1 Private IP Overview Private IP is a network-based virtual private network (VPN) enabling customers to effectively communicate over a secure network. It also provides the foundation for automating business processes between companies, including e-commerce, shared intranets, and extranets. Private IP: Is based on Layer 3 Multiprotocol Label Switching (MPLS), which enables Private IP to separate customer traffic through a VPN, resulting in the security and Quality of Service (QoS) of Layer 2 switching with the scalability and any-to-any connectivity of IP. Is available as a non-managed transport or as a Managed Services solution. Non-managed transport customers can use the Remote Configuration feature to outsource implementation to Verizon in specified markets. Standard service offers Internet Engineering Task Force (IETF) Differentiated Service (DiffServ) class of service. Private IP's Enhanced Traffic Management (ETM) enables customers to prioritize their traffic and assign classes of service distinguished by different levels of packet loss and jitter. Offers advanced network assessment, reporting, dynamic bandwidth, and packet marking tools, allowing customers to fine-tune their networks to improve performance, gain visibility, and achieve new levels of cost-efficiencies. Supports a full range of access types. Features and Benefits Feature Description Benefit to the Customer Scalability Ease of expanding the network. Customers can expand their networks to higher speeds or to multiple locations in a fully meshed environment with little disruption. Security Any-to-any connectivity Extensive Ethernet Access Full Layer 2 security for an IP network. Any location on the Private IP network can connect to any other location on the Private IP network Connects our expansive Ethernet footprint to our Private IP network. Customers do not have to add a connection-oriented overlay to the Private IP network to encrypt tunnels, which would be required if the customer was using Internet Protocol Security (IPSec). The Private IP network offers the security of a Layer 2 network. The benefits of this feature are most successfully realized in a fully-meshed network environment. Expands the access options for Private IP customers. Customers can leverage the extensive Ethernet footprint Verizon

2 Feature Description Benefit to the Customer Class of Service (CoS) Access to the Public Internet Platform to enable e-business applications Private IP Extranet Feature Guide Dynamic Bandwidth The ability to prioritize traffic and offer better than best effort service. Customers can gain access to the Public Internet via the Secure Gateway - Firewall solution, enabled by Secure Gateway. The Private IP network will be able to support many e-business applications for the customer. This will position Verizon as a partner in developing a customer's overall communication solutions as opposed to merely a transport provider. The ability to create secure extranet connections for business to business (B2B) e- commerce trading partners, vendors, and customers. Enables customers to manage their Private IP Port and CAR speeds has built to support the data networking products. Ethernet access provides numerous additional benefits high bandwidth options, cost effective vs. TDM on a per meg basis, significant bandwidth granularity and simplicity and familiarity for customers. The customer is able to leverage the benefits of IP (Layer 3) and the benefits of the Data Link Layer (Layer 2) to obtain network performance levels required for mission critical applications. The customer does not have to subscribe to a separate Internet service provider (ISP) for Internet access. By using Secure Gateway - Firewall, enabled by Secure Gateway Services, customers can use a network-based firewall instead of purchasing additional CPE. Since Verizon maintains an integrated portfolio of products, Verizon can fully support its customer's overall business communications needs. Private IP can provide a VPN platform that allows the customer to conduct e-business securely. Using Layer 3 technology, the customer can create multiple secure connections to trading partners, vendors, and customers without implementing and managing IP Security (IPSec) tunnels. Using a web-based interface, a customer can change their Private IP Port and CAR speeds to meet traffic demands. The tools empower the customer to take control of their bandwidth. Looking Glass Looking Glass is part of the Application Aware virtual private network (VPN) suite of solutions. This application is an empowerment tool for customers, providing them with the ability to view the configuration information of their Private IP VPN via the Verizon Enterprise Center portal.

3 Private IP customers who are not using Dynamic Bandwidth can use the Looking Glass tool to see their network attributes and determine how their sites are configured at the Provider Edge (PE) devices on the network. Private IP only customers can also see if a port or CAR change submitted to their Verizon Account Team has been completed. The tool allows customers to download sample configurations for their CE router. Private IP customers will be able to use this tool in conjunction with Dynamic Bandwidth to see/validate that their orders have been completed and their configurations changed through the Dynamic Bandwidth tool. This will eliminate customers from having to request these changes through their Account Manager. Customers will be able to select the "Modify" option next to the field that can be changed. Private IP Customers will be able to create a Looking Glass order to change the following parameters: Routing Protocol Admin Status Shaping Adjust These orders can be cancelled once they have been submitted but prior to completion, if the customer determines the change are not appropriate. Customers who have subscribed to WAN Analysis Reporting can use the Looking Glass application to link them right over to the WAN Analysis portal. Customers will have to log into the WAN Analysis portal using their user ID and password. This will allow customers to toggle between the two tools to adjust any bandwidth as needed. Reporting WAN Analysis WAN Analysis Reporting offers customers a one-stop solution for proactive performance management, capacity analysis and reporting on their network infrastructure. WAN Analysis Reporting provides customers with a single view of

