2 BOARD OF NURSING WORK SESSSION AGENDA 8:30 AM 9:30 AM CALL TO ORDER Meeting The BON meeting was called to order by Mary Ellen Husted, Chairperson 8:45 a.m. CONSENT AGENDA ISSUE: February 6, 2013 minutes DECISION: Approved Vera Mayer ISSUE: Sworn-in as Consumer Member by Darryl Gorman PRESENTATION: Role of Board Members Darryl Gorman, Boards and Commissions REPORT FROM BOARD CHAIRPERSON NCSBN Mid-Year Meeting ISSUE: Mary Ellen Husted and Cathy Borris-Hale provided feedback NCBN Discipline Conference ISSUE: The conference begins June 5th in Annapolis, MD (day of board meeting), with a dinner presentation. It will not conflict with the scheduled meeting. The following person expressed interest in attending: Mary Ellen Husted Cathy Borris-Hale Chioma Nwachukwu Missy Moore Winslow Wooden Concheeta Wright Felicia Stokes Timothy Handy REPORT FROM ADMINISTRATOR N/A REPORT FROM ATTORNEY N/A REPORT FROM EXECUTIVE DIRECTOR Oversight Hearing ISSUE: The District of Columbia City Council's Committee on Health held an oversight hearing for Health Professional Boards, Thursday, March 2
3 14th at 10:00 a.m. Chioma Nwachukwu presented testimony on behalf of the Board. Safe Staffing Legislation proposed ISSUE: This legislation was introduced by the DC City Council. If passed it would require acute care general or psychiatric hospital s staffing plan to incorporate direct care registered nurse-to-patient ratios in specified units. The Board has been asked to present testimony at an upcoming hearing. Talking points: Role of the BON is to assure that licensees are safe to practice Emphasize the Board s mission The mission of the Board of Nursing is to safeguard the public s health and well-being by assuring safe quality care in the District of Columbia. This is achieved through the regulation of nursing practice and education programs; and by the licensure, registration and continuing education of nursing personnel. Provide NCSBN TERCAP statistics Know that the nurse providing care to the patient is competent HHA Update [as of this date] ISSUE: Approved- 2,564 Pending- 3,806 Health Professionals Monitoring Program ISSUE: HPLA is working with Nursing and Medicine to offer a monitoring program for all licensed/certified health professionals National Practitioner's Data Bank ISSUE: DC is compliant with the submission of discipline information to the data bank. Kudos to C. Wright and F. Stokes for submitting discipline to the data bank ISSUES TO BE DISCUSSED DISCIPLINE OPTIONS ISSUE: Staff is recommending adding Remediation Essay and Presentation as other discipline options. As a form of discipline, the licensee required to write an article or offer a presentation to nursing staff focusing on the reason they were referred to the Board. RATIONALE: For some practice issues that come before the board, there may not be a course available. Or the board may want licensees to do more than take a course. Having the licensee to write an article and/or present a paper to their nurse colleague provides the board with another disciplinary action option. DECISION: Approved 3

Staff will invite Executive Director of the Pharmacy Board to do a presentation. Can a RN monitor a patient receiving an inhaled anesthetic agent; i.e. isoflurane, sevoflurane, and document the amount of inhaled anesthetic received, in a critical care setting? DECISION: An Individual who has completed an approved Home Health Aide Program may receive a waiver in the District of Columbia ISSUE: DECISION: ISSUE: DECISION: HHA applicants who do not have certification as a certified nursing assistant program and/or graduated and received certification from a nationally accredited Home Health / Hospice program Those applicants for HHA certification will not be eligible for the Home Health Aide Waiver Program HHA applicants who are working for an unlicensed nurse staffing agency The Board has the autonomy and authority to approve the HHA who work 500 hours and has been verified ISSUE: HHA applicants who are CNAs and have completed an approved program DECISION: May be eligible for waiver in the District of Columbia after completing a 32 hour bridge program 6
