2 1. Objective Veterans Florida seeks responses from qualified universities in Florida to serve as host for a comprehensive veterans entrepreneurship program, under the Veterans Employment and Training Services Program (VETS), s , F.S., that will be implemented across a network of Florida universities called the Florida VETS Entrepreneurship Program. The selected university will be known as the Host Partner. The Florida VETS Entrepreneurship Program will be administered at one university, the Host Partner, which will act as the headquarters for the program. The Host Partner will handle administrative duties for multiple universities in the network, Network Partners, who will each operate their own instance of the program. The Host Partner is also required to operate an entrepreneurship program (like a Network Partner) at their own university. There will be no cost to military veterans participating in this program. Responses should include activities and assistance such as peer to peer learning sessions, mentoring, technical assistance, business round tables, networking opportunities, support of student organizations, speaker series, or other tools within a virtual environment. Programs should connect business leaders in the state with Veterans seeking to become entrepreneurs. The Host Partner s administrative duties include: collecting and analyzing data on the performance of program participants in the network, coordinating the joint development of curriculum, reporting program and network performance to Veterans Florida, leading a joint marketing effort for the program, and managing program funds. 2. Background Governor Rick Scott created Florida is for Veterans, Inc. when he signed the Florida GI Bill legislation into law on March 31, Housed within the Florida State Statutes, Title XX Veterans, Chapter 295 Laws Relating to Veterans: General Provisions, Section Florida Is For Veterans, Inc., identifies the purpose of Florida is for Veterans, Inc., as promoting Florida as the most Veteran friendly state in the nation. The Board of Directors has selected Veterans Florida as the operating name of Florida is for Veterans, Inc. Veterans Florida s mission is to: Attract and retain Veterans and their families by connecting them to employment, training, and educational opportunities Strengthen Florida businesses through educating them on the value and skillsets Veterans bring to the workforce and providing training resources for their Veteran hires Enhance the entrepreneurial skills of Veterans Veterans Florida lives by the values of Integrity, Service, Caring, Commitment, and Excellence. Section directs Veterans Florida to establish an entrepreneurship program for Veterans under the VETS Program. In order to accomplish this mandate, Veterans Florida will contract with one or more universities to administer an entrepreneur initiative program for Veterans which will connect business leaders in the state with Veterans seeking to become entrepreneurs. 2

3 Veterans Florida intends to award one contract in accordance with the competitive bidding requirements in s to one public or private university that: 1. Demonstrates the ability to implement the program and the commitment of university resources, including financial resources, to such programs 2. Have a military and Veteran resource center 3. Have a regional small business development center in the Florida Small Business Development Center Network 4. Have been nationally recognized for commitment to the military and Veterans Military and Veteran Resource Centers may vary by name, but each university desiring to compete for an award must have an office dedicated to military and Veteran students. These dedicated offices should at a minimum: a. Provide support to students who are Veterans, family members of Veterans, and active and reserve component Military personnel b. Assist student Veterans, service members and dependents in securing Veterans Affairs educational benefits c. Support and assist with Veteran related initiatives including workshops, research and other activities d. Heighten awareness of Veterans issues among the campus community e. Recruit an increased number of qualified Veterans to the university 3. Scope of Work The university selected to host the program by Veterans Florida will be one that meets all of the legislative requirements listed in s F.S. as well as demonstrates the entrepreneurial, administrative and financial resources and experience to bring the program online rapidly. Duties of the Host Partner: 1. Coordinate the joint development of curriculum for the network. Veterans Florida encourages the network of universities, the Host Partner and Network Partners, to be creative in their curriculum, but at a minimum, we seek a phased curriculum consisting of an initial introductory phase (online), a resident phase, followed by a post resident phase which includes access to mentoring and other resources. Curriculum may include: Peer to peer learning sessions, mentoring, technical assistance, business round tables, networking opportunities, support of student organizations, speaker series, or other tools within a virtual environment. Programs should connect business leaders in the state with Veterans seeking to become entrepreneurs. Partnerships with local, private incubators Partnerships with local, state, and national Veterans organizations and transition assistance programs in the state 3

