3 Minister s Foreword During the consultations with the volunteering community in 2002, which produced Valuing Volunteering A Shared Vision, the importance of access to relevant, affordable training of good quality for volunteers was frequently discussed and raised by community members. Training not only ensures that volunteers are able to provide a high standard service and are aware of health and safety issues, but it also provides an opportunity for personal growth for the individual volunteer. However the training scene can be very confusing as training can appropriately take many forms and be accessed in many ways. It may range from small in-house programs developed and delivered by general agency staff to nationally accredited programs designed and delivered by specialist staff in registered training organisations. The terminology of the training industry can also be difficult to decipher and can add to the mystery with which agencies sometimes view training. To progress the Shared Vision training goals, the Volunteering Secretariat of the Department for Community Development has produced The Volunteer Training Scene in Western Australia: A Resource Guide for Agencies. This will provide a useful synthesis of training information relevant to volunteering agencies, it will give agencies factors to bear in mind when deciding the best kind of training to pursue and it will demystify some of the language used in training. It will also provide a useful resource guide and links section. I am confident that volunteering agencies across the state will find the Resource Guide a valuable tool in their ongoing commitment to supporting volunteers and promoting volunteering. 4 The Volunteer Training Scene in WA The International Year of Volunteers in 2001 had a significant impact on raising the profile of volunteering in Australia. One outcome was a greater recognition of the importance of volunteer training. No matter what the size of an agency, or the kinds of volunteering experiences they provide, training has many benefits. Not only does it help to ensure that the services provided by volunteers are of a good standard, it is also a good investment. It enables agencies to show their volunteers that they are valued, and helps to maintain their interest and enthusiasm in the volunteer work they do. Everyone benefits from well trained volunteers. Western Australia is in the fortunate position of having more training now available to volunteers than ever before. Agencies have considerably more choice in the content, delivery method and provider of their volunteer training than they had even a few short years ago. This is clearly a positive move forward, but it does not come without challenges. The Volunteering Secretariat recognises that volunteer agencies are focussed on providing good services and have limited time and resources. Many agencies that involve volunteers have some difficulty in working their way through an often complex array of training arrangements and options that are now available, to access affordable appropriate training for their volunteers. 2

5 This Training Resource Guide is intended to unravel some of the complexities, and help agencies that involve volunteers to understand the training environment in WA. It brings together information about the training industry, volunteer training organisations and training resources that have relevance to the training of volunteers across the whole spectrum of volunteering in WA. It will help agencies to make informed decisions about what training will best meet the needs of their volunteers and their organisation, and how to access it in the most appropriate and affordable way. The Changing Face of the Training Scene The training scene and the ways that training is provided have undergone very significant changes in recent times, partly in response to training reforms that have been agreed between the Commonwealth and the States, and partly due to changes in technology. Training is available in ways that are more flexible and responsive than the traditional classroom environment, or on the job training with which most agencies are familiar. For example volunteers in WA can also learn through self-paced programs available in packages or on the Internet, or participate in regional training, video linked to their local areas using the Telecentre network. Agencies can download training programs from the Internet and customise them to meet their needs. These are all positive training responses to the needs of adult learners such as volunteers, who have multiple responsibilities and limited time. 3

6 Where to Start? For many community agencies, the changes in the training scene have added to the complexity of the environment in which they are managing and supporting their volunteers. Finding out what training is out there is a challenging task, but it is just the beginning. Making the right training choices not only takes time, but involves consideration of a wide range of issues including: understanding the diversity of experiences and motivation that volunteers bring to their volunteer work, and how this might impact on their training needs and preferences; the quality assurance requirements of the services to be provided by the volunteer; the agency's duty of care to volunteers and volunteer service recipients; risk management and insurance requirements; how the training should be delivered; the relative advantages of using a Registered Training Organisation to provide accredited training, or using non accredited training; the kind of assessment process to use; and the cost effectiveness of the various training options available. Developing Volunteers. Decisions Decisions Non accredited and accredited training are terms commonly used in the training industry. There are important differences between them, but all training is valuable, and there is a place for both in the training and development of volunteers. Non Accredited Training Most training provided to volunteers in WA is non accredited. This means that the training does not have an outcome of formal, national 4

