1 Proposal Summary Revision of Master of Science in Accounting Program Department of Accounting College of Business Administration July 1, 2013 Description of Action, Including Intended Effect The purposes of this revision are as follows: To better align the admission requirements with KSU policy and practices of other institutions To provide an incentive for our undergraduate accounting students to continue their graduate education at Kent State To bring the program length in line with other institutions and KSU suggested policy To offer additional course offerings To increase the intensity of our tracks/concentrations Changes to Admission Policies: Increase general admission requirements to: o Minimum 500 overall GMAT score, minimum 40 th percentile in verbal and quantitative sections (no change) o Minimum 3.0 overall undergraduate GPA (increase from current 2.7) o Minimum 3.0 accounting GPA, if applicable (increase from current 2.7) o Eliminate formula calculation Rationale: These admissions requirements more closely match the requirements stated by KSU as well as other institutions. They also help to increase the probability of student success in the program. Evaluation of international student GPAs will take into consideration differences in grading scales between U.S. and foreign universities. Waive GMAT requirement for recent (within 5 year) KSU undergraduate accounting graduates with a minimum 3.5 overall GPA AND a minimum 3.5 Accounting major GPA (includes ACCT 23020, ACCT and ALL attempts of upper division ACCT courses). Rationale: We want to encourage our best undergraduate students to continue their graduate education at Kent State University. Curricular changes: Reduce minimum credit hours to 30 semester hours o 5 required graduate accounting courses (15 hours) no change o 3 graduate accounting track courses (9 hours) 3 credit hour increase o 2 required graduate business courses (6 hours) 3 credit hour decrease 1
2 FIN Financial Management I ECON Business Conditions Analysis o Eliminate graduate elective course 3 credit hour decrease o Students without an accounting or business undergraduate degree would still be required to take undergraduate accounting core and business proficiency coursework. Students with undergraduate degrees from international universities may also be required to take proficiency coursework. (no change) Rationale: This change will align the MSA program with KSU University policy. It will also increase our competiveness in the market since most of other area programs have a minimum of 30 credit hours. Offer additional course options: o Begin offering ACCT Tax Research and Planning as a course option. This course has not been offered recently. o Add special topics courses based on current issues and faculty interest Rationale: The current program has been criticized by our advisory council as being too vanilla. As we build enrollment, we hope to increase the number and variety of course offerings. Increase the intensity of the tracks/concentrations: o Maintain 2 tracks, but have three courses in each track (currently only 2 courses in each track). o Assurance Services Track: ACCT Advanced Auditing ACCT IT Audit and Control One of the following courses: ACCT Analysis and Valuation of Business using Financial Statements ACCT International Accounting ACCT Special Topics ACCT Internship (if internship is in the Assurance Services area) o Taxation Track: ACCT Taxation of Corporations ACCT Taxation of Partnerships ACCT Tax Research and Planning o Students can create their own track by selecting 3 courses relevant to their career and academic goals. These track courses must be approved by the MSA Coordinator. Students creating their own track will not have a track designation on their transcript/diploma. This option is currently available (no change except that the track must consist of 3, rather than 2, graduate accounting courses) 2
3 Rationale: Our advisory council has advised us to provide more in-depth technical knowledge to our MSA students. CPA exam preparation and Professionalism o Include a session on Professionalism and CPA exam preparation strategies in ACCT Professional Issues and Ethics in Accounting. Rationale: To encourage students to take and pass the CPA exam and to help them to be successful in their professional accounting careers. We will market these changes both internally (to our current Accounting BBA students) and externally. Impact on Other Programs, Course Offerings, Students, Faculty, Staff (e.g., duplication issues) This is an existing program, so there is little impact on other programs or course offerings. These changes will result in re-instating ACCT (Tax Research and Planning) which has not been offered in recent years. A current accounting faculty member has the expertise to teach this course. This change will also result in the removal of MIS Statistics for Management from the list of required courses. Fiscal, Enrollment, Facilities and Staffing Considerations There are no fiscal, facility or staffing considerations due to these changes. We anticipate increased enrollment in the program, particularly from our high-performing undergraduate accounting majors. There is sufficient capacity in existing courses to accommodate this increased enrollment without additional expenditures. Students take accounting courses with courses in the various business disciplines, allowing them to become well-rounded professionals. The combination of coursework with the option of an internship provides students with a strong theoretical foundation in accounting as well as an understanding of the practical applications of the discipline. The program also emphasizes the development of communication, interpersonal and analytical problem-solving skills through the use of case studies, team and individual projects, and computers for accounting and auditing applications. Upon completion and 150 semester credit hours, students will be considered as having met the educational requirement for sitting for the CPA exam in Ohio. Students in the Master of Science in Accounting have the option to select a concentration from the following: Assurance Services or Taxation. The Assurance Services concentration allows students to specialize their degree with courses in advanced auditing and IT auditing. Graduates are prepared for responsible leadership positions in public, corporate, nonprofit and government accounting. Upon completion and 150 semester credit hours, students will be considered as having met the educational requirement for sitting for the CPA exam in Ohio. College of Communication and Information College of Education, Health and Human Services College of Nursing College of Podiatric Medicine Admissio n Requirement s The Taxation concentration allows students to specialize their degree with courses in corporate and partnership taxation. Graduates are prepared for responsible leadership positions in public, corporate, nonprofit and government accounting. Upon completion and 150 semester credit hours, students will be considered as having met the educational requirement for sitting for the CPA exam in Ohio. Official transcript(s), GMAT, goal statement, three letters of recommendation, resume and TOEFL, IELTS, MELAB or PTE, if applicable. Please refer to the university policy for graduate admission. Additional coursework is required if students do not have an undergraduate degree in accounting. MSA Program Learning Objectives: 1. Prepare students for a professional career in accounting and, in particular, prepare the student to take and pass the Uniform CPA Examination. 2. Provide a comprehensive understanding of complex financial accounting issues, reporting and regulatory issues and taxation issues with the ability to understand constraints, develop conclusions and cite the professional accounting literature in support of these decisions. 3. Develop the ability to recognize, utilize, select and analyze both the information provided by systems and the systems themselves in place in a variety of business structures and companies; students will also develop the skills needed to identify how companies gather, process, store and deliver information useful in decision making. 4. Students will develop a competence in verbal and written communications, interpersonal skills, ethical decision making and computer applications.
