5 Integrity Betting Intelligence System IBIS (1) Opening remarks: The International Olympic Committee is doing something serious Aim: Establishing a strong link between sports and sports betting IOC = Olympic Sports Most of them not in the focus of sports betting (yet) Football has own mechanisms -> IOC encourages and communicates The basis for all -> Confidentiality and Trust!

6 IBIS (2) IBIS = Integrity Betting Intelligence System: Unique tool establishing communication between sport and sports betting industry Pragmatic approach => Built upon the experience at OG and specifically at London 2012 Permanent system => IBIS also available for major events of IFs Designed to be compatible with the setup of the CoE Convention Potential legacy for the organizers of the OG with regards to: 1) major sporting events in the country and 2) implementation of the Convention of the Council of Europe

7 IBIS (3) Aims and processes General aim of IBIS: Safeguard Olympic sports from any negative influence potentially connected to betting through: Involvement of all stakeholders Creation of a framework for transparency, confidentiality and trust Sharing of information and intelligence

8 IBIS (4) The Network Sports Movement: All seven Olympic winter sports federations: FIBT, FIL, FIS, IBU, IIHF, ISU, WCF Olympic summer sports federations: Sports Betting Industry: Betting Regulators: WR, FIBA, FIVB, FIFA-EWS, ITF-TIU, BWF, AIBA, UCI, FINA, WA, ITU Current members: ARJEL, AAMS, UKGC, AGCC, GGC, NGCB, BGC, LGA Malta A number of regulators who are already part of the CoE-Convention s network. Betting Operators and Associations: Betfair, Bwin, Bet365, Cashpoint, Pinnacle Sport, Dafabet, World Lottery Association, ESSA, EGBA, RGA

9 What IBIS is vs. What IBIS is not What IBIS is: Communication platform System focusing on: Involvement of all stakeholders Creation of trust Exchange of information Support of law enforcement agencies and regulators Gathering of intelligence the Olympic Sports What IBIS is not: Focussing on the betting/data/odds Another betting data monitoring system Another system concentrating on football Free of charge for all partners IFs benefit outside OG Sports betting industry gets a direct access to sports federations

10 On the sports side: What happens if a case materializes? During OG: IOC responsible for following up on alerts received on competitions Outside Games time: IF responsible for follow-up, in line with its rules and procedures IF obliged to inform IOC about its decision via IBIS Goal: - Waterproofing of IFs rules & regulations - Designation of contact person for each sport ( ispoc )

12 International Forum on Sports Integrity (IFSI) Regulations/ Legislation Sports Regulations Recommended Minimum Legal Standards to ensure clean sport Signature, Ratification or Accession to: - CoE Convention on the Manipulation of Sports Competitions - UN Convention Against Corruption - UN Convention Against Transnational Organised Crime Monitoring/ Intelligence/ Investigations Integrity Betting Intelligence System (IBIS) Also integrating a Whistleblowing Mechanism on all integrity issues for the Olympic Movement (as proposed in Agenda 2020) Investigative capacity building with the support of INTERPOL Awareness-Raising and Education Online information and educational tools for Olympic Movement e-learning for Olympic Movement (mandatory for participation at OG) Olympic Games/Youth Olympic Games/Multi Sport Games: PlayFair-Kit (booth, workshop, quiz, game, etc.) Integrity Workshops in partnership with INTERPOL - For IF s Integrity Single Points of Contact (ispocs) - For National Olympic Committees/National Federations ispocs - For law enforcement Integrity in Sport Training Material for Sport and Law Enforcement in partnership with INTERPOL

14 How does the process for signing up to IBIS work? Interest for both sides: Only one agreement needs to be established! 1. Contact the IOC 2. Discussion and signature of Memorandum of Understanding 3. Designation of an Single Person of Contact responsible for integrity matters (=ispoc) Key points to discuss: - Exchange of information - Data protection

16 The CoE Convention against the Manipulation of Sports Competitions and IBIS Convention enables exchange of information between national sport organizations and other stakeholders via the national platforms At international level, a similar link has to be found when foreign elements participate in events (e.g. as owner, participant or betting operator). On the sport side, IBIS is the key element to achieve this goal: IBIS set up as a link to the Network of national sports betting regulators of the Convention IBIS created as a central contact point for international sports IBIS as in-between point -> facilitator for the implementation of the Convention Therefore: IOC will actively support the «Convention Follow-up Committee» to set up the appropriate mechanisms
