A CoE is a fully packaged and successfully tested solution to address common software issues that plague organizations. Our CoEs leverage our pool of expert and experienced resources to aid your organization in building a solution that meets your software needs. The CoE can be operational immediately, and at scale, to verify that the solution will work for your environment. We fully commit our team so that you can get started quickly and prove the solution before recruiting internal or external resources. We can operate the CoE until internal resources are educated or until you can recruit external resources. We have everything you need to train and mentor new recruits. 3 Available CoEs DCG has the following CoEs available for implementation. We provide leadership, both on-site and remotely, with the proven processes, playbooks, workbooks and documentation, to quickly and effectively implement the CoE for immediate results. Estimation CoE Measure, manage and accurately predict cost, schedule, performance and value for your software projects. The Estimation CoE allows you to size and estimate projects at several points throughout the SDLC, integrating the data with development teams to ensure that estimates are consistent and predictable. This CoE is often used to validate estimates from third-party vendors to better manage outsourcing relationships and to improve the quality of delivered work and associated timelines. Function Point Analysis CoE Utilize critical project sizing parameters to determine development effort, delivered defects, project duration and productivity. The use of Function Point Analysis (FPA) provides unprecedented management of internal projects and third-party vendors. This CoE is often used as the sizing vehicle for managing the vendor budget for variably sized projects. Software Analytics CoE Measure the performance of software development teams under different SDLCs using industry-tested quantitative and qualitative tools. Applied on a regular basis, these metrics can show if and how team performance is changing. This CoE has been used to monitor where value has been realized from a recent process change and to provide insight as to why a team may be struggling to match target productivity improvements. In other cases, this CoE is used to compare performance against competitors, with DCG providing industry benchmark data as needed. Scaled Agile Framework (SAFe ) & Agile Release Trains CoE Implement SAFe Release Trains utilizing simple scrum or waterfall. DCG s certified SAFe Program Consultants will operate the Agile Release Trains, while simultaneously training and mentoring your team to take them over in-house. DCG is a SAFe Bronze Partner. 4 CoE Implementation How Does it Work: Build, Operate, Transfer (BOT) All CoEs are established following a Build, Operate, Transfer implementation model. We build the CoE framework, customized for your organization, and then we will operate the CoE until you are ready to make the transition to run it in-house. BUILD OPERATE TRANSFER In the build phase, we customize the CoE processes to suit your needs, while establishing and educating your internal resources. This typically takes one to three months. If customizations in the previous phase are few, the operate phase can start very quickly, even before the build phase has been finalized. In this phase, we operate the CoE using our staff to perform some, if not all, of the functions. Your staff is responsible for providing necessary data and inputs to enable the processes. Internal training and mentoring for the transfer phase typically occurs during this time. Your desire to take on full responsibility for the CoE may delay this phase for as long as you see fit. Some functions can easily transfer as soon as three to six months after the launch of the CoE. Other functions may take longer (e.g. 12 months) to replicate and scale internally. We are willing and able to transfer functions at your pace and convenience. Timeline & Costs Within one month of the initial conversation, we can start to roll out the CoE. The build phase typically takes one to three months. The operate phase can run from six months to several years. The transfer phase typically takes three to six months from the point at which notice to transfer is given. Total cost is dependent upon the volume and size of projects to be processed by the CoE and the volume of services operated by DCG versus in-house. Running costs start at about one to two percent of current development costs (e.g. If the budget for a release is $10M, the CoE running costs are likely to be $100k $200k).
