equipment, policies and safe work practices. Ensuring that all equipment purchased meets Council's WH&S requirements and is regularly maintained and inspected and staff are appropriately trained in their use. Wearing Personal Protective Equipment (PPE) in accordance with safe work practices and as directed by their Manager. Ensuring all employees, non-employees and contractors in their control correctly comply with wearing PPE. Safe working practices are reviewed regularly, documented and implemented in consultation with staff. Ensuring that workplace appointed contractors and any non-employees are complying with Council s safe working practices. Encouraging open communication and participation with the WH&S Safety Committee. Ensuring all required licenses \ permits \ accreditation are current and cross-reference to safe working practices and procedures Good Housekeeping.
5 Selection Criteria Note: Applicants must address the Selection Criteria in their application. Qualifications Tertiary qualifications in a relevant discipline, such as law or public policy. Key Skills, Knowledge and Experience Sound understanding of corporate governance, public administration, risk management, records management, corporate communications and related functions in the government context Experience in leading and motivating teams to deliver quality outcomes. Proven capacity to develop policy and to contribute to change management initiatives. Understanding of corporate information systems and the capacity to develop, adapt and utilise technology to ensure continuous improvement in services Experience in program management including staff supervision, financial management, service planning and review
