1 Texas Organization of Baccalaureate and Graduate Nursing Education Meeting Minutes Date, Time, Place: TOBGNE members met on Thursday, at 5:00 p.m. at the Omni Hotel in Austin, Texas. 2 Call to Order N. Yuill called the meeting to order at 5:15 p.m. Review of Minutes Minutes were not available for review. Introductions and School/Program updates Each member introduced themselves to the group and shared information on current issues and events at their schools. Common themes included: Partnering of schools with other schools and clinical affiliates to promote nursing education and increasing school enrollments and graduates. Dealing with large numbers of applicants with limited resources such as faculty, classrooms, clinical experiences, and funding. Initiation of accelerated programs for people who have degrees in other fields. Extension of education with web based and interactive technology. Addressing student behaviors e.g. aggressiveness, frequent demands, expectations of individualization of services to meet own needs. Planning and development of new buildings. Implementing student retention initiatives. Aging of the faculty and use of aged faculty. Phasing out or moratoriums on CNS programs; continued growth in Nurse Practitioner programs. Initiation of nurse administration and nurse educator graduate programs. Special events included: D. Sands announced that the research program at UT-Austin had brought in over $20,000,000 with 14 grants. The school is in the top ten list of nursing research programs based on funding obtained for research projects. The School of Nursing is partnering with elementary schools to help care for 7,000 children in a demonstration project. L. Pehl announced that of Mary Hardin Baylor would celebrate a 100 year anniversary in June. P. Starck announced that SREB has nursing education programs on-line and that faculty can post graduate courses to share faculty through this on-line site. She also announced that UT- HSC Houston initiated courses in genetics. E. Poster announced that UT-Arlington had initiated the doctoral program in nursing education and clinical nurse scientist with a focus on Cultural Diversity and Vulnerable Populations. Twelve students have been admitted. L. Klotz, UT-Tyler and A. Green, Texas Tech reported on long-term partnership to provide the nurse practitioner degree. 2

3 Introductions and School/Program updates of Texas at El Paso (UTEP) sent a report that they had received $4.1 million from NIH to set up a Hispanic Health Disparities Research Center. The P-20 award mechanism was used to obtain the funding. Their senior partner is the UT Houston School of Public Health. This is an interdisciplinary effort to increase the capacity of faculty to conduct Hispanic health disparities research. UTEP in collaboration with the UT TeleCampus will be offering an online RN to BSN program beginning this fall. They asked that any RN students who are interested in this option be referred to them. Review of Funds Election of Chairperson Representatives Reports: Advisory Committee for Education TNA s Nursing Legislative Coalition (NLAC) Legislative Action Summary Deans and Directors of Professional Schools of Nursing UTEP has received substantial funding from the Tenet Foundation for recruitment and retention activities for both faculty and students. They received from Health Corporation of American (Del Sol Health Center) funds to support doctoral students who will agree to teach at UTEP once they are finished with their doctoral studies. There was not treasurer s report. N. Yuill announced that the by-laws called for election of a chair person at this time. B. Jackson stated that the committee would begin meeting with when the restructuring process was completed for the BNE (combined BNE and BVNE). N. Yuill announced that there had been no meetings of the TNA NLAC. K. Light asked that TOBGNE nominate a candidate for the Vice President/President Elect position for Deans and Directors groups. K. Light nominated P. Watson as chair. E. Poster seconded the nomination. There were no other nominations. L. Pehl moved that nominations be closed. L. Klotz seconded the motion that carried unanimously. P. Watson was elected by acclamation. N. Yuill to turn over TOBGNE archives and materials at a later date. P. Starck nominated G. Walker. The nomination was seconded and G. Walker was elected by acclamation. 3

4 Issues: Nursing Workforce Data Advisory Committee P. Starck, chair of Nursing Workforce Data Advisory Committee, announced that the committee had its first meeting on Februrary 25, The data base is housed in the State Health Information Coordinating Council. There are 21 members of the committee. The committee is looking at gaps and issues relating to priorities, dynamics of migratory patterns of the nursing workforce, educational capacity (need to get an accurate number of qualified applicants who are not admitted to programs), and requests for 100% formula funding for nursing education. She shared data on Enrollments leading to initial RN licensure by program type from BNE, trends in fall enrollments leading to initial RN licensure, and trends in qualified applicants NOT admitted to programs leading to initial RN licensure as per attached tables. Other issues to be addressed by the committee include, trends of RNs working in temporary agencies, impact of foreign nurses being imported, and the increasing number of beds being added in Houston and Dallas. 4

5 Employment differentiation for BSN and higher educated nurses D. Sands shared the letter she drafted to be sent to clinical agencies encouraging differentiated pay and employment expectations for BSN and higher level nurses. Corrections were made to the letter as prepared by N. Yuill. Availability of RN to BSN programs. P. Watson stated that UT-MB in Galveston had such a large enrollment in the RN to BSN program that they could not take any more students. Members agreed to consult with each other so that agencies do not receive multiple letters from same person (TOBGNE chair). Announcements and Adjournment. Deans/Directors can refer applicants for RN to BSN programs to five schools that are able to provide RN to BSN programs and use on-line programs and interactive technology for delivery of education are: Texas A & M Corpus Christi Texas Tech of Texas at Arlington of Texas at Tyler Prairie View A & M Midwestern State There were no further announcements. The meeting adjourned at 7:00 p.m. 5
