Champion, Slippery Rock University. and Joseph Gosseaux 1 st Vice President, Neumann University. 9:15-10:30 AM- Panel Sessions Event 1-Ethical Considerations of Criminal Justice Issues (Room 129) Panel Chair: David Champion, Slipper Rock University) This roundtable session will address various criminal justice issues through an ethical lens. Police deception, interrogation, sentencing, corrections and punishment issues are among the topics that may be examined through utilitarian deontological, peacemaking and other ethical stances.. Bradley Manning: Dr. Jana Nestlerode, Chair, Department of Criminal Justice, West Chester University This paper will explore the pretrial incarceration and treatment of Bradley Manning and its constitutional implications. Inmate Educational Programs: Dr. Brian O Neill, Criminal Justice Department, West Chester University This presentation/paper is based upon Dr. O Neill s experiences teaching for Villanova University at Graterford Prison and his training as an Inside/Out facilitator. Collateral Consequences to Crisis Events in Corrections: Dr. Randolph T. McVey, Criminal Justice Department, West Chester University. This paper will discuss a typology of crisis events which impact on corrections such as major institutional disturbances, parolee killings, and parole agency programs. The primary focus of the paper is to explore how correctional officials can prepare for events out of their control.. Event 2: Opportunities and Challenges (Room 133) Panel Chair: Lawrence Rosenberg, Millersville university An Examination of Prisoner Re-Entry and the Female Offender: Confronting the Triggers for Relapse and Recidivism: Dr. Vincent E. Miles and Tonnette Maxie, Cheyney University This paper addresses the various challenges that African American and Hispanic female offenders confront upon release from prison. The research presents findings from a pilot study of females that have had issues with substance abuse and addictions.

4 PACJE 2011 Final Program -4 Event 3: Research, Trends and Victimology (Room 134) Panel Chair: James Ruiz Penn State University, Harrisburg Crime in the Amish Community: Lancaster County, PA. Dr. John Hill, This paper addresses crime in the Amish settlement from the victimology perspective. The lifestyle of the Amish and their rural setting as well as their strict religious teachings and their law abiding demeanor generally keeps them absent from misbehavior and lawlessness. 10:30-11:00 AM: Break McNichol Room: Life Center 11:00-12:30 PM Panel Sessions Event 4 -Law Enforcement and Ethical Issues Within the Criminal Justice System (Room 129) Panel Chair: Stephanie Albertson, Criminal Justice Department, Neumann University Training v. Policy: Police Officer use of Social Networking Site: Jennifer Gossett, Indiana University This paper questions the training and or possible development of police departments to protect themselves and their officers from the use of information found on networking sites such as Face Book and My Space. Many of these accounts results in the officer being fired for inappropriate and unprofessional o information being posted on their personal sites. Police Moonlighting: Brooke Kovac, Penn State University, Harrisburg This paper addresses the issues of police officers and outside employment to supplement their income. There are both positive and negative aspects to moonlighting to include ethical dilemmas, liability concerns and corruption. Expert Testimony in Rape and Sexual Assault Investigations: Erin Ashley Smith, Neumann University This paper looks into expert testimony and its possible effects on the understanding of the crime of rape and sexual assault. The research was based on two theories: One that society doesn t understand these

5 PACJE 2011 Final Program -5 crimes and the behavior of victims and the second being that expert testimony can help society to understand the rape victim s behavior so they can make an informed decision as members of a jury.. Event 5- Criminal Justice Ethical Threats: Discretion, Investigation and Policies (Room 133) Panel Chair: An Analysis of Jury Decision Making: Dissecting the Impact of Psychological Factors: Doreen Creshine, Neumann University This paper/research explores pertinent questions about how and why jurors decide verdicts. How is their decision making affected by biases and prejudices formulated in personal experiences. Despite attempts to eliminate biased jurors through voir dire, these factors inevitably interfere with impartial jury outcomes. Capital Punishment: The Death Penalty: Elaine M. Kalenevitch, Penn State University, Harrisburg This paper focuses on the death penalty in the United States. It will provide an overview of data including convictions, reversals on appeals, executions, demographics of offenders and alternative dispositions. Also to be discussed will be the 1967 to 1976 de facto moratorium on the death penalty, Constitutional arguments and resulting Supreme Court cases. Event 6- Criminal Justice in the Post 9/11 area Chair: Domestic Extremism in America: Philip Wagner, Indiana University Twenty four hour news cycle now dominates the media landscape in America., causing many individuals to not seek out their own information outside of easily digested sound bites. It is therefore of little surprise that some citizens are unaware of a rising number of domestic extremists and hate groups. This paper will focus on this issue. Examining Our Efforts Post 9/11: Are We In Need of More Security of More Peace? Patrick J. Harvey, Elizabeth A. Neel, Slippery Rock University This paper details a proposed project that ;intends to critically assess the efforts and roles taken by American institutions, especially higher education, in fostering more security and /or peacefulness in the decade following the events of 9/11. Event 7- Rehabilitation and Re entry into Society Chair:

6 PACJE 2011 Final Program -6 Religion and Support for Rehabilitative Corrections: Jeffrey J. Roth, Indiana University of PA. This paper looks at people s views of punishment and forgiveness based upon religion. It reviews previous studies and argues that the stereotype of religion uniformly fostered support for harsh penalties is faulty. Religion s impact on correctional views is complex and multi directional. Issues Faced by Female Offenders Reentering the Community: Dr. Barbara Kauffman and students from West Chester University This discussion will address the lack of a distinct structure within current parole programs for female offenders. This situation creates a higher risk for these offenders to become homeless, unemployed, addicted and subject to family instability.