7 recognition, although the volunteer might receive a certificate or other form of acknowledgment that they have successfully completed the course. Non accredited training can be either off the shelf or custom designed, and can take many forms workplace delivery, classroom sessions, via electronic format, self paced learning modules etc. It might be a short workshop, a one or two day course or a longer program. It might be based on nationally recognised competencies but does not have to be. Sometimes it is easier and quicker to get non accredited training off the ground, as its development and delivery is entirely within the control of the agency that is running it. The administration associated with providing non accredited training is generally less time consuming than for accredited training for both the agency and volunteers. Non accredited training can be of a very high standard, but does not have the advantage of its quality being externally assessable against established national benchmarks in the way that accredited training can be. Non-accredited training does not necessarily involve post-program assessment, which can be an advantage in some volunteer programs where volunteers may not be interested in undertaking formal assessment processes. There is flexibility to decide what kind of assessment processes, and at what level, will be best from both the agency s and the volunteers perspectives. Accredited Training Accredited training is training which provides the volunteer with a nationally recognised qualification on completion. In WA, accredited training programs are endorsed by the Training Accreditation Council (TAC). Accredited training is delivered through a Registered Training Organisation and formally assessed by a qualified assessor against nationally agreed standards, so that its quality is assured. 5

8 Where there is a National Training Package (see page 7) in place for the area that is the subject of the training which is the case for most areas in which volunteers are likely to work the materials from the Package are used to develop the training. As with non-accredited training, accredited training can be delivered flexibly in many different formats. An important benefit of accredited training to the volunteer, is that the qualification they receive is transportable. It will be recognised anywhere in Australia. Which to Choose? When choosing whether a non accredited or accredited training option will be best for an agency and its volunteers it is important to consider the following: What is the motivation for the volunteers? Is their volunteering a pathway to skills development to help them enter the paid workforce? If so, they are more likely to be motivated to participate in training programs that are accredited, so that they can undergo a formal assessment process and have their skills formally recognised. Or do the volunteers want to contribute to their community without having any plans to move into the paid workforce? In this case, access to accredited training may not be as important to them, and they may be less motivated to put themselves through a formal assessment process. What is the nature of the work the volunteers will do? How much risk is involved for the volunteer and for the people with whom they work as volunteers? Generally, the higher the risk, the more appropriate it would be to consider accredited training. Which option would be the most cost and time effective and provide the best outcomes for the organisation not just in the immediate future, but in the longer term as well? When considering the information outlining different options in the following pages, it is important to keep these factors in mind. 6

9 Nationally Recognised Qualifications Training Packages are products, developed by industries that provide workers (including volunteers) with qualifications which are recognised nationally. They are a consistent and reliable set of endorsed standards and qualifications for recognizing and assessing workers skills. Training Packages describe what skills and knowledge are needed to perform effectively in the workplace but they don't prescribe how workers should be trained. They are the building blocks from which training courses can be developed. A National Training Package contains two key components. The endorsed component which provides: national competency standards the skills and knowledge a person must demonstrate in a working environment; national qualifications the qualifications a person can receive (at varying levels) when assessed as competent in a group of competency standards; and guidelines for assessing competence the requirements that must be met by all those involved in assessing competence. The non endorsed resource materials component which provides: assessment materials specialised guides and checklists on how to assess a particular competency or group of competencies; learning resources learning guides or other resources to assist trainers and teachers; and professional development resources practical guides and activities which describe the training package and how it can be used. 7

10 The resources in different Training Packages can vary in their aim and presentation and could include guidance material relating to development of assessment instruments, strategies for conducting assessment, material which describes how to do specific tasks, strategies for delivery of training and products for recording student progress. Software for manipulating electronic files to produce instructional text tailored to suit the needs of the learner is available in some packages. Do It Yourself? If an organisation is considering developing its own training alone or in partnership with others, National Training Packages are a sound reference point to start from, even if they are not planning to provide formally assessed training that is accredited. Some of the benefits Training Packages can provide for volunteers and their agencies include: national qualifications that can be recognised across state and territory boundaries; flexibility of content. Agencies don t need to deliver full qualifications. It is possible to select just the competency standards that you want to deliver and design a training program around specific needs; 8

