1 CERTIFYING TTS AND SCOR (implemented 1/1/2010) Introduction This document is divided into seven (7) sections, separated from one another by a heavy dark line: 1) Cautions 2) Pre-service Academic Performance Assessment (PAPA) 3) Instructional, Administrative and Educational Specialist Certification Areas for which PDE requires a certification test 4) Educational Specialist Certification Areas for which PDE does not require certification tests 5) Composite Scoring Method for tests 6) Vocational Certificate ing 7) Recently Replaced s Cautions A) The GPA scale is applied only to applicants for PA certification, and only at the time of application; scaled scores are based on the candidate's final GPA. The candidate for certification must be finished with his/her program of studies and must have a final GPA in order for this scale to have any consideration. The qualifying score must be attained or exceeded for add-on and intern applications. B) The qualifying score for a GPA range is based on the of Measurement on that test, which may change as data is received. PDE will make such changes to this document yearly, if data on new tests are available. SEM information for other tests may be updated at five year intervals. This table is current for C) GPA's are illustrated up to three decimal places; no rounding is permitted. D) Act 24 of 2011 removed the requirement for pre-professional skills tests, such as PAPA and PPST, for post-baccalaureate instructional certificate program candidates. Educational Specialist candidates who do not have a professional license or a PA Instructional certificate must also take the PAPA tests. E) The content-specific test is found by clicking on the link to the test vendor found in the last column. Carefully check the test vendor site to make sure that you are selecting the correct test for Pennsylvania certification. F) PDE permits World Language certificate candidates the option of taking either the PRAXIS or the ACTFL tests, when both are available. If the ACTFL option is selected, candidates should take the Oral Proficiency Interview (OPI) or Oral Proficiency Interview by Computer (OPIc) and the Written Proficiency (WPT). Mandarin must be taken for the Chinese language exam(s). The minimum proficiency to qualify is Intermediate High for each ACTFL test. Go to Language ing International (LTI) for more information about the ACTFL tests. G) All tests scores must be sent electronically to PDE directly from the test provider. Applicants may submit a copy of the test score report for informational purposes; certification cannot be granted based on the applicant s copy. H) Official test scores are valid for life. Content area tests taken during a period in which the test was accepted for certification may meet the requirement if it meets the replaced test policy in the CSPG # 21. For a listing of recently replaced tests, see page 8 of this document. 6 CERTIFYING TTS AND SCOR (implemented 1/1/2010) I. Composite Option for PAPA: The Composite Scoring Option for PAPA was initiated to enable a candidate who may excel in one area such as mathematics, but who is not strong in another PAPA area, to receive a passing score on the PAPA series. In order to qualify, a candidate must meet a minimum score in each test area (Mathematics, Reading, and Writing) and then exceed the passing score by an amount equal to the of Measurement in one or two of the other test areas. The candidate s test scores are added together, and if the scores total 686, the candidate has passed the PAPA series. The Minimum s required for the Composite Scoring Option are shown below. This total does not represent the sum of the 3 minimum scores. Candidates must achieve the PAPA (220) in at least 1 (one) area and also reach the Minimum Composite Total. II. Composite Option for those who took/registered for the PPST (Praxis I) tests prior to 9/01/2012: Instructional I candidates may use the PPST composite score method to meet the requirements for certification if they took or registered for the PPST (Praxis I) tests prior to 9/01/2012. The composite score method may assist a candidate who may excel in one area such as mathematics, but is not strong in another area. Two conditions must be met to use the composite score method: (1) the Minimum Composite on each Pre-Professional Skills (PPST) is achieved or surpassed; and (2) the sum of the three test scores must be at least 521 to qualify for PA certification. If any test is below the minimum shown below, the composite score may not be used. Vocational I Composite Method Example: An individual took the PPST Reading and Writing tests and scored as follows: PPST Reading score: 175 PPST Writing score: 170 When this individual's scores are averaged, they total ( = 172.5).
