25 Part of the challenge in reaching the goal of 55 percent of young Americans with an associate degree or higher lies in erasing disparities in educational attainment for low-income students and underrepresented minorities. By eliminating the severity of disparities between underrepresented minorities and white Americans, it is estimated that more than half the degrees needed to meet the 55 percent goal would be produced. 33 What is Reverse Transfer? A program for students who take classes at both a community college and a 4 year university to have credits from both institutions count toward an associate degree from the community college.

50 Early College High School Since 2002, the partner organizations of the Early College High School Initiative have started or redesigned more than 200 schools in 24 states and the District of Columbia. The schools are designed so that low-income youth, first-generation college goers, English language learners, students of color, and other young people underrepresented in higher education can simultaneously earn a high school diploma and an Associate s degree or up to two years of credit toward a Bachelor s degree tuition free.

56 UTEP s longstanding commitment over the last two decades has been to reject the traditional choice between access and excellence that characterized U.S. higher education in the 20 th century and to insist upon the joint attainment and continuing enhancement of both access and excellence. 57 EPCC is the largest grantor of associate degrees to Hispanic students in the nation with more than 130 academic programs and 350 personal enrichment/continuing education courses. In addition to services that are now expected in community colleges; such as distance education, online courses, and dual credit; EPCC offers unique learning opportunities including Student Technology Services (a student run technology training program), Early College High Schools, and a new state-of-the-art model for delivering K-Gray education (including a 3-D holographic projection laboratory). Strong community partnerships, customized employer training, and other workforce development initiatives make EPCC the leading provider of training for local area business and industry.
