5 Integrity Betting Intelligence System IBIS (1) Opening remarks: The International Olympic Committee is doing something serious Aim: Establishing a strong link between sports and sports betting IOC = Olympic Sports Most of them not in the focus of sports betting (yet) Football has own mechanisms -> IOC encourages and communicates The basis for all -> Confidentiality and Trust!
6 IBIS (2) IBIS = Integrity Betting Intelligence System: Unique tool establishing communication between sport and sports betting industry Pragmatic approach => Built upon the experience at OG and specifically at London 2012 Permanent system => IBIS also available for major events of IFs Designed to be compatible with the setup of the CoE Convention Potential legacy for the organizers of the OG with regards to: 1) major sporting events in the country and 2) implementation of the Convention of the Council of Europe
7 IBIS (3) Aims and processes General aim of IBIS: Safeguard Olympic sports from any negative influence potentially connected to betting through: Involvement of all stakeholders Creation of a framework for transparency, confidentiality and trust Sharing of information and intelligence
8 IBIS (4) The Network Sports Movement: All seven Olympic winter sports federations: FIBT, FIL, FIS, IBU, IIHF, ISU, WCF Olympic summer sports federations: Sports Betting Industry: Betting Regulators: WR, FIBA, FIVB, FIFA-EWS, ITF-TIU, BWF, AIBA, UCI, FINA, WA, ITU Current members: ARJEL, AAMS, UKGC, AGCC, GGC, NGCB, BGC, LGA Malta A number of regulators who are already part of the CoE-Convention s network. Betting Operators and Associations: Betfair, Bwin, Bet365, Cashpoint, Pinnacle Sport, Dafabet, World Lottery Association, ESSA, EGBA, RGA

14 How does the process for signing up to IBIS work? Interest for both sides: Only one agreement needs to be established! 1. Contact the IOC 2. Discussion and signature of Memorandum of Understanding 3. Designation of an Single Person of Contact responsible for integrity matters (=ispoc) Key points to discuss: - Exchange of information - Data protection

16 The CoE Convention against the Manipulation of Sports Competitions and IBIS Convention enables exchange of information between national sport organizations and other stakeholders via the national platforms At international level, a similar link has to be found when foreign elements participate in events (e.g. as owner, participant or betting operator). On the sport side, IBIS is the key element to achieve this goal: IBIS set up as a link to the Network of national sports betting regulators of the Convention IBIS created as a central contact point for international sports IBIS as in-between point -> facilitator for the implementation of the Convention Therefore: IOC will actively support the «Convention Follow-up Committee» to set up the appropriate mechanisms
