2 Monika Stefanczyk, Senior Pharmaceutical Market Analyst In 2007 Poles spent PLN 23bn ( 6.1bn) on healthcare services and products, i.e., 13% more than in Over half of that amount was expenditure on drugs and medical devices. Medical services consumed PLN 5bn ( 1.3bn) from patients own pockets. Subscriptions and insurance as growth drivers for the private healthcare market According to our estimates, in 2007, private spending on healthcare represented 36% of total healthcare expenditure. Such private spending comprises payments for drugs, medical devices and services directly from patients pockets, unofficial payments for medical care, subscriptions offered by medical companies and health insurance offered by insurance companies. In 2007 the key drivers of the market growth were subscriptions sold by private medical companies, OTC drugs and other products available without prescription and private health insurance offered by insurance companies. 3 PMR believes that in medical subscriptions and health insurance will continue as major driving forces behind the market growth, because their popularity among Poles will be on the increase. The Act on Health Insurance will not generate massive interest in this type of medical services financing Currently, even if a patient takes out additional insurance, he or she is still required to pay the mandatory premium transferred to the National Health Fund (NFZ). Another factor halting the development of the private health insurance market is the lack of a guaranteed benefits basket and price list for medical services rendered in the public system. If such a basket were determined, it would be clear which services to cover with additional insurance. At present, no one knows what services to include in additional health coverage. The World Bank estimates that in five years time an impressive proportion of 15% of Poles may be covered by private health insurance. We think that this would be possible only if private companies were allowed to compete with the NFZ. However, the current draft Act on Health Insurance does not provide for such market liberalisation, therefore it may take much longer to reach this 15% level.
