Buildings Performance Database & Linked Data Tools May 2014 Buildings.energy.gov/BPD Elena Alschuler Building Technologies Program U.S. Department of Energy 1 Energy Efficiency and Renewable Energy eere.energy.gov

The Buildings Performance Database The BPD statistically analyzes trends in the energy performance and physical & operational characteristics of real commercial and residential buildings. 2

BPD unlocks the power of building energy performance data. Inputs: The BPD Outputs: Activities Outcomes Large dataset of real buildings Assess opportunities Forecast project performance Quantify performance risk More energy efficiency projects undertaken More data on EE project performance Design Principles The BPD contains actual data on existing buildings - not modeled data or anecdotal evidence. The BPD enables statistical analysis without revealing information about individual buildings. The BPD cleanses and validates data from many sources and translates it into a standard format. In addition to the BPD s analysis tools, third parties will be able to create applications using the database. 3

The BPD aggregates data from many sources >25 contributors and 750,000 records to date Data Sources Software Tools Collect data and conduct diagnostic analysis about individual buildings Aggregation Platform Combine and analyze data from many sources Basic Building Info Energy Consumption Audits Commissioning studies Operating characteristics Equipment & asset info An energy management tool that tracks & assesses energy & water consumption in user s buildings. DOE s Building Rating Tools Includes the Home Energy Score & Commercial Building Energy Asset Score One publicly-accessible database of anonymous, empirical records. 4 Public records Other Tools & Databases Includes Building Management Tools, Energy Efficiency Program Administration Databases, CBECS and RECS, etc.

Value Building Owners & Managers Assess opportunities Identify high or low performing buildings, and identify improvements that will likely have a significant savings impact Understand performance risk Analyze the range of likely returns from an investment Evaluate investment performance Compare efficiency project performance to similar projects 5

Peer Group Tool Homes in Florida Florida Homes Building Count by Source kbtu/sf/yr 6

Peer Group Tool Washington DC Benchmarking Data Office Buildings <1M SF, built since 1900 Source Consumption by Year Built Note: Does not yet include Federally owned buildings 7 Note: Does not yet include Federally owned buildings

Retrofit Analysis Tool California Office Buildings: Heating Retrofit Office Buildings Compare Packaged Hot Water Boiler to Air Source Heat Pump 8

BPD is seeking datasets that include: Required Fields Basic Building Characteristics Optional Fields Detailed Building Characteristics City, State, Zip Code Usage type (office, retail, home) Building floor area Year completed Electricity/fuel use for at least one year Operational information (Portfolio Manager data), such as: Types of activities and associated floor area Operating hours Number of occupants Equipment & Asset information, such as: Lighting type and controls Air distribution configuration, controls, etc Heating and cooling equipment types & efficiencies Hot water equipment type & efficiency Wall, roof and window characteristics 9

BPD Data Privacy and Security The BPD has clear use restrictions, and stringent privacy and security policies: o Data can only be analyzed in aggregate through the BPD interface. The BPD analyses will never allow identification of specific buildings. o All the records contained in the Database are anonymous. All personally identifiable information, such as name, street address, etc. of buildings or individuals are removed from the records prior to entry. o Individual building records will not be released publicly. Any data that is properly marked as proprietary data is protected by law from release under the Freedom of Information Act. o The Database s security policies align with DOE policies and Information Security best-practices. The BPD employs Secure Sockets Layer (SSL) certificates with 2048-bit RSA encryption. o DOE can provide a standard confidentiality statement to attach when providing your data for the BPD. 10

DOE s Vision for Performance-Based Approaches By making building energy performance clearly traceable: Owners, operators, and product and service providers can understand the drivers of variations in building performance, identify efficiency investment opportunities, and project the likely savings from investments. Public sector actors can tailor the design and implementation of energy efficiency programs and policies to be most effective given local market conditions and trends. 13

Supporting Interoperability at Different Scales Data Sources Tools & Databases Aggregation Platforms Basic Building Info Energy Consumption (focus of Data Accelerator) Audits Commissioning studies Operating characteristics Equipment & asset info Public records DOE s Building Rating Tools Other Tools & Databases SEED Platform Instances Other Platforms 14

ENERGY STAR Portfolio Manager Tracks building energy and water consumption, and provides a weather normalized EUI and a whole building score, based on actual energy performance. 15

Commercial Asset Score & Home Energy Score Provides a whole-building score and identifies inefficient systems and potential capital upgrades, based on as-built physical characteristics (independent of operations). 16

To manage benchmarking programs, Cities combine data about many buildings from a range of tools and sources Tools & Databases Aggregation Platform Tax Assessor Database City A s SEED Enables cities to manage and analyze data in a private, secure repository. Tax Assessor Database City B s SEED Audit findings or Asset Score results 17

Standard Energy Efficiency Data (SEED) platform V1 designed to help cities manage data resulting from building performance reporting programs for private and/or public buildings. Potential for a wide range of other uses by public entities, efficiency programs, etc. 18

Data contributed to the Buildings Performance Database can be accessed in aggregate by the public.