11 the opportunity for volunteers to have their existing skills, knowledge and experience recognised formally, without having to undergo any unnecessary additional training an important consideration given the wealth of experience many volunteers bring to the organisation (See page 13); the opportunity for agencies to have more involvement in setting up and providing training; flexibility of delivery, assessment, timing and location. Regardless of who does the training, these packages can be delivered in many different locations workplaces, education institutions, by distance, online or in any combination of these; the provision of a consistent framework for training, thus reducing unnecessary duplication of courses and resources; and pathways to further training including, if it is the volunteers' choice, entry into the paid workforce. The Industry Training Council that covers an industry, or the local TAFE College will be able to provide agencies with more detailed advice about Training Packages and how they can help in the training of volunteers. (See Who can Help section) Registered Training Organisations Registered Training Organisations (RTOs) are recognised providers of quality assured and nationally recognised training, and are the only organisations able to issue recognised national qualifications or part qualifications. Any organisation can become an RTO in Western Australia, if it meets the requirements set by the Training Accreditation Council (TAC). RTOs can be commercial organisations, publicly funded organisations such as TAFE, or community organisations. RTOs can be large or small. They may be solely providers of training such as Community Services Training College, or have training as just one part of their business such 9

12 as the Red Cross. Some RTOs focus on particular industries, or segments of an industry, and are registered only to deliver training in that area. This is referred to as the scope of registration. The fees charged by RTOs will vary, but will be in accordance with guidelines set by the state Department of Education and Training for funded training. Information about RTOs that are registered to provide training in any area of volunteer training need can be obtained from the web site of the National Training Information Service (NTIS) or the training section of the website of the Department of Education and Training, However the best way to identify RTOs that provide training in particular areas of training need is probably through agency networks. Volunteering WA should also be able to provide advice and information. The Australian Quality Training Framework (AQTF) The AQTF is a set of nationally agreed standards, developed with the key objective of ensuring a nationally consistent, high quality Vocational Education and Training system. There are two sets of standards under the AQTF: 1. Standards for Registered Training Organisations An organisation wishing to become a Registered Training Organisation must demonstrate its ability to comply with the Standards for Registered Training Organisations. 2. Standards for State and Territory Registering and Course Accrediting Bodies These standards must be followed by the State and Territory training authority when registering training organisations, evaluating training organisations and accrediting courses. 10

13 Partnering a RTO Requirements for registration as a RTO have changed in recent years. As a result, some small community based agencies that have had, or have considered applying for registration, have decided that it is no longer a feasible proposition for them. Partnership agreements are a useful alternative for agencies whose core business is not training and who do not have the in house resources and expertise to develop and provide their own training to their volunteers. They make it possible for agencies to be directly involved in the development of their volunteer training, and to ensure the quality of the delivery, assessment and recognition of the training they provide to their volunteers, without having to go through the process of becoming an RTO themselves. In these partnership agreements, the RTO takes responsibility for the quality of training products and services, and issues qualifications and Statements of Attainment in its own name. Assessments are conducted solely by, or in partnership with the RTO. The agreement sets out how each of the parties will meet its responsibilities for compliance with the Standards for Registered Training Organisations. Agencies seeking to enter into a partnership arrangement should contact the RTO of their choice or the Training Accreditation Council for more information. Agencies might also find it useful to obtain a copy of the publication Partnerships at Work. This discusses good practice models for partnerships between schools and RTOs, but much of the information is useful to a broad range of agencies that might be considering entering into a partnership agreement. It is available from the Department of Education and Training or the Training Accreditation Council, whose details are listed in the Who Can Help Section. 11

14 Resources to Help Toolboxes Toolboxes are a useful starting point from which an agency or a group of agencies and a RTO can begin discussions about having their volunteer training needs met through a partnership arrangement. They are also a helpful resource for agencies that are considering a Do it Yourself training option. Toolboxes can be purchased and used by any organisation. They are a collection of training materials comprising learning activities, resources and user guides to support program delivery for accredited training and endorsed Training Package qualifications. Toolboxes are distributed on CD-ROM and can be used as is, installed on a server to be used as a webbased resource or put into a learning management system such as WebCT. Toolboxes can be customised to meet local needs. Each Toolbox includes a teaching guide and installation information and is aligned to a particular Training Package. The Toolbox can be used: to plan for the delivery of training; as a self paced resource for trainees to prepare for work-based learning and assessment; as an assessment resource for the development of assessment strategies, activities and reporting; to plan, schedule and record learning; and 12

