1 Page 1 PROFESSIONAL DEVELOPMENT COURSES FOR THE TEACHER INSTITUTE Request for Graduate Credit 01/07/2009 HISTORY/PROGRAM OVERVIEW The Ann Zugelder Teacher Institute, which been in existence since 2004, offers a variety of content courses designed specifically for P 12 educators who want to enrich their existing curricula. Through the Teacher Institute in service teachers are provided the opportunity to enhance content knowledge, share pedagogy, and network with educators from throughout Colorado. The Institute is supported by funds provided by the Ann Zugelder Endowment. Western State College is requesting graduate accreditation for Teacher Institute professional development courses. The Teacher Institute includes both in service classes and workshops during the school year and an intensive two week summer program. Intensive summer courses, with highly qualified instructors, immerse participants in their subjects and provide unique opportunities for hands on and individualized activities, networking with other P 12 educators, and use of outdoor classrooms. The Teacher Institute is administered by Teacher Institute Director and the Teacher Institute Advisory Committee. Teacher Institute courses are offered through Extended Studies and the Extended Studies Program Director facilitates the development of courses and the administration of the program. Western has offered select graduate courses for in service teachers through various programs since the late 1980 s. These courses have predominately been authorized by the Extended Studies Program at Adams State College in Alamosa, Colorado through a brokering relationship. These courses serve Western s institutional role and mission as a regional education provider to the Western Slope of Colorado (Appendix 1). Connection to Western State College of Colorado Role and Mission The requested accreditation for offering graduate credits promotes Western State College s mission. Western State College of Colorado fulfills its statutory mission by promoting intellectual maturity and personal growth in its students and graduates citizens prepared to assume constructive roles in local, national, and global communities. Western helps its students to develop the skills and commitments needed to continue learning for the rest of their lives and strives to elucidate the connections unifying academic domains which have traditionally existed separately: the sciences, the liberal arts, and professional programs. The College provides students with a solid foundation of skills in written and spoken communication, problem solving, critical thinking, and creativity. Our programs
2 Page 2 encourage a breadth and depth of knowledge, which will serve as a foundation for a professional career or graduate study, and an appreciation of values appropriate to a liberally educated individual College Established Role and Mission There is hereby established a college at Gunnison, which shall be known as Western state college of Colorado. Western state college of Colorado shall be a general baccalaureate institution with moderately selective admission standards. Western state college of Colorado shall offer undergraduate liberal arts and sciences, teacher preparation, and business degree programs and a limited number of graduate programs. Western state college of Colorado shall also serve as a regional education provider.
3 Page 3 FRAMEWORK FOR PROFESSIONAL DEVELOPMENT COURSES FOR THE TEACHER INSTITUTE The purpose of the Teacher Institute is to develop high quality content rich courses for regional educators. Courses should provide both rich content and model good pedagogy at a level accessible to in service educators. The nature of this course work is dynamic and always changing to meet the changing needs of the educators. All courses will be non degree Teacher Institute Topics courses in the appropriate discipline for example EDUC 510. Course Development Courses for the Teacher Institute are developed by individual instructors or departments to meet the needs of regional educators. The Director of the Teacher Institute and the Director of Extended Studies help facilitate this process by surveying the perceived needs of regional educators and then helping identify instructors to develop and teach courses. The Director of Extended Studies also provides the needed administrative structure to run the Teacher Institute. Course proposals received by the Extended Studies Director are initially reviewed by Teacher Institute Director and the Teacher Institute Advisory Committee (see Appendix A for course proposal forms). The Teacher Institute Advisory Committee is made up of campus faculty from a variety of disciplines; this group acts as a clearing house when accepting and reviewing course proposals. During the initial review the Teacher Institute Advisory Committee determines if the course content, structure, and design is appropriate for the Teacher Institute. For the proposed courses the Teacher Institute Advisory Committee asks for two further reviews: Review by the Department Chair and the appropriate disciplinary faculty that considers the content of the course, delivery method, and the instructor s credentials and expertise in designing and delivering the course. Review by the Graduate Council of the instructor s credentials and appropriateness to teach a graduate level course using the Academic Qualification guidelines set out in the Western State College of Colorado Graduate Studies Policy. Upon positive recommendations from the Department and Graduate Council the Teacher Advisory Committee will make the final decision on course offerings. 