3 So, why are the maps changing? A more accurate tool for assessing flood risk along the tidal coastline Used by your community as the regulatory floodplain for building code and zoning Used by lenders for determining where flood insurance will be required for loans Used by insurance companies to prepare flood insurance ratings for building 3
4 What the New Coastal Study Includes Coastal Study Component Topographic data SWELs, wave setup Wave height, wave runup, bluff/dune erosion New Study New LiDAR data, supports 2 ft contour accuracy 2012 USACE ADCIRC storm surge model New WHAFIS wave height and runup models 4
5 Coastal Mapping Terminology Base Flood Elevation (BFE): The height in feet above a certain datum, in most cases North American Vertical Datum of 1988 (NAVD 88), that flood waters have a 1 percent annual chance of reaching or exceeding in any given year Zone VE: Defined by wave heights of 3 ft or greater, or by the PFD Zone AE: Defined by wave heights ranging from 0-3 ft Limit of Moderate Wave Action (LiMWA): Defined by the area subject to wave action with waves greater than 1.5 ft in height 5

11 Summary of Map Actions (SOMA) Background FEMA periodically issues Letters of Map Change (LOMCs) LOMCs are legally binding changes to the map Many LOMCs are not typically reflected in the new FEMA maps due to map scale constraints Some LOMCs are superseded when a new map is issued Summary of Map Actions contains assessment of all existing LOMCs on the new FEMA maps and how those determinations are impacted by the current mapping effort Sent with preliminary maps 11
12 Flood Insurance Risk exists even if mapped outside the SFHA Federally backed mortgages or loans require flood insurance Recent legislation requires FEMA to make the NFIP more financially stable and ensure that flood insurance rates more accurately reflect the risk. Important to contact your insurance agent 12
