1 The Michigan State University Institute for Health Policy (IHP) is recruiting a sample of office based primary care providers to be interviewed concerning their perceptions of the Meaningful Use of electronic health records (EHR). Interested primary care physicians, nurse practitioners and physician assistants should contact the IHP for these voluntary 20 minute interviews. The project is focused on the Michigan Medicaid EHR Incentive Program, so the IHP is recruiting providers who actively participate with the Medicaid Program. We are interested in interviewing primary care providers who qualify for the Medicaid Meaningful Use EHR Incentive program, whether or not they have registered or attested for the program. Interview participants will receive a generic $50.00 charge card in recognition of their time. The interviews will be privately conducted by telephone. Participants will be assigned an anonymous study identification number. No identifying information will ever be linked to the interview transcripts, and project reports will only be stated in grouped and collective terms. Findings will be shared with the Michigan Medicaid program administrators and may be shared through articles and presentations for interested professional organizations. About the Project The Michigan State University Institute for Health Policy (IHP) is recruiting a sample of 15 to 30 officebased primary care providers (I e. physicians, nurse practitioners, physician assistants) to be interviewed concerning their perceptions of the Meaningful Use of electronic health records (EHR). This project is funded to achieve the goals of the state s Michigan Medicaid EHR Incentive Program and other Health Information Technology (HIT) programs to improve the quality, safety, and efficiency of Michigan health care delivery. The Principal Investigator for this study is William Corser, PhD, RN, of the IHP. The IHP has also contracted with Ms. Mary Anne Ford of Mary Anne Ford Consulting to participate in the recruitment of primary care providers, to conduct private semi structured audiotaped telephone interviews with providers who have contacted her and to participate in the analysis of the interview data. To be eligible for this project, primary care providers will need to volunteer to be contacted. The aims of the project are to: Examine provider perceptions about the impact of meaningful use on the perceived quality of patient care and the business of their practice; Understand the processes used by primary care practices to make decisions about applying for Meaningful Use EHR Incentive Programs; Examine differences in perceptions and processes between providers with varying degrees of organizational affiliation; and To inform education and outreach strategies employed by MSA to encourage provider participation in the EHR Incentive Program. Who Can Participate? We are recruiting office based primary care physicians, nurse practitioners and physician assistants and nurse practitioners to contact us for these voluntary 20 minute interviews. Since the project is focused on the Michigan Medicaid EHR Incentive Program, we are recruiting providers who actively participate with the Medicaid Program. We are interested in interviewing primary care providers who qualify for the Medicaid Meaningful Use EHR Incentive program, whether or not they have registered or attested for the program. Interview participants will be mailed a generic $50.00 charge card in reimbursement for their time. About the Interviews After providers are ed an electronic copy of a study consent and provide their verbal consent to participate, interviews will last about 20 minutes in length and will include collection of information (I e. current/prospective use of EHRs and other health information technologies (HIT) in their practice, and
3 perceptions about applying for federal Meaningful Use incentives. The interviews will be privately conducted by telephone, audio recorded and transcribed verbatim. You will be assigned an anonymous study identification number, and your name will be used only to schedule the interview. None of your identifying information will ever be linked to the interview transcripts, and project reports will only be reported in grouped and collective terms. The project findings will be shared with State of Michigan Medicaid Program Administrators and possibly through articles and presentations for interested professional organizations. PURPOSE OF RESEARCH: You are being asked to participate in a research study to investigate how a sample of approximately 15 to 30 Michigan office-based healthcare professionals (I e. physicians, nurse practitioners, and physician assistants) perceive their use of health information technologies and the federally-available Electronic health record (HER) incentive programs. Potential study participants were identified by their contacting the study team. 2. ALTERNATIVE OPTIONS Your decision on whether or not to join this study is entirely your own decision. None of your colleagues or other healthcare professionals will ever be capable of knowing whether you decided to participate in this study or not. 3. WHAT YOU WILL DO: After you have verbalized your intent to participate in the study to the interviewer over the phone, you will be asked to participate in a single audiotaped 20-minute telephone interview with a member of the study team at a time that is convenient for you. 5 4. POTENTIAL BENEFITS: Interview participants will be mailed a generic $50.00 charge card in reimbursement for their time. Provider participation in this study may also help inform the State of Michigan administration of Medicaid and Medicare EHR incentive programs and healthcare HIT developers understand how they can best design EHR modules and functionalities. 5. POTENTIAL RISKS: There are no foreseeable risks associated with your participation in this study. You will never be obligated to answer any questions that may make you feel uncomfortable. 6. PRIVACY AND CONFIDENTIALITY: The information collected about you during the study will be kept confidential to the maximum extent allowable by law. All study data collection forms and interview recordings will be stored in the devoted locked cabinet in the Primary Researcher s faculty office and on the password-protected study data set when not in direct use. The study data and consent forms will be secured in this manner until all study reports and manuscripts have been completed. Research records will be kept for at least three years after the close of the study. Only designated study team members and the MSU IRB may be provided access to any study research interview data collected by the PI. No one outside of the study team will ever be capable of knowing what providers did, or did not consent to participate in the study unless the provider tells someone else themselves. The results of this study may be published or presented at professional meetings, but the identities of all research participants will remain confidential. 7. YOUR RIGHTS TO PARTICIPATE, SAY NO, OR WITHDRAW Participation in this research project is completely voluntary. You have the right to say no. You may change your mind at any time and withdraw by stopping the telephone interview. You may choose not to answer specific questions or to stop participating at any time.