4 Page 4 Delivery and Administration Administration and delivery of Teacher Institute courses is through the Extended Studies Program. The Extended Studies program is responsible for advertising, registration of student, and other logistical or financial support. In order to register for Teacher Institute graduate level courses students must complete the Extended Studies application/registration form (Appendix B). To register for a graduate level Teacher Institute courses, the applicant must have completed a Bachelor s degree and have a current or pending license from the appropriate state education department. Evaluation All Teacher Institute courses are evaluated by the participants (Appendix C). The Extended Studies Director, Teacher Institute Director and the Teacher Institute Advisory Committee review course evaluations to determine whether a course and/or instructor will be retained for further teaching. MARKET AND DEMAND FOR PROGRAM Extended Studies at Western has developed a unique Teacher Institute summer session which offers a variety of professional development graduate credit courses in a two week intensive program. Prior to implementing the Teacher Institute the Extended Studies Office assessed the graduate educational needs of its regional provider service area. The office ascertained the educational needs of the region through course evaluations, online surveys and, relying on relevant and available data. Through this, it was determined there was a need for a teacher professional development program in the summer. In addition, Extended Studies also hears requests from constituent groups for the development or delivery of specific programs. Extended Studies determines the feasibility of these proposals and, when possible, develops and/or delivers the requested program and/or courses. The Teacher Institute program continues to grow, demonstrating an increasing demand for this type of program. Year Enrollments Credits Revenues , , , ,388
5 Page 5 RESEARCH INCLUDING INFORMATION ON SIMILAR PROGRAMS IN COLORADO Mesa State College The Mesa State College Extended Studies Program does not offer a program similar to the Teacher Institute. They offer degree and licensure programs only. Adams State College The Adams State College Extended Studies Program offers many professional development courses for teachers using distance delivery. The courses include a variety of subject areas available to teachers during the academic year; all courses are online or correspondence. Adams State College does not offer intensive classroom based professional development instruction for teachers. University of Colorado The University of Colorado offers personal enrichment and executive education courses. They do not have a K 12 track focused on professional development for teachers. University of Northern Colorado The University of Northern Colorado offers credit and non credit education courses for teachers that include site based classes and online courses for degrees and teacher licensure. Summer class offerings include graduate level classes in a variety of subject areas that may meet the individual professional goals of school teachers, counselors and administrators. They do not offer structured professional development programs for teachers in the summer.

11 Page 11 Appendix D Extended Studies The Statewide Extended Studies Program was established by the Colorado Commission on Higher Education in It was created to provide an organized way to deliver college courses to those wishing to continue their education. Considerable thought and planning was focused on developing a cost effective system that avoided duplication of programs while creating optimum access for both rural and urban communities. Through this program credit courses, certificates, complete degree programs and non credit courses in professional fields have been delivered state wide. The Statewide Extended Campus has always been a leader in developing and using delivery formats that provide convenience and flexibility for learners. State Requirements Impacting Delivery and Quality Control Instructors teaching any credit bearing instruction offered by the extended studies unit must have qualifications equivalent to those required of regular, on campus faculty appointed to teach the same course in the resident program of the sponsoring institution and are subject to the same approval and evaluation processes required of resident faculty. Extended studies units must abide by their sponsoring institution s policies for hiring, retaining and evaluating faculty including, but not limited to: Ensuring that the approved faculty is the instructor of record; Informing the institution of the use of full time resident faculty; and, Contracting with individuals for the purpose of instruction. The Colorado Commission of Higher Education (CCHE) has the responsibility to exercise oversight to ensure that educational quality and access for students are consistent with the role and mission of each institution. The Statewide Extended Studies Office has developed the policies to guarantee extended studies instruction has comparable quality and accessibility as regularly offered main campus instruction. Extended studies units may offer individual credit courses without Commission review as long as said courses have been approved through the institution s academic approval process. Documentation of this approval must remain on file at the institution. The campus shall designate an administrative officer as the primary liaison to the CCHE Director of Statewide Extended Studies. The designated officer shall provide the Commission with information concerning the status of any Extended Studies instruction originating from his or her campus. All institutions shall ensure that the designated administrative officer is notified of all instruction that falls under the definition of Extended Studies.
12 Page 12 Officers of institutions offering state funded and/or cash funded instruction through Extended Studies shall abide by all State of Colorado fiscal rules including but not limited to ensuring that revenue from programs having different sources of funding are not commingled and are separately accounted. Records of all students registered for extended studies instruction must be on file in accordance with the sponsoring institutions policy. Completion of courses, degrees and certificate program (including any non credit series of courses that lead to a subject matter certificate or carry CEU credit) must be on file at the institution indefinitely. Extended studies, in cooperation with the sponsoring institution s academic unit must ensure that instruction offered for credit has comparable academic requirements and standards to main campus instruction. Instruction offered through the extended studies unit shall have the same number of minutes of contact per credit hour as is required by the sponsoring campus. To ensure that the CCHE is aware of the activities occurring within extended studies units, the extended studies administrator shall submit reports and data that the Commission deems necessary.
