James City County and Williamsburg Open House Meeting What the New Preliminary Flood Insurance Rate Maps (FIRMs) Mean for Your Community and for You as a Property Owner August 13,

Today s Open House is to Explain the new flood study Provide an opportunity to review the effective and proposed maps Discuss the community s responsibility Provide information about the National Flood Insurance Program (NFIP) Answer your questions 2

So, why are the maps changing? A more accurate tool for assessing flood risk along the tidal coastline Used by your community as the regulatory floodplain for building code and zoning Used by lenders for determining where flood insurance will be required for loans Used by insurance companies to prepare flood insurance ratings for building 3

What the New Coastal Study Includes Coastal Study Component Topographic data SWELs, wave setup Wave height, wave runup, bluff/dune erosion New Study New LiDAR data, supports 2 ft contour accuracy 2012 USACE ADCIRC storm surge model New WHAFIS wave height and runup models 4

Coastal Mapping Terminology Base Flood Elevation (BFE): The height in feet above a certain datum, in most cases North American Vertical Datum of 1988 (NAVD 88), that flood waters have a 1 percent annual chance of reaching or exceeding in any given year Zone VE: Defined by wave heights of 3 ft or greater, or by the PFD Zone AE: Defined by wave heights ranging from 0-3 ft Limit of Moderate Wave Action (LiMWA): Defined by the area subject to wave action with waves greater than 1.5 ft in height 5

Coastal Floodplain Mapping 6

LiMWA LiMWA sits inside of an Zone AE LiMWA can cross Zone AE areas with different BFEs Triangles point towards higher waves (where wave height exceeds 1.5ft) Map A: Overland wave propagation area Map B: Wave breaking and runup area 7

Post-Preliminary Processing National Flood Insurance Program Regulations ensure community input into the study is solicited and statutory due process requirements are followed 8

Regulatory Post Preliminary Processing Timeline 7 days 90 days 6 months Appeal/Protest Typically 15 months from the Preliminary issuance date 9

James City County and City of Williamsburg Timeline Current Effective Map 9/28/2007 Preliminary Map Revisions 3/28/2014 Community Coordination mtg 4/19/2014 Appeals Period Start(tentative) early Sept 2014 Appeals Period End (tentative) early Dec 2014 LFD (tentative) mid Apr 2015 Effective Date mid Oct

Summary of Map Actions (SOMA) Background FEMA periodically issues Letters of Map Change (LOMCs) LOMCs are legally binding changes to the map Many LOMCs are not typically reflected in the new FEMA maps due to map scale constraints Some LOMCs are superseded when a new map is issued Summary of Map Actions contains assessment of all existing LOMCs on the new FEMA maps and how those determinations are impacted by the current mapping effort Sent with preliminary maps 11

Flood Insurance Risk exists even if mapped outside the SFHA Federally backed mortgages or loans require flood insurance Recent legislation requires FEMA to make the NFIP more financially stable and ensure that flood insurance rates more accurately reflect the risk. Important to contact your insurance agent 12

Flood Insurance FloodSmart.gov Mandatory purchase of flood insurance for those in the SFHA 13
