1 DISSCUSSION ITEM 3 ATTACHMENT E Chapter PLUMBING CODE Plumbing Code - Incorporation. There is incorporated by reference, for purpose of adopting regulations, provisions, conditions, terms, and specifications, for control of buildings and structures within City; issuing, suspension, and revocation of permits; collection of fees; making of inspections; execution of plan reviews; enforcement of Chapter of Overland Park Municipal Code and fixing of penalties for violations reof, International Plumbing Code, dated FebruaryJanuary, , as published by International Code Council, Inc., excepting only such parts or portions reof as are specifically deleted or amended in Overland Park Municipal Code Chapters through and including and including such new and additional provisions added to said code by Overland Park Municipal Code Chapters through and including Not less than three (3) copies of said International Plumbing Code shall be marked Official Copy as Adopted by Ordinance No. BC , to which shall be attached a copy of ordinance codified herein, and filed with City Clerk to be opened to inspection and available to public at all reasonable business hours. The Municipal Court and all administrative departments of City charged with enforcement of ordinance shall be supplied at cost of City such number of official copies of such ordinance as may be deemed expedient. (History: Ord. BC , 2004; BC , 2001) Section of International Plumbing Code is hereby amended to read as Scope. The provisions of this code shall apply to erection, installation, alteration, repairs, relocation, replacement, addition to, use or maintenance of plumbing systems within this jurisdiction. This code shall also regulate nonflammable medical gas, inhalation anestic, vacuum piping, non-medical oxygen systems and sanitary and condensate vacuum collection systems. The installation of fuel gas distribution piping and equipment, fuel gas-fired water heaters and water heater venting systems shall be regulated by International Fuel Gas Code. Provisions in appendices shall not apply unless specifically adopted. Exception: Detached one-and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories high with separate means of egress and ir accessory structures shall comply with International Residential Code Administration. The administrative provisions of this code shall be those provisions contained in Overland Park Municipal Code, Chapter , sections 103 through section 115. (History: Ord. BC , 2004) Repealed. BC , 2004; BC , 2001; Source or prior law: & ; BC & 38, 97) Section of International Plumbing Code is hereby amended to read as Sewer depth. Building sewers that connect to private sewage disposal systems shall be a minimum of eighteen inches (18 ) below finished grade at point of septic tank connection. Building sewers shall be a minimum of forty-two inches (42 ) below grade measured from top of pipe. Sewer pipe below grade connecting to public sewer shall comply with requirements of Johnson County Wastewater District regulations for sewers. (History: Ord. The permit holder shall make applicable tests prescribed in Sections through to determine compliance with provisions of this code. The permit holder shall give reasonable advance notice to Building Official when plumbing work is ready for tests. The equipment, material, power and labor necessary for inspection and test shall be furnished by permit holder and permit holder shall be responsible for determining that work will withstand test pressure prescribed in following tests. All plumbing system piping shall be tested with eir water or, for piping systems or than plastic, by air. After plumbing fixtures have been set and ir traps filled with water, entire drainage system shall be submitted to final tests. The Building Official shall require removal of any cleanouts if necessary to ascertain wher pressure has reached all parts of system.

3 Exception: DWV Plastic plumbing systems may be tested by air when plumbing system being tested would be subjected to freezing conditions Test gauges. Gauges used for testing shall be as 1. Tests requiring a pressure of 10 psi or less shall utilize a testing gauge having increments of 0.10 psi or less. 2. Tests requiring a pressure of greater than 10 psi but less than or equal to 100 psi shall utilize a testing gauge having increments of 1 psi or less. 3. Tests requiring a pressure of greater that 100 psi shall utilize a testing gauge having increments of 2 psi or less. (History: Ord. 6 Table a. The fixtures shown are based on one fixture being minimum required for number of persons indicated or any fraction of number of persons indicated. The number of occupants shall be determined by International Building Code. b. Toilet facilities for employees shall be separate from facilities for inmates or patients. c. A single-occupant toilet room with one water closet and one lavatory serving not more than two adjacent patient sleeping units shall be permitted where such room is provided with direct access from each patient room and with provisions for privacy. d. The occupant load for seasonal outdoor seating and entertainment areas shall be included when determining minimum number of facilities required. e. A drinking fountain is not required in B occupancies with an occupant load less than 15. f. A means for disconnecting an electric hot water supply system from its energy supply shall be provided in accordance with NFPA 70 National Electrical Code, Edition. A separate valve shall be provided to shut off energy fuel supply to all or types of hot water supply systems. (History: Ord. Where flood level rims of plumbing fixtures are below elevation of manhole cover of next upstream manhole in public sewer, such fixtures shall be protected by a backwater valve installed in building drain, branch of building drain or horizontal branch serving such fixtures when required by Johnson County Wastewater District. 7 Section of 2003 International Plumbing Code is hereby amended as Roof extension. All open vent pipes that extend through a roof shall be terminated at least six inches (6 ) above roof, except that where a roof is to be used for any purpose or than wear protection, vent extensions shall be run at least seven feet (7 ) above roof. The provisions of this chapter shall govern materials, design, construction and installation of storm drainage starting at building roof and terminating at connection to site storm drainage system as covered in Title 15 of Overland Park Municipal Code. Nothing in this chapter shall be construed to take precedence over requirements set forth in Title 15 of Overland Park Municipal Code or requirements set forth by Johnson County Wastewater District.
