Authorize agreements for forest, rangeland, and watershed restoration and protection. To require the Agricultural Research Service to operate at least one facility in each State. To improve agricultural land easements. To encourage the purchase of pulse crop products for school meals programs. Establish highly erodible land and wetland conservation compliance requirements for the Federal crop insurance program. Amend the Internal Revenue Code of 1986 to prohibit the use of public funds for political party conventions, and to provide for the return of previously distributed funds for deficit reduction. To prohibit individuals and entities with seriously delinquent tax debt from receiving Federal farm subsidies. Limit premium subsidy provided to any person or entity with an average gross adjusted income greater than $750,000. Strike reduction to SNAP and increase funds to Fresh Fruits and Vegs Program, with offset limiting crop insurance reimbursements.

Expand the Fresh Fruits and Vegetables Program to include dried, canned, and frozen fruits and vegetables. Extend eligibility for certain emergency loans to commercial fishermen. Extend eligibility under the noninsured crop disaster assistance program to commercial fishermen. To require a study on the impact of sugar sweetened beverages on obesity. Increase criminal penalties for certain knowing and intentional violations relating to food that is misbranded or adulterated. To provide a State option for cash equivalents for the purchase of locally produced commodities. To support the State Rural Development Partnership. Require a report on the effects of the budget sequestration commencing in 2013 on the Department of Defense. Prohibit the use of federal funds to construct, fund, install, or operate certain ethanol blender pumps or ethanol storage facilities. To eliminate agricultural subsidies for Mohair.

Clarify the definition of navigable waters. Repeal certain provisions of the Lacey Amendments Act of 1981 relating to criminal penalties and violations of foreign laws, and for other purposes. Prohibit certain employees of the Department of Agriculture from carrying firearms. Authorize the interstate trafficking of unpasteurized milk and milk products that are packaged for direct human consumptions. Establish an average adjusted gross income limitation of $250,000 for all payments and benefits under the Farm Bill. Empower states with programmatic flexibility and predictability to administer a supplemental nutrition assistance block grant program, where eligible households can receive an adequate, nutritious diet. Provide that no United States assistance may be provided to Pakistan Dr. Shakil Afridi is freed. Amend National Labor Relations Act to permit employers to pay higher wages to their employees. Support state and tribal governments' efforts to promote education, research, sustainability, market promotion, and land acquisition for the Maple Syrup industry.

To eliminate the loan moratorium and policy on foreclosures To eliminate biorefinery, renewable chemical, and biobased product manufacturing assistance. To improve access to broadband telecommunication services in rural areas. Require the United States trade representative to provide documents relating to trade negotiations to members of congress and their staff upon request.