15 as a model for the development of work-based learning and assessment activities where only some competencies rather than a complete qualification is required. Volunteering areas where Toolboxes have been developed include Home and Community Care, Disability and Mental Health, Small Business, Tourism, Youth Work, Children's Services, Alcohol/other Drugs and Conservation/Land Management. WestOne, whose details are listed in the Who Can Help? section can provide detailed information about Toolboxes and the many ways they can be utilised for the training of volunteers. They have a training facility set up to demonstrate Toolboxes, and also manage a program called Toolbox Champions. This is a free service which provides advice and support to organisations that want to understand more about the contents of particular Toolboxes, and how they might be used to meet particular training needs. Skills Recognition Skills Recognition is the term used to describe a number of assessment processes resulting in the formal recognition of competencies (skills, knowledge and attitudes) that a person has already acquired through previous training, work experience and/or life experience. Volunteers who complete a skills recognition process would not be required to undertake training in areas where they are already competent. There are a number of processes through which skills can be formally recognised, but the one most likely to be relevant to volunteers is Recognition of Prior Learning (RPL). RPL is the acknowledgment of skills and knowledge obtained through: formal training or study including courses at school, college, adult education and training programs at work; 13

16 work experience including previous paid and volunteer work; and life experience including skills attained through self teaching or leisure pursuits such as musical, mechanical or language abilities. A skills recognition process has to be undertaken by a qualified assessor, and there are costs involved. However, many volunteers bring a wealth of previous experience to their volunteering. For agencies with volunteers working in situations requiring accredited training, the cost of RPL needs to be weighed up against the costs of providing training to volunteers who might already be able to demonstrate some or all of the knowledge and skills required. Making Smart Decisions The Volunteering Secretariat strongly encourages agencies to think smart and be creative when they are making decisions about how to meet their training needs in the most appropriate and cost effective way. An enormous amount of effort can be spent by individual agencies, or a volunteering sector, in developing new training for their volunteers when there are already a number of training programs in place that cover the same ground. Agencies could: Consider the full range of training delivery strategies that are now available. As well as the traditional way of engaging a trainer and providing training face to face, consider what training resources are available from the Internet sometimes free of charge. Ask around their network. Have other agencies in the sector provided similar training and would they be prepared to provide access to their materials? Make their needs known to their Local Government Authority. They might be able to assist. 14

17 Look closely at training provided in other sectors, which might meet agency needs. Much training for volunteers is generic, and just because a training program is offered by one sector does not mean it is inappropriate for another. For example, the Club Development Program and the newly established Rio Tinto Volunteer Management Scheme (both available in WA through the Department of Sport and Recreation) have a focus on sporting associations but most of the content is directly relevant to any community organisation using volunteers. Similarly, the Creative Volunteering No Limits program is a Regional Arts Australia initiative (managed in WA by Country Arts WA) with modules that would be useful in training volunteers across a broad range of volunteer situations. Are there other agencies that might have similar volunteer training needs? What might be the benefits of working together to address training needs? If an agency is looking for accredited training in a particular area, could they join with other volunteer agencies and as a group, share the costs of engaging a Registered Training Organisation to partner in the provision of the training? 15

18 Partnerships The Way to Go The Department of Education and Training publication (produced by Learning Centre Link) entitled Partnerships The Way to Go provides a practical framework to encourage community organisations to work more closely together in meeting adult learning needs in the Western Australian community. It provides guidance on the processes and procedures to be considered when developing collaborative training ventures with other agencies. This publication can be viewed in PDF format on the training section of the Department of Education and Training website (from Training, click on Adult and Community Education, then on Resources). Volunteering WA Volunteering WA (VWA) provides training services to the volunteer sector through its Bridge to Volunteering and Volunteer Management Programs. Through its Coordinators' Network and the Volunteering WA message board on its website, it also provides volunteer agencies with the opportunity to discuss issues pertaining to volunteer management, and keeps the sector informed about developments within volunteering. VWA is a valuable source of information about volunteer sector development including issues relating to training. 16

