This is a City Commission's Appointment. The Architectural Appearance Committee Membership: Thomas DiGiorgio, Sr. (District 1 ), appointed by Mayor Fisher; Robert Zbikowski (District 1 ), John Pancoast (District 1 ), and Joby L. Balint (District 1) appointed by Comr. Dockswell; Salah Elroweny (District 3) and Ray Lubomski (District 3/Alt. #1) appointed by Comr. Hardin; Kenneth Koch (District 2) and Walter Syrek (District 2/Alt. #2) appointed by Comr. Burrie. Pursuant to the enabling Ordinance, three (3) members shall initially serve for a one-year term and two members shall serve for a two-year term. After the initial term, all members will serve for a term of two years. There are also special requirements imposed for membership on the Committee. It also requires that at least two members of the Committee shall be a Florida registered architect and at least one other member shall be a Florida registered landscape architect. The remaining members may be a Florida registered architect, a Florida registered landscape architect, a Florida registered professional engineer, and a planner, a building contractor, and a Florida registered real estate salesperson or broker, or possess a similarly related background. The City Commission shall appoint two (2) alternate members for terms of one (1) year. Whenever feasible, one of the two alternates shall be a registered architect. 22 Dear Pompano Beach City Commissioners; During my twenty years working for the City Of Fort Lauderdale, I worked with children in sports and athletic programs {7 years) sparkplugged and instituted and supervised Senior Citizen activities (7 years) and in 1987 the City created a new Cultural Affairs position. As the City's Cultural Affairs Director, I created and wrote grants for the following cultural programs; Bach's Lunch Concert series in Cooley Hammock Park, Cooley Hammock Art Show, The Holiday Park Creative Arts Camp and Starlight Musicals. I worked with the Broward Art Guild, The Street Dance Committee, The South Florida Symphony Orchestra and I was the liaison too other cultural organizations. In 1991 I was hired by the City of Hollywood as. the City Special Events Coordinator. I was in charge of the Beach Theatre, Young Circle Park and Noon Time concerts in Downtown Hollywood. I was in charge of the Hollywood Jazz Festival and I was instrumental in writing grants for the festival. I formed the non-profit organization, "The Friends of Jazz." Working with community leaders I was able to expand the arts to minority areas of the city. I left my career in 1995 and married Doctor Richard Bixler of Bixler Animal Hospital in Wilton Manors. We moved to Fair Play SC where I was appointed to the Clemson University Art Guild. When I became a widow I moved back to Fort Lauderdale and two years ago I bought a condo at the Island Club in Pompano Beach. I would be honored to serve as a member of the Public Art Committee. The city of Pompano Beach is a Gem that is recognized by other municipalities for its unspoiled beauty. 24 """./ '" Ask Alma Ask Alma Reffett practically any question at all about procedures and forms and requirements covered by the activities of the Building and Zoning Department, and chances are you'll get a quick, correct, response. Her job classification is Clerk Ill, but to the contractors, developers, private builders and home owners who want permits to do new construction or remodel old buildings, she's a walking, talking, encyclopedia. Hearing herself described that way makes Alma smile. "After 20 years of working here, I've heard practically all the questions so I guess I should know all the answers. We still need the same information and the forms we use haven't changed a whole lot The biggest change is that there's a lot more paperwork to do." One of her responsibilities is to check all Building Permit applications to be sure that,a total of 76 blank spaces on the form aie. r}r..operly filled in. Each of the technical and legal answers has to stand up to her careful cross-checking. Alma says she long ago lost count of how many Permit applications she's handled, but all that experience has generated a built-in instinct for spotting errors honest and otherwise. Anothe~ part of her responsibility is the maintenance offiles that contain full information about structures and,- changes in structures. Builders are re. quired to supply detailed data and it's up to Alma to make sure all these requirements are met before a Permit is issued. She points out that anything done to create, or change, a structure within the City limits, requires a building per mit issued by the City, and adds, "I get telephone calls all the time from neigh bors who want to know if the person next door has a permit. Our files are set orman of Achievennerit Eva Spade, of Parks and Recreation, has been declared to be a 1985 Woman of Achievement by Phase II Women's Club of Sunrise Lakes. She is one of 8 women so honored; among the group is a Broward County Judge and the Chairperson of the Broward County School Board. "I'm still sort of overwhelmed to be included in that kind of company," Eva says. "It's a great honor and one I'll always be very proud of." During her 20 years as a City employee, Eva has worked with children in sports and athletic programs (7 years), sparkplugged and instituted and supervised Senior Citizen activities (7 years) and for the past three years she has.been planning Cultural events. (The program of Starlight Musicals is one example of her good and successful efforts.) It's a time-eating job that involves many evenings and weekends. Doing the job right means knowing, and being able to work with, people who represent a wide span of skills and interests... electricians, sound technicians, stagehands, and all those who do the basic work that makes a presentation look and sound good... the artists who put on the shows... the business people and the private citizens who sponsor events for the benefit of the total community... and many more. It's a complex, demanding job and the WOMAN OF ACHIEVEMENT award says Eva Spade does it all and does it very well. Eva Spade (Parks & Recreation) proudly ilisplays the plaque she received from Sunrise Women's Club. up so that I can pull a street address and see whether or not we've got the information. Practically everything except putting down sod and painting, has to have a permit." Nobody keeps track of how many telephone calls come in during any given period of time. "I'm too busy to keep track," Alma says, "but between the 'phone and the counter which is the first stop for anybody coming into the Department, I deal with hundreds of people each week. Assigning street numbers is another task and when the City annexes an area it's up to Alma to establish the files that hold the documents that legally de scribe property boundaries plus all the details of buildings and/or other structures then in place on the land. Each month she prepares a report of the estimated cost of construction for which building permits were issued {$20,653,335 in November, 1985) a report on the total amount of fees col lected ($100,994.40in November, 1985) and the total number of permits issued for everything except electrical work and plumbing {630 in November, 1985). "] manage to stay busy" she says, then turns and steps up to the counter to help a customer who called out "Hey Alma lemme ask you... ".