5 their infrastructure by consolidating reporting for selected Verizon transport (e.g., Private IP, Private IP Satellite) and Verizon managed network services (e.g., Managed WAN, Managed LAN). WAN Analysis Reporting is powered by CA ehealth, CA Report Analyzer and CA Performance Center software which is provided and managed on behalf of Verizon by CA Technologies. CA is a Fortune 500 company and one of the larger independent global software corporations. CA ehealth, CA Report Analyzer, and CA Performance Center are part of CA's portfolio of infrastructure management services, which also includes CA Spectrum Infrastructure Manager. WAN Analysis Reporting uses the Simple Network Management Protocol (SNMP) to periodically query the management information base (MIB) of customer premises equipment (CPE). The data collected is related to device configuration and device component performance. The process of periodically querying the MIB of a device is referred to as "polling." Polling reduces the load (such as bandwidth utilization) on customer networks but the tradeoff is that performance information is slightly delayed due to the interval between individual polls. In addition, the WAN Analysis ETM Select with netflow reporting tier uses data obtained from implementations of the Internet Protocol Flow Information Export (IPFIX) standard. IPFIX implementations measure and record data about the traffic that passes through a customer edge device, such as a customer Wide Area Network (WAN) router. This data can be exported to an external collector, such as the WAN Analysis Netflow collector located in the Verizon network. IPFIX was designed around Cisco's proprietary protocol, Cisco IOS NetFlow. There are five reporting tiers (or service levels) available with WAN Analysis Reporting. Provider Edge (PE) Statistics. Provider Edge Statistics are designed to provide any Private IP Layer 3 transport customer with the fundamental reporting statistics for their Private IP Multiprotocol Label Switching (MPLS) network. Statistics include WAN Interface and per queue Quality of Service (QoS)/Classes of Service (CoS) utilization collected from the customer interface on the Verizon Provider Edge router and response metrics collected on routes between Verizon Provider Edge routers, such as Core Network Transit Delay (NTD) and Jitter. The device polling interval is 15 minutes for Customer Interface statistics; a Daily Average is provided for response metrics. PE Statistics are imported and updated every 2 to 4 hours. Standard Select Reporting Standard Select is designed to provide Verizon Managed Network Services customers with the fundamental reporting statistics for the health of their Verizon managed customer premises equipment (CPE). This tier is equally

6 useful for gathering basic statistics for customer-managed (aka Unmanaged) CPE connected to the Private IP or other Verizon transport networks. Statistics include customer premises equipment CPU, memory and interface utilization, interface errors and scheduled and on-demand reports designed to help customers with capacity analysis and reporting on their network infrastructure. The device polling interval for the Standard Select tier is five (5) minutes. ETM Reporting ETM includes all features of Standard Select, with additional performance reporting options for monitoring Quality of Service and latency sensitive network traffic. This tier is particularly useful for customers using the Quality of Service (QoS) traffic prioritization capabilities of Verizon Private IP. Statistics include Quality of Service (QoS) metrics for monitoring network traffic by individual Class of Service (CoS) queue. For devices with Cisco IP SLA (or equivalent), ETM Reporting collects response metrics (like NTD, Jitter) per CoS queue between customer end points such as routers or switches. The device polling interval for the ETM tier is five (5) minutes. ETM Select Reporting with Netflow ETM Select reporting with netflow includes all features of ETM, with additional features to help customers with proactive performance management on customer networks. This tier allows the customer to project a visual representation of their network with performance exceptions and performance related faults. It also allows customer users to be notified by when certain exceptions occur on the network. Statistics include performance related alarms, such as time over threshold for high utilization. The polling interval for the ETM Select tier is five (5) minutes. Customers have the option to select individual device elements and temporarily change the polling interval to every thirty (30) seconds. Netflow data is limited to Top N talkers. Top N talker Netflow data is kept at 1 minute intervals for specific elements and averaged into 15-minute samples after 30 days data. Threshold Proactive Performance Monitoring (PPM) Threshold PPM is not a standalone reporting tier. As such Threshold PPM can only be sold in combination with WAN Analysis Standard Select, ETM or ETM Select reporting. Threshold PPM is exclusively available to Verizon Managed Network Services customers. Threshold PPM allows customers to use the WAN Analysis performance monitoring capabilities to enhance their Verizon managed network service.

7 Threshold PPM uses standard performance profiles to monitor customer networks for subtle performance problems. When a problem is detected, a Verizon priority 2 trouble ticket is automatically created and the problem is submitted to the responsible Verizon Network Managed Services engineering group for analysis. Threshold PPM uses a set of standard thresholds defined within the Threshold PPM standard performance profile. The device polling interval for Threshold PPM is five (5) minutes. Inventory Central ServiceFirst Verizon Account Teams have access to Provider Edge (PE) reports for their customers via Inventory Central ServiceFirst. There are three Inventory Central Private IP Reports available: Private IP Network Performance Detail Report Private IP Network Performance Summary Report Private IP Service Level Agreement Detail Report Each of these reports provides the following information: Customer Site Availability: Availability average by month for each customer site Customer Site MTTR: Mean Time to Repair average by month for each customer site Jitter: Provider Edge (PE) to Provider Edge (PE) jitter average by month Network Transit Delay (NTD): PE to PE NTD delay average by month Packet Delivery Ratio (PDR): Average of delivered packets on traffic over the PE devices There is no additional customer charge for Inventory Central Reporting. These reports are not available to our customers directly. Account managers, upon request will pull the report and provide to the customer. Billing Private IP customers can integrate their services and receive one invoice for Voice, Local, Wireless, Private Line, and Virtual Data services. Customers can take advantage of consolidated billing, and location-level invoicing. Multiple Private IP billing IDs can be integrated to a single invoice, with the choice of consolidated payment or separate bill payer accounts.