4 The final curriculum design must be approved by the Veterans Florida Board of Directors. In addition to curriculum, the network partners should jointly develop an applicant screening process to accept veterans to the program who have a strong desire to become entrepreneurs and possess the necessary education, personal skills and resources to successfully start their own business after completion of the program. The cost of joint use technology platforms, common curriculum materials and books will be covered by the Host Partner. 2. Collect, Analyze and Report on performance of the program and network universities. The Host Partner will collect and analyze participant performance to include program completion rates, business opening rates (post graduation), and jobs created by each new business. Demographic information on each veteran will also be collected and analyzed for statistical purposes. The Host Partner will lead development of performance metrics for the program and for each Network Partner. The performance measures must include a focus on employment and business creation and be approved by the Veterans Florida Board of Directors. The Host Partner shall provide an initial report to Veterans Florida, no later than July 1, 2016 containing the program and participant performance and demographic data collected. Proof of honorable veteran status or military service in the National Guard or Reserves shall be submitted for each participant. A final report shall be provided to Veterans Florida no later than July 1, 2017 detailing number of business and jobs created by program participants. If possible the report should include the economic impact created by graduates of the program. 3. Lead joint marketing efforts for the network. Each Network Partner will be ultimately responsible for recruitment of its own participants but will receive marketing support from Veterans Florida though the organization s website and general marketing activities. To facilitate marketing support by Veterans Florida the Host Partner will be the center for collateral development of joint use marketing materials for network. The cost for any common printed or digital products shall be paid by the Host Partner from funds provided under this program. 4. Administration of Funds The Host Partner will be responsible for dispersing funds to the Network Partners for expenses directly related to instruction, travel, room and board or other program related 4

5 expenses on behalf of the participants. All program expenses should be included in the annual report to Veterans Florida. There will be no cost to military veterans participating in this program. 5. Project Tasks and Deliverables Veterans Florida expects each response to include detailed plans on: Curriculum development Program implementation schedule Staffing plans Participant recruitment Breakdown of program cost, including administrative or overhead costs Matching funds (if any) 6. Content Requirements for Submission Cover Letter The cover letter shall also contain the name of the university, contact person, title, address, address, and telephone number Table of Contents The Table of Contents should identify locations of all sections in the submittal Submittal Information University s qualifications based on legislative requirements specified in the background of this request for proposal Current entrepreneurship program being offered by the university, if any Proposal for curriculum development Any partnerships proposed with public/private entities Program implementation schedule Program staff Participant recruitment plan Breakdown of program cost, including administrative or overhead costs Matching funds (if any) 7. Program Schedule This section will include details on the program development timeline, proposed implementation dates, as well as the program schedule. Schedules may include descriptions on the recruitment phase, introductory phase, resident phase and follow on phase. 8. Staffing Plan This section shall contain the Host Partner s staffing plan, which shall identify the Project Manager and other key staff who would be assigned to administering the Florida VETS Entrepreneurial Program. The staffing plan shall list the direct qualifications and experience of each key individual. At a minimum, this section should include a short 5

6 biography and experience of each key employee proposed by the university and a summary of relevant experience pertaining to entrepreneurship programs and veterans. 9. Approach and Work Plan: A description of the project approach should be provided. In this project approach, an understanding of entrepreneurship programs required under the Scope of Work in this RFP should be demonstrated. The response to this section should also contain a description of the level of familiarity with the veteran population especially with regard to issues veterans face in transitioning from service to civilian life. 4. Cost Schedules The host university will receive and manage funding in the amount of $1,000,000 for the execution of the Florida VETS Entrepreneurship Program. The cost breakdown is as follows: $325,000 for Host Partner duties (data collection, reporting, curriculum development and marketing support) $135,000 for the Host Partner s own Network Partner entrepreneurship program implementation $135,000 for Network Partner universities programs (4 separate universities, selected by Veterans Florida Board of Directors) Direct administrative cost and overhead by the Network Host and Network Partner universities are limited to 5% of the grant award. Indirect overhead expenditures and administrative cost shall not be paid for out of grant program funds. 5. Timeline September 30th, 2015: October 30th, 2015: November 16th, 2015: June 30th, 2016: July 1st, 2016: July 1st, 2017: Anticipated RFP publication Responses due to Veterans Florida Veterans Florida Board of Directors Selects Host Partner All program activities must be complete and funding obligated Initial report due to Veterans Florida on program completion rates and participant demographics Final report due to Veterans Florida on business/job creation and economic impact 6

Is the university equipped to administer resources for developing curriculum in accordance with network plan? Can the university properly collect, analyze, and report on the metrics of the Score 150 7

8 VETS Program for the entire network? This includes the recruitment rate, the success of the program for Veterans, the businesses that were developed from the program, etc.? Curriculum Development Plan Must incorporate the host and network structure Is there a current entrepreneurship program in place that is for Veterans or can be used for Veterans? If so, do they have a plan to incorporate the feedback of network partners? 100 Implementation Schedule Details the time to develop curriculum, when the materials will be distributed to network universities, when the first class of Veteran entrepreneurs will begin, when each phase will be launched, when the host university can collect all data and compile it into a report to Veterans Florida Is schedule too soon to be realistic or too late to be successful? 100 Participant Recruitment Plan Realistic, goal oriented Demonstrate ability and willingness to use existing university networks/online resources 100 Program Cost Breakdown Indicates the anticipated costs for direct overhead costs, curriculum development, materials, room and board for Veterans, meals for Veterans, etc. 50 Military and Veteran resource center Number of veterans served Services provided Nationally recognized for commitment to the military and Veterans 75 Matching Funds Amount (cash/in kind) that university proposes to support the program 25 Max Total Points Available 500 8