19 City West Lotteries House 2 Delhi Street West Perth WA 6005 Tel: (08) or community@volunteer.org.au web: National Volunteer Skills Centre The National Volunteer Skills Centre (NVSC) is an initiative established in the International Year of the Volunteer, which commenced operations in late Its aim is to support voluntary and volunteer involving agencies throughout Australia to develop and implement their training and skills development needs, to reduce duplication in volunteer training, and to make information about volunteer training and volunteer training programs more easily accessible. The NSVC is developing a nationally consistent approach for volunteer training and skills by providing: generic and specialist volunteer training materials; and a comprehensive and up-to-date library of resources. The volunteer sector can use these services, free of charge, to provide quality training in their own organisations, where volunteers can access the training they need and deserve. The first integrated training program that the NVSC has developed for volunteers, Active Volunteering is now accredited at Certificate 1, 11 and 111 levels. The aim of this course is to provide a generic training program to meet the skill development needs of volunteers across a broad range of volunteer sectors. The areas covered include work organisation, communication in the workplace, working with others, workplace safety, and working with cultural diversity. Modules under development include a number in the areas of computer skills, community development and community managed boards. 17

20 NSVC is a project of Volunteering Australia and works with all State Volunteer Centres. Its website also has a developing resource directory, and hosts links to other volunteer training sites on the web and to e-learning resources, such as involve, a free resource for developing and managing effective volunteer programs. Many are prepared to make places within the training programs for their own staff available to volunteer staff in local community agencies. Agencies should find out who is the appropriate contact in their Local Government Authority, and keep in regular contact to keep informed about what training is on their agenda. Meerilinga Training College Meerilinga has a primary focus on children and families, but a number of their training courses and products have relevance to a range of volunteer sectors. Meerilinga produces It s not a Board Game as a series of 6 learning guides for volunteer community management committees on issues of organisational governance. Also available from their website are some free online training programs on subjects of relevance to a range of volunteer sectors. 21 Community Skills Training Centre Community Skills Training Centre (CSTC) runs a semester based calendar for the training of paid staff and volunteers in agencies funded by or endorsed by the Department for Community Development. Training available includes certificate III, IV and diploma level accredited training from the Community Services Training Package. CSTC also runs special interest courses in areas such as organisational governance, child protection for community workers, working with difficult families, domestic violence and legal issues, community leadership and intentional helping. Training is delivered from the CSTC office in West Perth as well as other metropolitan and country locations. Westlink is used to supplement the delivery of training to remote areas. 22 Challenger TAFE WA Centre for Leadership & Community Development The WA Centre for Leadership and Community Development is developing courses in a range of areas of community development and leadership that are relevant to the work of volunteer managers and volunteers. WA Centre for Leadership and Community Development Murray House, Duncraig Road Applecross WA 6153 Tel: (08) ayd@murrayhouse.training.wa.gov.au web: Industry Training Councils/Advisory Boards Industry Training Councils (ITCs) and Industry Advisory Boards (ITABs) are a network of agencies that are industry based and responsible for providing advice to Government and training providers about the training needs of the industries they represent. Some industries have both state and federal councils or boards and some have just federal. The focus of the ITCs and ITABs is primarily on training needs in relation to jobs and employment, but some of them cover industries that make considerable use of volunteers. State ITCs and ITABs are directly involved in the implementation of Training Packages. They are a valuable source of expert training information in relation to the industry sectors they cover. 20

24 WestOne WestOne is a section within the Department of Education and Training. It is a multi-media and technology unit, dedicated to supporting the vocational education and training (VET) sector. WestOne produces learning materials in multiple formats (online ektis, books, videos) for a range of training delivery methods. Many of these are of direct relevance to the training needs of volunteers in a wide range of volunteering situations. Among the many resources listed on the WestOne website are modules that cover the skills that must be developed for successful learning in an online environment. There is a very comprehensive list of learning resources including Toolboxes, that are available online and in other formats, and information on how to get help in using them. WestOne is not a training organisation and does not enrol students directly. Enquiries about support for the courses listed should be directed to the Training Information Centre who can provide a list of TAFE Colleges that are supporting the course. The Rio Tinto Volunteer Management Program will assist access to education and training courses in many locations across the state. A TOOL KIT for volunteer management will also be completed. These training seminars and resource materials are relevant to a broad range of volunteers and volunteering situations. 22

There are over 100 Telecentres located across Western Australian. Telecentres are equipped with a range of electronic communications and computing facilities. Telecentres can support volunteer training in a number of ways. For example, volunteers with similar training needs in different agencies in different areas can link up for a videoconference training session. Volunteers can also use their local Telecentre as a study base or access learning materials from the internet at the Telecentre if they do not have internet access at their volunteer organisation or at home. Their website lists providers of adult learning in WA and Australia wide.
